THE INTERNATIONAL SEMINAR ON THE DISTANCE SOUNDING OF EARTH FOR THE ENVIRONMENTAL ASSESSMENT HAS BEEN OPENED IN BAKU
BAKU.03.11.2003.MEDIA-PRESS: Today in Baku the international seminar on the distance sounding of the Earth for the environmental assessment has been opened in Baku. It was conducted by the Ministry of Ecology and Natural Resources of Azerbaijan within frameworks of the Program of the European Union TACIS and under the assistance of the working groups of the UN and European Economical Commission.
Experts from Russia, Belarus, Kazakhstan, Kirgizstan, Turkmenistan, Uzbekistan, Tajikistan, Georgia and Moldova, officials of the international organizations such as the UN' Environmental Protection Program, the Regional Ecological Center for the countries of the Central and Eastern Asia, the European Environmental Protection Agency of the European Economic Commission of the UNO, which have developed the joint project of sounding the Earth with purposes of the environmental protection assessment.
Role of the national institutions in realization of this project, the realization terms and financial issues will be discussed at the seminar. The chief attention was paid to the problems of the anthropogenic environmental impacts, regional problems related to the water resources (coastal waters, monitoring lakes and seas, desertification) and the problems associated with using the soil cover and degradation of soils at a global level.
ROMANIA APPOINTS THE NEW AMBASSADOR IN AZERBAIJAN
BAKU.03.11.2003.MEDIA-PRESS: In the end of December the new Extraordinary and Plenipotentiary Ambassador of Romania in Azerbaijan Mr. Nikolae Dasklu will start his work in Baku. The present Ambassador of Romania Mr. Tasin Jamil has informed journalists about this.
Before the appointment Mr. Nikolae Dasklu worked in the Ambassy of Romania in Turkey as the Temporary Charge d'Affaires.
Mr. T. Jamil who worked in Azerbaijan for five years will be appointed most likely the Ambassador of Romania in one of the regional countries.
THE GOLD MANAT WITH THE EXPRESSION OF TURKMENBASHI HAS BEEN ISSUED IN TURKMENISTAN
BAKU.03.11.2003.MEDIA-PRESS: The Central Bank of Turkmenistan has issued memorial coin made from gold and silver in honour of 10 year Anniversary of the national currency introduction in Turkmenistan.
The State Arms of Turkmenistan framed by octagon has been imprinted onto the obverse of the coin, the just center of it. The sign and expression of the President of Turkmenistan Mr. Saparmurat Niyazov "Authority and Dignity of the Turkmenistan People should be always at high level" framed as well by octagon has been imprinted onto the reverse of the coin.
The nominal cost of this new coin makes 1000 manats and it has been made of silver of the 925 carats and gold of the 916.7 carats.
The coin's size and weight significantly exceed all collection coins issued earlier. It weighs 70 gr. and has a diameter of 60 mm. The issue number makes traditionally 1000 samples.
MR. JORGE BUSH: THE USA WILL SUPPORT ECONOMICAL AND POLITICAL REFORMS IN AZERBAIJAN
BAKU.03.11.2003.MEDIA-PRESS: The USA will continue its efforts on support of the democratic and economical reforms in Azerbaijan. This is told into the letter of the USA President Mr. Jorge Bush addressed to the President of Azerbaijan Mr. Ilham Aliyev.
As "Interfax" has been informed in the Administration of the President of Azerbaijan, it is noted in the letter: "In the period of your entering into the post of the President of Azerbaijan I confirm again the faithfulness of the USA to principles of the further development of the strategic partnership with the democratic and stable and sovereign Azerbaijan. The USA are proud by firm friendship with Azerbaijan".
In his letter Mr. J. Bush expressed his trouble for incidents emerged after the elections in Azerbaijan. "We have been worried by violence of the opposition and authorities including arrests, which started after these incidents. I hope that your categorical steps on solving this problem will be realized at providing the laws authority and your country will continue its way on democracy, political pluralism and human rights keeping. The firm and multilateral cooperation with Azerbaijan based on the democratic principles is our goal", - the letter of the US President tells.
THE PARLIAMENT ASSEMBLY OF THE EUROPEAN COUNCIL WILL DISCUSS THE PRESIDENT ELECTIONS IN AZERBAIJAN
BAKU.03.11.2003.MEDIA-PRESS: The results of the President Elections in Azerbaijan will be discussed on one of the next forums of the Parliament Assembly of the European Council (PAEC), the Chairman of the International Relations Commission of Milly Mejlis Mr. Samed Ceyidov, who will the head of the Azerbaijan delegatio at the meeting in Paris has informed the agency "Interfax-Azerbaijan".
By his words, "at the meeting of the monitoring Committee of the PAEC on November 4 and then two days later - at the sitting of the Bureau of the organization in Paris the preliminary report of the PACE on the President Elections in Azerbaijan will be discussed".
"We are ready to make our own information about the President Elections available and naturally that the deputies of the EC will speak from our positions. However, I hope that the common tendency will be positive", - Mr. S. Seyidov has noted and added that the final report of the PAEC on the President Elections in Azerbaijan will be approved on the winter session of the organization on January, 2004.
THE INTERNATIONAL DEVELOPMENT DEPARTMENT OF THE GREAT BRITAIN HAS EXPRESSED SURENESS IN THE PROFITABILITY OF THE OIL PIPELINE BAKU - TBILISI - CEYHAN FOR AZERBAIJAN
BAKU.03.11.2003.MEDIA-PRESS: The Department of the International Development of the Great Britain has expressed sureness in the profitability of the oil pipeline Baku - Tbilisi - Ceyhan for Azerbaijan, the Central Asian New Agency informs.
In answer to inquiry of "The International Amnesty" and other lawyer organizations demanding stopping financing this negative by their opinion project, the Department has showed that rights of the Azerbaijan population will be taken into account in the construction of the oil pipeline.
Being a shareholder of the IFC and ERDB, the Great Britain supports intension of these two institutes of financing the laying the oil pipeline, which will bring profits to Azerbaijan as well as the other countries sharing the project - Turkey and Georgia.
"AZERENERGY" COMPLETES THE CONSTRUCTION OF 6TH ABSHERON PTL
BAKU.03.11.2003.MEDIA-PRESS: The specialists of the Baku high voltage network complete the construction works at 6th Absheron PTL-220 kV, which will connect the system substations "Absheron-500 kV" and "Mushvig-220 kV".
As Media-Press has been informed in the JC "Azerenergy", now a preparation for connection of the PTL to the substations and its putting into operation is conducted. Putting the 6th Absheron PTL into operation will promote to the reliable and high quality providing of Baku by the electric energy.
RAILWAY TRANSPORTATION VOLUMES OF OIL AND OIL PRODUCTS HAVE INCREASED BY 1 MM TONS IN THIS YEAR
BAKU.03.11.2003.MEDIA-PRESS: The railway transportation volumes of oil and oil products increased by 1 MM tons in Azerbaijan this year. Totally it is planned to transport 13.5 MM tons of oil and oil products by the Azerbaijan Railway.
As the Deputy Chief of the Azerbaijan Railway Mr. Musa Panakhov has informed, in 2004 the growth tendency of oil and oil products transportations will be saved and by the preliminary calculations will also make about 1MM tons.
Mr.M. Panakhov has noted especially the fact of the works normalization on unloading the oil tanks in the Georgian ports. Earlier the Azerbaijan tanks stood idle at the Georgian oil terminals for unloading. And this inhibited unloading of the Caspian oil by the Azerbaijan Railway. Now, by the words of M. Panakhov in account of the extension of the Batum terminal and construction of the Poti one this problem has been solved and the tanks timely return to Azerbaijan.
Up to 500 tanks loaded with oil and oil products are delivered to Georgia from Azerbaijan. The park of the tanks on the ARW allows annual transportation of 16 - 18 tons of this production.
Mr. M. Panakhov has noted as the positive fact the adjustment ot the production of the tanks in Georgia and emphasized that they should correspond to the international standards and norms of safety as the loads transported by the tanks are exposable. "Now as the oil transportation increases a deficiency of tanks is registered, and prices for them grew in our country as well as in other countries. So there is demand in them, however there is as well a necessity of work at the relevant issues. It is possible operate a lot of tanks for transportation, however if there is not the relevant infrastructure, capacities of railways, terminals are not increased, time of shipment and unloading is not reduced, we will not the expected effect", - the Deputy Chief of the Azerbaijan Railway has noted.
"AZAL" TRANSFERRED 18 MM EVRO TO THE COMPANY "EUROCOPTER" IN PAYMENT FOR 6 HELICOPTERS
BAKU.03.11.2003.MEDIA-PRESS: The State Concern "The Azerbaijan Airlines" (AZAL) has transferred 18 MM Evro to the French Company "Eurocopter" as advance payment for delivery of 6 new modern helicopters, the President of the "AZAL" Mr. Jahangir Askerov has informed.
The total cost of the contract makes 52 MM Evro. Already on August 2004 the first helicopter will be delivered in Azerbaijan. All new machines will be based in the Zabrat Airport.
Mr. J. Askrov has reminded that the contract with the Eurocopter has been concluded for delivery of two helicopters Super Puma accounted for 20 men and four ones of the mark "Delfin" (12 places).
The rotary-wing machines will operate in the oil sector - they will deliver the oil workers to the objects, monitor the working process on the fields, as well the situation on the pipeline routes.
The State Oil Company of Azerbaijan (SOCAR) will allocate means for purchasing the helicopters. "Azal" will redeem its dept to the SOCAR by executing orders of the oil workers. At the present time the helicopter drivers execute such orders by a total of approximately of half a million dollars per a month.
IN 2004 ABOVE 48 BN MANATS ($9.7 MM) WILL BE ALLOCATED FROM THE STATE BUDGET OF AZERBAIJAN FOR REDEEMING THE DEBTS AND PAYING OUT THE MEMBERSHIP DUTIES IN THE INTERNATIONAL ORGANIZATIONS
BAKU.03.11.2003.MEDIA-PRESS: In 2004 above 48 bn manats ($9.7MM) will be allocated for redeeming the external debt and the international organizations membership duties payments from the state budget of Azerbaijan.
Within frameworks of redeeming the credits of the Asian Development Bank $1.7 MM will be allocated, $1.49 MM will be allocated to the Black Sea Trade and Development Bank, $899.49 thou will be allocated to the European Reconstruction and Development Bank, $550 thou - to the Islamic Development Bank, the World Bank - $250 thou and $150 thou - for the International Currency Bank.
As to duties for participation in the international organizations, in 2004 $580 thou will be paid out to the European Council, $440 thou to the UNESCO, $344 thou to CIS, $250 thou to the UNIDO, $200 thou to the OSCE, the BSEC - $89 thou, the UN - $83 thou, the World Tourist Organization - $24 thou, the IAEA - $12 thou.
THE OFFICIALS OF THE CASPIAN STATES WILL SIGN "THE CONVENTION ON THE CASPIAN ENVIRONMENT PROTECTION" IN TEHRAN
BAKU.03.11.2003.MEDIA-PRESS: Today in Tehran the two-days conference of the plenipotentiary officials of the Caspian states was opened. The signing of the framework "Convention on the Caspian Environment Protection" should be result of this meeting.
The Vice-President of Iran Mr. Masume Ebtekar considers that "The realization of this first Caspian legal document at the assistance of the UNO, especially the ecological program UNEP, will help to save the environment of this unique water reservoir and prevent its further contamination", - the Vice-President of Iran Mr Masume Ebtekar considers.
By his words, "unfavorable ecological situation has been formed in the Caspian Sea and the cooperation of the littoral states should promote to going out of this situation.
The official of the UNEP Mr. Shefkat Kakahel as well thinks that the signing of the "Convention of the Caspian Environment Protection" would be necessary.
The Convention provides the cooperation of the Caspian states in the ecological protection and biological resources of the Caspian Sea and the relevant measures in this trend, which should be taken. However, the document will express only common ecological principles (but the Convention is the framework document), and "fishery and other concrete issues", by the words of the Deputy Foreign Minister of the Republic Mr. Khalaf Khalafov will be discussed at the next meetings of the experts".
Five experts from the Ministries of the Ministries of the Foreign Affairs and Ecology and the Natural Resources will represent the Azerbaijan delegation. And the Minister of Ecology Mr. Guseyn Bagirov will lead it.
