In this year, in accordance with agreement between the JC "Azerigaz" and "Itera" the import will be increased by $1.5 bn cubic meters else. The gas supplies to Azerbaijan are carried out by a price of $52 per 1000 cubic meters. The gas is transported by means of the system of the gas pipeline Shirvanovka - Gazi-Magomed. By forecasts, the gas production in Azerbaijan in this year will make 5.04 bn cubic meters, 890 MM of which will be produced by the Azerbaijan International Operating Company (AIOC) and 4.15 bn cubic meters by the SOCAR. However, construction of the new installation for gas drying will allow to save gas and transport it to the State Oil Company of Azerbaijan, which in its turn will deliver it to the consumers. The gas will be burned in flames only in cases of emergencies. The SOCAR plans also to construct a special gas reception installation and pipeline up to the Sangachal gas distribution point for the realization of this idea. Further this will allow to reduce a gas import.

TURKMENISTAN LOOKS FOR FOREIGN INVESTORS FOR THE DEVELOPMENT OF OIL AND GAS FIELDS

BAKU.11.08.2003.MEDIA-PRESS: Turkmenistan suggests to the foreign investors 32 oil and gas fields for their development with applying modern production technologies. These estimations do not account supplies of the unit 1 and field Cheleken. In the next future for creation of the supplementary oil export route from Turkmenistan Ashgabad plans to take part in the construction of the oil pipeline Kazakhstan - Turkmenistan - Iran. In the next time the oil export from Turkmenistan is carried out through the Caspian terminals Aladza and Ekerem. By data of "Ukratransneft" technically the oil pipeline is ready long since already for the operation however, just the process of filling 670 km of the pipeline Odessa-Brody demands means and time. Particularly, the pipeline is filled by the Russian technological oil from the Caspian Sea. In total, 600 thou tons of oil are required for this. As the Minister of Fuel and Energy of Ukraine Mr. Sergey Yermilov Kazakhstan constantly increase oil production volumes and in the next future the oil production in Kazakhstan may probably reach 150 MM tons per a year. During a drilling process for gas exploration on the field Ellida of the Norwegian Sea shelf, the Statoil unexpectedly has discovered an oil layer. In the press-center of Statoil declare that the second exploration well will be completed on Ellid in three weeks. Up to this moment it will be impossible to tell about availability of the industrial oil supplies. The first well has been drilled by a depth of 1200 m from the drilling ship West Navigator, which belongs to the Company Smedvig. Statoil shares 30% joint stocks in the development of the field, Shell - 20%, BP - 20%, and the State Norwegian Petoro - 20% and ConocoPhillips - 10%.

THE WOLD PRICES FOR OIL WILL REMAIN HIGH UP TO BEGINNING OF THE NEXT YEAR AT LEAST, THE WESTERN ANALYSTS REGARD

BAKU.11.08.2003.MEDIA-PRESS: The world prices for oil will remain high up to the next year at least. This is the opinion of the Western analysts, which was published by the OPEC Office. As the experts consider, a price for one barrel of the American oil of Mark "The West Texas intermediate" will keep up to the end of the year at a level $25 - 30 per a barrel. The price of the OPEC basket and the Russian oil compound of marks "Urals" and "Rebco" will be lower by 1 - 2 than the American one. By the opinion of the expert from the investment company "Investeck Securities", "at the present time the world energetic market have been balanced and for the present the Iraqi oil volumes delivered to the markets are insignificant enough for "making a weather" at these markets. By the opinion of the analysts, incapability of the US military administration to create conditions for rapid restoration of the oil industry of Iraq contributes to growth in prices for oil. One more factor, which destabilize prices: amplifying social intensity in the oil production sector of Venezuela and Nigeria. Two other long term factors affect on the growth in prices: expectation of the inflation growth in the USA and the signal from OPEC about a decision on reduction of production volumes, which probably would be accepted at the next session. As the Vice-President of bank "Credi Swii Asset Management" Mrl Bob Paker, the opinion of which was published in the OPEC report, believes the world economy only in insignificant degree depends on prices for oil within frameworks of the price corridor $20 - 30 per a barrel, however if the prices for oil "will jump out" from this corridor and approach to $33 - 35 per a barrel it would be necessary to be alarmed, as such scenario will seriously break the economic balance.
The General Secretary of the OPEC Mr. Alvaro Silva Kalderon supports to the similar opinion: he has declared that at the present time there is no necessity of taking decisions on changing the oil production and exportation.
By the words of Mr. A. Kalderon now prices for oil "went out slightly" from the pricing corridor, worked out by the Direction of the Oil Cartel (22 - 28 dollars per a barrel) and reached 28.88 dollars. However, as the General Secretary of the OPEC considers there is no point to change the oil quotas for regulating the prices as the growth in prices for the OPEC oil continues only four days. Mr. Kalderon has reminded that the OPEC has a right to increase a total volume of oil delivered to the energetic markets by a half a million barrels per a day if the price for it has went out of the maximum ranges of the corridor and is kept during 20 working days.
By opinion of the President of the OPEC, the Minister of the Power and Industry of Catar Mr. Abdalla ben Khamad al Atiya, at the next OPEC Conference in Vienna, which would be held on September 24 a decision on increasing the quotas by 800 thou barrels per a day probably will be taken, however this may be done not earlier than the OPEC forum will pass.
Moreover, Mr. A. Kalderon as well as Mr. Al-Atiyya have expressed their doubts that up to the end of the current year oil volumes delivered to the world markets from Iraq may reach 2 MM barrels. If Iraq does not reach planned 2 MM barrels per a day and this will not occur by opinion of the cartel management: then it there will be no point to change quotas of "the black gold".

In the first stage it is planned to put into operation two production lines with a capacity of 200 thou tons of sugar per a year. And with the next putting into operation of else two lines it will increase in two times. The construction works will be carried out within from one and a half a year up to two years. It is planned to purchase sugar beet from the local farmers. Credits for growing this technical culture were allocated to the farmers of the Sheky, Imishly Regions as well as the Nakhchivan Autonomous Republic; they are supplied also by the technologies and beet seeds. Contracts on purchasing their production will be concluded. Furthermore, purchasing beets in Iran and Turkey is planned. By information of the Minister of the Agriculture, demands of Azerbaijan in sugar make 200 thou tons per a year. For production of this amount of sugar 1.5 MM tons of the sugar beet are required. In the past year only 115 thou tons of the sugar beet was grown. However, Azerbaijan should not be able to produce 1.5 - 2 MM tons for a lack of planted areas. So for supplying the enterprise by the sugar beets a partial its import will be required.

A THREAT OF THE AMERICAN TRADE AND ECONOMICAL SANCTIONS HAS EMERGED TO TURKMENISTAN

Bosh has informed the Congress of the country about that Turkmenistan does not keep the international norms in the field of emigration freedom. Mr. J. With this "Turkmenistan is an exception", - the President has resumed. This Amendmet to the Law on Trade dated from 1974 provides a dependence of the development of the normal trade and economical relations between the USA and the Republics of the former USSR from their emigration policy.

MOSCOW WILL BE PARALYZED IF ILLEGAL WORKERS LEAVE IT

BAKU.11.08.2003.MEDIA-PRESS: In the beginning of August the mayor of Moscow Mr. Yuri Luzkov has signed the famous order "About Measures on Removal of Lacks in the Registration of Citizens on Residence Place", in which particularly employees of the housing organizations and so called "porch chiefs" are obliged to inform law-enforcement organs "about persons temporarily living in the house". This point, as Izvestia.Ru writes, just caused maximum passions intensity: really denunciation has become established within frameworks of the law, although for good purposes.
Moreover, the system of stimulating the denunciators is simple: the more discovered nonregistered persons, the more premy. As the Chief of Moscow Helsinki Group Mrs. Ludmila Alekseyeva, this order scarcely will be useful. "Any information made for authorities are estimated as denunciation or treachery in our country. So a respectable man will not cooperate with authorities". At the same there will not any surprise "if the order will be applied in damage for a neighbor, who loudly stamps or listens to music at the other side of a wall. And a house manager will watch for those who rent flats not for to cut over illegal business, but for a trick reception"
It is clear that the Moscow authorities preparing this document have pursued good goals. Illegal migration brings significant damage to the Russian interests, at least in economic and social spheres. In the last years a life level in Russia significantly has grown in comparison with the other CIS countries, and this has brought to the attraction growth. Furthermore, it is possible to not only earn more here. There are opportunities for illegal earnings. And this factor attracts many criminals here, who are investigated and searched in their motherland. In addition, illegal criminal organized groups by ethnical signs are created here.
The Embassies of the CIS in Moscow bring semiofficial data about their citizens in the RF (legal and illegal): the Ukrainian citizens: 5 MM, Azerbaijan - 600 thou, Armenia - 300 thou, Belarus, Georgia, Kazakhstan, Moldova - 200 thou of each state, Kirgizstan, Uzbekistan - by 150 thou, Tajikistan and Turkmenistan - by 80 thou. So by the information of law-enforcement organs, estimates of the number of citizens of Azerbaijan is close to the truth for Moscow, but not for Russia as a whole. The data on Belarus citizens are not correct too. Because Belarus is the satellite state and it would be not correct to include it in the list of foreign countries and a Russian employer should not pay out the tax for using the Belarus workers labour as for foreigners. Consequently up to 500 thou citizens of Belarus work now in Moscow and Moscow Region. Meanwhile Azerbaijanies engaged in a sale of fruits and vegetables make the major part of illegal dwellers - about 250 thou, as the Executive Chief of the Migration Department of the Ministry of Interior Mr. Vitaly Kramskoy considers, There are many citizens of Tajikistan (nonqualified workers) Moldavians, Armenians, Ukrainians. The Moscow newspaper "Stolichnay" has reported this.
This newspaper has conducted the interesting researches and in accordance with its results Moscow can be paralyzed if suddenly all illegal workers leave it. Moscow will remain without land transport as well as roads. Because the major part of drivers are from the close abroad. Also, though there are not official statistical data on the housing and other building, it is wellknown that illegal "hand" of the CIS operates here. By some estimations from 10 up to 20 thou Armenian builders work in Moscow and the Moscow region.
By opinion of the Chief of the Information-Analytic Center "Support of Russia" Mrs Dina Krilova, a presence of the foreign even illegal working force in Moscow is a colossal favor for the capital and its citizens. Intensively developing economies never avoided the immigrants. For example in the United Arabian Emirates for the last 14 years two richest cities have been built: Abu-Dab and Dubai by applying a labor of the citizens of India, Indonesia and Pakistan. Mrs. D. Krilova confirms that the inhabitants of Moscow should use their privileges and be glad that nobody make them to drive the bus or lay bitumen and teach their kids well".
THE INFORMATION: By the data of the International Labour Organization, there is from 36 up to 42 MM foreign employees-migrants in the world now and their number will make from 80 up to 97 MM together with members of their families. London has become the world migration center. A number of foreigner arrived to London has grown from 25 thou in the beginning of 1990 - s up to 125 thou in the past year. This is in two times more than the immigration level in New York. A part of immigrants at the present time makes 28 persons per a thousand dwellers in comparison with 12 in New York and 26 in Los Angeles in accordance with results of studies carried out by the American magazine "Economist". By this report, the foreigners inflow to the British capital promotes to the economical growths and does not cause serious collisions on national, race or religious grounds.
