FOR A YEAR THE ELECTRIC POWER PRODUCTION HAS GROWN BY MORE THAN 13% IN AZERBAIJAN
BAKU.06.08.2003.MEDIA-PRESS: The power system of Azerbaijan produced 1.388 bn kVt/hours of the electric power, and this is by 14.1% more than for the analogous period of the past year. 1.255 bn kVt/hours were produced by SREPS and only 133 MM kVt/hours - by hydroelectric power stations.
In total, 12.383 bn kVt/hours of the electric power were produced in the country, and this is by 13.1% more than in the analogous period of the past year. 10.716 bn kVt/hours were produced at the SREPS and 1.766 bn kVt/hours - at the HEPS.
THE USA ARE READY TO PUNISH THE GERMAN COMPANY RWE FOR THE ENERGETIC COOPERATION WITH LYBIA
BAKU.06.08.2003.MEDIA-PRESS: The representatives of the American Government warned the German service company RWE that the USA will be able to apply sanctions against its operations in this country if it continues to realize the project in Lybia.
As the newspaper Financial Times reported, the company RWE had received the contract for 5 years in Lybia on oil and gas production and it has been expected that it will invest about $64 MM in it.
The Sanctions Law (ILSA), which causes a shrill protest of the European Council orders sanctions against each company which would invest more than $20 MM per a year in the energetic sector of Iran or Lybia. It is interesting that these fines should be applied only to the American companies, however the USA government, as the life displayed, repeatedly extended the ILSA jurisdiction on the foreign companies, especially oil workers of France, which intended to enlarge cooperation with Iran in oil and gas field.
THE SPECIALISTS OF THE SWEDISH-SWISS COMPANY ABB WILL PRESENT AN UNIVERSAL CALCULATION PROGRAM COMPLEX TO THE JC "AZERENERJI"
BAKU.06.08.2003.MEDIA-PRESS: In the end of August the experts of the Swedish-Swiss company ABB will arrive in Baku and present an universal program complex of calculation of electric power production and consumption as well as losses of it.
As it was reminded by the JC "Azerenerji" during their previous visits to Baku, the ABB experts conducted discussions on the "Program of Restoration of the Transmitting Infrastructure of Azerbaijan", paying a great attention to modernization of dispatching system, which is one of chief things in development of the national electric power field.
Besides, in the past month ABB has conducted a presentation of its projects in Azerbaijan - on introduction of the SCADA dispatching system and rehabilitation of transmission structure. A realization of these projects will be carried out in account of 17.3 MM Euro credit allocated to the JC "Azerenerji" by the German bank KFW.
The agreement on allocation of this credit was signed between KFW and Azerenerji in the beginning of February. These means will be directed to reconstruction of transmission capacities and introduction of the modern dispatching system on managing the energetic system of Azerbaijan.
The development of the credit is accounted for 2003 - 2004. Within the frameworks of the project about 2.5 MM Euro will be spent for introduction of the dispatching system of the energetic system managing. Moreover, the technical rearmamament of 13 system generating high voltage substations. By opinion of specialists, it will allow to reduce electric power losses during its transportation by 20 - 25%.
"Azerenergy" had worked with the bank KFW. In 1998 this bank allocated a favourable credit to the JC by a total of 30 MM of the German marks. It was allocated for 30 years under a rate of 0.75% annually. Within frameworks of the project the Company Siemens has carried out modernization of 17 high voltage substations of Absheron, Agsu and Siyazan Regions. The Project was completed in 2001.
THE NATIONAL BANK OF AZERBAIJAN FOUNDS THE PROCESSING CENTER ON CARD PAYMENTS
BAKU.06.08.2003.MEDIA-PRESS: The National Bank of Azerbaijan (NBA) starts foundation of the Card Paynents Processing Center in the country within frameworks of the WB's project "Technical Assistance Rendering to the Financial Sector".
Being a constituent part of the counting-clearing system of small payments, this project is the next step in the development of payments system in Azerbaijan.
As Media-Press has been informed in the press-service of the NBA, in connection with the foundation of the Center, the relevant tender on purchasing the equipment and program supplying for issue and maintenance of the international and local plastic cards has been announced.
It was mentioned in the NBA also that the issue of these plastic cards will give a possibilities for operations in towns supplied by the modern TV communication set as well the regions without similar conditions. In its turn, this will provide carrying out small payments on the cashless base. Besides, it is planned to give pensions and allowances in the regions of the country as well as carry out public utilities fees by means of the Processing Center plastic cards.
Supposedly, a signing the contract on the foundation of the Card Payments Processing Center in accordance with the WB procedures should take place in 2004.
The Project "The Techical Assistance Rendering to the Financing Sector" was approved on June 6, 2001. The Project was designed for 5 years and will complete its operation on February 28, 2006. Its cost makes $5.4 MM, and $400 thou from them will be allotted by the Government of Azerbaijan.
The Project provides a development and restructuring of the bank infrastructure in Azerbaijan, the financing strategy development. Providing the consultative services and the WBA assistance in its further strategy development, regulation of the private bank sector management, rendering the consultative services to the United Universal Bank in making the accounting records in accordance with the international standards are the chief components of the project.
ON SEPTEMBER THE 9TH AZERBAIJAN INTERNATIONAL EXHIBITION "HEALTH" - BIHE-2003 WILL PASS IN BAKU
BAKU.06.08.2003.MEDIA-PRESS: On September the 9th Azerbaijan International Exhibition "Health"-2003 will be held in Baku. The British ITE Group PLC and its exclusive partner in the Transcaucasus Iteca Caspian Ltd. are the organizers of it. By preliminary information, it is expected that the companies for Azerbaijan, Georgia, Russia, Central Asian republics, Turkey, Iran, the West and East European countries will show their production on the exhibition. It is supposed that over 12 thou men will visit to the Exhibition.
The companies-participants will present their achievements and working-outs in the pharmaceutical field, medical and dental equipment, using the electronics and optics for treatment and diagnosis as well as cosmetic and hygienic means, food additions.
We should note that a volume of the pharmaceutical market of Azerbaijan makes about $120 MM, The production from the East Europe, USA, Russia, Turkey, Iran, India make the major part of it. During realization of the second privatization stage in Azerbaijan over 300 medical offices will be privatized and it will form medical equipment demands.
This year expenditures of the state budget of Azerbaijan for the health will make about $85 MM and over $45MM from them were allocated for purchasing a medical equipment.

THE PREMIER OF AZERBAIJAN WILL TEMPORARILY STOP HIS DUTIES IN CONNECTION WITH HIS PARTICIPATION IN THE PRESIDENT ELECTIONS
BAKU.06.08.2003.MEDIA-PRESS: The Premier of Azerbaijan Mr. Ilham Aliyev will stop temporarily execution of his duties in the next days in connection with his participation in the President elections, which will be held on October 15. The Secretary of the Central Election Committee Mr. Inglab Nasirov has informed about this.
By his words, in such way the Article No 69 of the Election Code of Azerbaijan, which tells that the candidates for a Head of the State registered in the CEC have not a right to engage an official post will be kept. Mr. I. Nasirov has reported that "during three days Mr. Ilham Aliyev will appeal to the CEC with the official message about stopping the execution of the Premier duties for a period of elections"..
Furthermore, Mr. I. Nasirov has emphasized that according to laws of the country Mr. I. Aliyev shall retire from the post of the Milly Mejlis Deputy (of the Parliament) as the Premier have not a right to be represented in the legislative organ.
Earlier, in the day of his appointment Mr. I. Aliyev had stopped his duties of the first Vice-President of the State Oil Company of Azerbaijan.
Meanwhile, new congratulatory telegrams from the Heads of states and governments, chiefs of the international organizations, business circles of the foreign countries continue are delivered to the name of new Premier.
The Chief of the PAEC Mr. Peter Shider, the President of Georgia Mr. Eduard Shevarnadze, the Prime Minister of Turkey Mr. Tayip Erdogan, the first Vice-President of Iran Mr. Mokhammad Reza Aref, the representatives of the business circles of Russia have congratulated Mr. I. Aliyev.
And the official representative of the State Department of the USA Philip Riker has declared that the US Department hopes to cooperate with the newly appointed Prime-Minister of the Azerbaijan Republic Mr. Ilham Aliyev.
In accordance with the official information of the State Department the United States are ready for multilateral cooperation with the Premier Mr. Ilham Aliyev including the American-Azerbaijan bilateral relations.
The USA State Department expressed a hope that Mr. Ilham Aliyev will apply all his efforts for continuation of the course of economic and democratic reforms in Azerbaijan as well as successful conducting the President Elections in autumn of this year.
THE SWITZERLAND COMPANIES VITOL S.A. AND TAURUS PETROLEUM HAVE PURCHASED THE AUGUST PARTY OF THE SOCAR OIL
BAKU.06.08.2003.MEDIA-PRESS: The Switzerland companies VITOL S.A. and Taurus Petroleum have become purchasers of August oil party of the State Oil Company of Azerbaijan exported by the route Baku - Novorossiysk.
As Media-Press has been informed in the Marketing and Economic Operations Management (MEOM) of the SOCAR, VITOL S.A. was recognized a winner of the first tender on purchasing August oil party in a volume of 80 thou tons. Its shipment from the Novorossiysk port is planned to August 10 - 11. The Company Taurus Petroleum has purchased the rest 140 thou tons of August party, which will be shipped from the Novorossiysk terminal on August 22 - 28.
We shall remind that on July VITOL S.A. also purchased 80 thou tons of the SOCAR oil. The shipment from the Novorossiysk port was made on July 29 - 30.
In the next months up to December monthly pumping of the oil by the "northern" route will make 220 thou tons of oil, and 140 thou tons on December. This is connected with that in this period problems for bad weather may emerge again in the Novorossiysk port. Besides, in winter it would be necessary to deliver larger volumes of oil to the Azerbaijan oil processing plants for mazut production.
In total, the SOCAR shall deliver 2.5 MM tons of oil by the route Baku - Novorossiysk in 2003. Since the beginning of the year 1.605 MM tons of oil have been pumped by "the northern route".
THE SWITZERLAND VITOL S.A. HAS BECOME A WINNER OF THE TENDER ON PURCHASING THE NEXT PARTY OF THE PROFITABLE OIL OF AZERBAIJAN WITHIN FRAMEWORKS OF THE PROJECT ACG
BAKU.06.08.2003.MEDIA-PRESS: The Switzerland company VITOL S.A. has become a winner of the tender on purchasing the next party of the Azerbaijan profitable oil, produced by the Azerbaijan International Operating Company AIOC from the oil field "Chiraq" (contract square "Azeri - Chiraq - Gunesli) within framewoks of the project "Early oil".
As Media-Press has been informed in the SOCAR, the shipment of given oil party Azeri Light in a volume of 1MM bbl from the Georgian port Supsa will be carried out on August 5 - 6. This is 28th party of the profitable oil of Azerbaijan.
By the data on the end of July, within frameworks of the project "Early oil" 184 oil carriers (23.3 MM tons ) including 27 ones (3.6 MM tons ) of the profitable Azerbaijan oil were shipped by partners of the AIOC from the port Supsa.
The tender on purchasing the profitable oil of Azerbaijan is held one time per two months. Afterwards, when an oil quota of the SOCAR in the project ACG will increase and the company will be able deliver a crude to the foreign oil processing plants, a conclusion of long term contracts with the foreign OPP would be possible.
SINCE THE BEGINNING OF THE YEAR THE SOCAR HAS DELIVERED 1.27 BN CUBIC METERS OF GAS TO THE "AZERIGAZ" SYSTEM.
BAKU.06.08.2003.MEDIA-PRESS: Since the beginning of the year the State Oil Company of Azerbaijan has delivered 2.496 bn cubic meters of the natural gas to the state. From this amount 1.27 bn cubic meters of gas were delivered to the JC "Azerigaz" system, and this is by 18.2% more than it was planned. The rest 1.225 bn cubic meters were transferred to the Azerbaijan gas processing plant (AzGPP). This is by 12.1% less than it had been planned.
On July "Azerigas" received 170.5 MM cubic meters, and this by 8.6% more than it was provided by plan. The AGPP received 188.6 MM cubic meters - it is by 7.5% less than it was planned.
For satisfaction of demands of the Republic in the natural gas up to 10 bn cubic meters of gas are necessary. From them 5 bn are for supplying of the demands of population and industrial enterprises and 5 bn cubic meters - for electric power stations. In the past year Azerbaijan purchased 4 bn of "the blue fuel" from the international companies group "Itera". In this year, in accordance with the agreement between the JC "Azerigas" and "Itera" the import will be increased by 1.5 bn cubic meters additionally. Today Azerbaijan produces totally about 5 bn cubic meters.
The import increase is necessary for supplying the regions of the country by the natural gas. Above 60 regions have been supplied by gas for the present. Gas is delivered in the first turn to these regions where the relevant infrastructure is available, that is distribution networks. In average about 70 MM cubic meters of gas are delivered monthly to all regions of the country.
RUSSIA PERFORMS AGAINST DIVIDING THE CASPIAN SEA IN NATIONAL SECTORS
BAKU.06.08.2003.MEDIA-PRESS: Russia offers to fom 15 miles coastal zone for the Caspian state jurisdiction enlarging, the special envoy of the RF President on the Caspian legal status adjustment, the Deputy Foreign Minister of the RF Mr. Victor Kalyuzni.
"Taking into account opinions of the partners within the Caspian five states, Russia is ready for yields in questions on enlarging the jurisdiction of the Caspian states in the coastal zones. It is offered to form 15 miles zone, within of which the Caspian states will carry out frontier, sanitary and other kinds of control and have exclusive rights on fishery", - Mr. V. Kalyuzni has declared on the scientific-practical conference, which passed in Astrakhan, where the Caspian status was considered.
He emphasize with this that "Russia strictly performs against dividing the Caspian Sea in the national sectors". "We offer following formula in determination of the Caspian status - dividing the bottom in bowels using purposes, and water is in common use", - Mr. V. Kalyuzni has said.
For solving the disputable problems, he went on, it is offered to organize the International Court of Arbitration, including well-known independent legal experts from the Caspian states.
A DEPENDENCE OF INCOMES OF THE RUSSIAN BUDGET FROM THE OIL PRICES HAS GROWN IN 5 TIMES IN COMPARISON WITH PERIOD BEFORE THE CRISIS, THE IMF CONSTANT REPRESENTATIVE IN RUSSIA REGARDS
BAKU. 06.08.2003.MEDIA-PRESS: The IMF constant representative in Russia Mr. Gukhun Kwon has published a report on influence prices for oil on the Russian budget.
By his estimate, after 1998 approximately 80 per cents of the budget income growth were provided by the oil field. This, as the expert confirms, disproves the widely distributed opinion as if successes of past years in Russia have occurred owing to tax reform, political stability and economic growth. He considers their role secondary. With this Mr. G. Kwon notes that his opinion may disagree with the official position of the IMF and there would be probably errors in his calculations, "Vedomosty" has informed.
To prove his innocence, the economist analyses a dynamics of the budget incomes in 11 countries petroleum exporters. The comparative analysis shows that the income dynamic of Russian in postcrisis period does not distinguishes from the other countries' exporting petroleum, where an average total of incomes had grown in relation to the GDP approximately by 30% in comparison with the average level of 1998.
Though the Russian economists do not fully share the point of view of Mr. G. Kwon, the Vice-Premier, the Minister of Finances of the RF Mr. Aleksey Kudrin also agreed that a dependence of Russia from prices for oil grew for the last several years. He noted that only in 2003 it was managed to achieve a level of real expenditures of population as in 1997. "After crisis of 1998 money had cost cheaper in 2 - 3 times and only now we managed to achieve a level of expenditures as in 1997", - Mr. A. Kudrin has informed.
THE RESTORATION OF THE IRAQI OIL INFRASTRUCTURE WILL COST $1.14 BN, MILITARY BUILDERS OF THE USA BELIEVE
BAKU.06.08.2003.MEDIA-PRESS: In accordance with plans of the US military engineers, no less than 9 months would be required for restoration of the oil industry of Iraq, and this will cost $1.14 bn.
The plan was published yesterday as a result of discussions which were held on July by officials of the Oil Ministry of Iraq, the US military engineers and representatives of the branch Halliburton - service company f Kellogg Brown&Root. With this the project authors let that terms of its development can be broken for often cases of sabotage and stealing the drilling equipment on the fields.
The restoration plan designed for execution by three stages offers contracts with a cost from $500 thou up to $500 MM. A start of applications - August 14. Winners of the competition should be determined in the end of October 2003, and the last object would be put into operation on March 31 2004. The Oil Ministry of Iraq has been obliged for inspections of carrying out the works, the American army will control the financing and Kellogg Brown & Root will monitor supplying, Dow Jones has informed.
