AZERBAIJAN PLANS TO JOIN TO THE AGREEMENT ON THE INTERNATIONAL TRANSPORT CORRIDOR "NORTH - SOUTH"

BAKU.06.10.2003.MEDIA-PRESS: Azerbaijan plans to join to the Agreement on the international transport corridor "North - South".
As the Deputy of the Minister of Transport of Russia Mr. Chingiz Izmaylov has informed journalists, the countries signed the agreement consider the official appeal of Azerbaijan related to its intension of joining to the document. At the present time Russia, Iran, India, Belarus, Kazakhstan and Kirgizstan are the members of the agreement on the international transport corridor "North - South".
"Joining of Azerbaijan to the international transport corridor is the natural problem as it is situated on the Caspian shore", - Mr. Ch. Izmaylov has noted. By his words, the Russian side particularly has already accepted the joining of Azerbaijan to a number of the agreement members.
The Deputy Minister of Transport of the RF has added that also Tajikistan, Oman and Armenia have sent applications on intension of joining to the agreement on the transport corridor "North - South".


IN BAKUTHE SECRETARIES OF THE SECURITY COUNCILS OF AZERBAIJAN AND RUSSIA WILL DISCUSS PROBLEMS OF COOPERATION IN THE FIGHTING AGAINST THE INTERNATIONAL TERRORISM

BAKU.06.10.2003.MEDIA-PRESS: The problems of cooperation of Azerbaijan and Russia in the struggle against the international terrorism will be discussed during the visit of the Secretary of the Security Council of the RF Mr. Vladimir Rushaylo to Baku on October 7 - 9. The Agency "Interfax-Azerbaijan" has received this information in the press-service of the Russian Ambassy in Baku.
The Secretaries of the Security Counsils of both the countries mr. Ramiz Mekhtiev and V. Rushaylo will discuss also the problems of the interstate cooperation in the security field.
During the visit to Azerbaijan Mr. V. Rushaylo also will meet with the Premier Ilham Aliyev and leaders of all force ministries of the Republic.


TURKEY AND THE USA ACHIEVED AN AGREEMENT ON FIGHTING AGAINST THE IRAQI KURDS

BAKU.06.10.2003.MEDIA-PRESS: The delegation of the MFA of Turkey and the State Department of the USA agreed the plan on the removal of the armed groups of the Working Party of Kurdistan (PKK - KADEK), which at the present time are located in the Northern Iraq. The MFA of Turkey has declared this.
It is noted in the statement that the sides affirmed again the common point of view that "the liquidation of the PKK - KADEK is necessary for providing safety and stability in Iraq".
In the end of last week the second round of negotiations on this problem passed in the Turkish capital, and officials of the Foreign institutions of Turkey and the USA took part in them. The Turkish side insists on the execution of promises given by Washington for liquidation of the armed groups of the Kurdish separatists and their bases in the neighbor country.
The representatives of the Turkish Government repeatedly declared that execution of promises given earlier by Washington will significantly simplify approval of the law project on sending the Turkish servicemen to the peacemaking contingent in the Parliament of the country.


FORWARD OR BACK? IN THE END OF NOVEMBER - BEGINNING OF DECEMBER UKRAINE WILL TAKE DECISION ON DETERMINATION OF THE OIL PUMPING DIRECTION

BAKU.06.10.2003.MEDIA-PRESS: In the end of the past week the Ukrainian company "Ukrtransneft" accepted the offer of the Russian-British TNK-BP (the Tyumen Oil Company) on filling the oil pipeline "Odessa-Brodi" by the Russian technological oil. Really the point is that the filling of only one piece of the pipeline by the technological oil - Avgustovka - Brody. As RIA "Novosty" has been informed in "Ukrtransneft", the observer council of the company supported this decision after consideration of answers given by a number of companies.
Literally two days before the President of the company "TOC-Ukraine" Mr. Alexander Gorodetskiy warned simply that the TNK-BP is able to take back its offer on deliveries of 450 thou tons of the technological oil in conditions of three year credit for filling the Ukrainian oil pipeline "Odessa-Brody" if "Ukrtransneft" will not accept the final decision up to October 8.
We shall remind that in the beginning of September "Ukrtransneft" appealed to the state organs and companies of Azerbaijan, Kazakhstan, Russia and Uzbekistan with offer to take part in the filling up the oil pipeline "Odessa-Brody" by the technological oil. The point is delivering 380 - 420 thou tons of oil to prevent the pipeline corrosion in the autumn - winter period. They noted in the press-service of "Ukrtransneft" that filling the oil pipeline by the technological oil will allow to begin immediately its operation "after the Government will determine oil transportation direction by this oil pipeline".
There was an appeal to the state institutions and companies on providing information on possibility and direction of using the gas pipeline in a case of its filling up by the technological oil in this letter and determining the oil mark as well. The Ukrainian side expressed its intension on purchasing the technological oil in conditions of three-year delay and the first payment in a year after the crude oil delivery.
Commenting this document, the Chief of the Administration of the Special Envoy of Ukraine on questions of the EuroAsian oil transport corridor Mr. Mikhail Gonchar has declared that the corrosion does not threat to the oil pipeline "Odessa - Brody" as its has been filled up by the conservant". By his words, no more than 500 thou tons of "light" Caspian oil would be necessary for filling up the pipeline. This oil volume, by the words of Mr. Gonchar will be deliveried to Odessa by the large companies, operating in the Caspian region in accordance with achieved earlier agreements. So there is not a need of appeal to Azerbaijan, Kazakhstan, Russia and Uzbekistan with a request of ensuring the oil deliveries, he has said and noted that similar statements are and effort of "pulling an idea of reverse operation of the oil pipeline through the back way".
The Ambassadors of the USA and Germany in Ukraine Mr. Karlos Paskual and Ditmar Shtyudemann also opposed to the using the pipeline as the acceptance of the Russian offer by Ukraine will mean a refusal of oil transportation in the European direction.
Nevertheless, we see that "Ukrtransneft" accepted the offer of the TNK-BP. There is hidden intrigue in the formed situation. The point is that the determination of the oil pumping direction either from Odessa to Brody or back will depend on the decision of the question, who will fill up the piece Avgustovka - Brody of the pipeline. And the mentioned intrigue lies in that the offer of the TNK-BP supposes the renting the piece of the oil pipeline by the company for a term of 20 years and, by confirmation of the newspaper "Commersant" and bases on that the major part of the pipeline will not operate.
For the present the Administration of Ukraine thinks about. As the first Deputy Minister of Foreign Affairs of Ukraine on the European Integration Issues Mr. Alexander Chaliy has informed that the Government will determine the pipeline "Odessa - Brody" operation direction in the end of November - beginning of December of 2003. The tender on selection of the company-estimator of the reverse using the oil pipeline "Odessa - Brodi" will be completed on October 13, 2003.
The decisions on oil pumping directions by the oil pipeline "Odessa - Brody" should be economically grounded, the President of Ukraine Mr. Leonid Kuchma has declared at the press-conference in Kiev.
"The Government of Ukraine should to take an economical decision in the first turn, but not the political one", - Mr. Kuchma has emphasized. He has noted that he will not support any oil pumping direction, however he calls to "money counting".
Analyzing the using of the oil pipeline "Odessa-Brody" for the Caspian deliveries from the terminal in Odessa up to the frontier with Poland, Mr. L. Kuchma appealed to the Government: "Has any company operating in the Central Asia or the Caspian shelf expressed its intension on oil deliveries? And where is the purchaser of this oil in Europe?" "And who will guarantee the filling up of this pipeline by $100 MM?", - the President of Ukraine has supplemented.
Mr. L. Kuchma should be able to ask else one question, however, rather rthetorical one - "What did think at all those about, who promoted then the idea of this pipeline construction?" But the formed situation is the economical nonsense. The pipeline, construction of which has cost hundreds million dollars, has not operated since 2001 by cause, which is not even banal - its creators did not take some trouble not only for pumping by the pipeline, but finding out crude oil for the technological filling up the pipe. For the last years there were a lot of declarations made by the Ukrainian officials on that the Caspian oil will be transported by the pipeline "Odessa - Brody" to Europe. The officials from Baku and Astana answered them at approximate frequency: "Dear gentlemen, we have no spare oil. Let's five - ten yeas will pass, and then we will consider this problem; however now, don't make answer".
However, several days ago, the Management of "Ukrtransneft" received the letter from the Kazakhstan National Oil and Gas company "Kazamunaygaz", which reported that "Kazmunaygaz" jointly with the other interested producing companies of Kazakhstan "is ready for consideration of the putting into operation of the pipeline in direction Odessa - Brody for transportation of the qualitative Kazakh oil to the markets of Ukraine and Europe.
Now there is the time to remember the goals of laying the oil route Odessa - Brody. Ukraine completed the construction of the pipeline with a length 674 km and capacity 9 - 14.5 MM tons per a year in 2001. It is expected that its capacity will be increased up to 40 - 45 MM per a year. Initially the pipeline was oriented for oil deliveries to Europe from the Caspian region. For this the crude oil should be pumped by the pipeline of the Caspian Pipeline Consortium (CPC) from the Kazakhstan field Tengiz up to Novorossiysk or the pipeline Baku - Supsa and further the tankers will deliver it by the Black Sea to the built already terminal in Odessa. It is planned that in 2005 Poland will start the construction of the pipeline up to Plotsk. From there the oil will be delivered to the terminal in Gdansk, where the pipeline has been constructed already or transported to Europe by already existing oil pipelines. The cost of the construction of the Polish branch by capacity of 44 - 45 MM tons will make $464.4 MM. However, its construction may start, we will repeat: only start, not earlier than in 2005. That means, else several years will pass up to the completion of its construction.
The idea of using Odessa - Brody pipeline in the reverse version has appeared on these grounds, i.e. that means oil pumping in the direction opposite to the planned one - from the main oil pipeline "Drujba" up to the terminal in Odessa and the next transportation by tankers up to the point of destination. A number of the Russian companies are interested in this, particularly the Russian-British Company TNK.
At the same time Ukraine considers several projects of the contracts on transit of 9 MM tons of the Caspian Oil per a year, the President of the State Company "Ukrtransneft" Mr. Alexander Todiychuk has informed. By his words, officials of eight companies in Ukraine, Czech Republic and Poland already has expressed their interests in the purchasing oil in volumes of 5 - 6 MM tons. However, the contracts have not signed already, Mr. Todiychuk has determined.
We shall supplement ourselves - as well the contracts on purchasing the Caspian oil for the non-operating pipeline.


GAS, WHICH WILL BE EXPORTED TO TURKEY FROM AZERBAIJAN WILL COST $70 - 120 PER A THOUSAND CUBIC METERS

BAKU.06.10.2003.MEDIA-PRESS: The price for the Azerbaijan gas, which will be exported since September 2006 by a schedule would be regulated in dependence of world prices for oil, the President of the State Oil Company of Azerbaijan Mr. Natig Aliyev has informed the journalists.
"The price for gas will be determined by the special formula, which takes into account the world prices for crude oil and mazut, however, the price for gas should not be able lower than $70 for a thousand cubic meters and higher $120 for 1 thou cubic meters", - he has emphasized.
Mr. N. Aliev also has said that the changes of the world of the price oil for oil do not affect on the profits of the SOCAR at the present time and do not create problems for the state budget.
"For the present Azerbaijan does not produce so much oil and so it does not undergo very large losses when prices for oil fall. The SOCAR is not able to affect on this process and accepts it as the reality, though there are minimum losses still", - the President of the SOCAR has said.
"At the last time we started to insure ourselves from different crisis situations, i.e. at increasing the prices for oil, we transfer the agreed total, which is accumulated in the special account in the Ministry of Finance", - Mr. N. Aliev has noted. The accumulations will assist to the SOCAR in compensation of debts to the budget, if they appear, he has explained.
By the information of the Ministry of Finance of Azerbaijan, at the present time 74 bn manats have been accumulated in the special stabilizing fund.
The Agreement on the exportation of the Azerbaijan gas, which will be produced within the frameworks of the Project "Shakh-Deniz" to Turkey was signed on March 12, 2001 in Ankara; it provides deliveries of 89.2 bn cubic meters of gas during 15 years to Turkey. The first gas delivery is expected by 2006.
The supplies of the field "Shakh-Deniz", which are produced make 625 bn cubic meters of gas and 101 MM tons of condensate. The approximate gas supplies in the field make 1 trln. cubic meters, and gas condensate supplies make about 400 MM tons.
The following companies are the shareholders of the project "Shakh-Deniz": BP - 25.5%, Statoil - 25.5%, LUKAgip (Russia/Italy) - 10%, %, TotalFinalElf (France) - 10%, the SOCAR - 10%, OEIC (Iran) and TRAO (Turkey) - 9%.


THE PRESIDENT OF THE STATE OIL COMPANY OF AZERBAIJAN: BY PREDICTED SUPPLIES "ZAFAR-MASHAL" DOES NOT YIELD TO "SHAKH-DENIZ"

BAKU.06.10.2003.MEDIA-PRESS: "The field "Zafar-Mashal" in the Azerbaijan sector of the Caspian Sea is very perspective structure and we hope very much for its development", - the President of the State Oil Company of Azerbaijan (SOCAR) Mr. Natig Aliyev has declared. He has emphasized that by estimates of the experts, this field is analogous to the field "Shakh-Deniz" and contains more 1 trln. Cubic meters of gas and above 140 MM tons of oil.
As Mr. N. Aliyev has emphasized, Zafar-Mashal is the deep-water structure and so the first exploring well should be drilled on the sea area, where the water thickness makes 620 m. The sinking will start in the next days from the shipboard of the SSDR "Lider" put recently into operation and designed for operations at large depths of the sea. The project depth of the well makes 6800 m.
The perspective structure "Zafar-Mashal" with a square 643 km is situated in 130 km to the South-East from Baku. The operator of the project - the American company Exxon Azerbaijan Operating Company LLC (EAOC). The agreement on exploration, development and sharing distribution of the profits was signed on April 27 1999 and ratified by the Parliament of Azerbaijan on May 8, 2000. The sharing in the contract is distributed by the next way: the SOCAR - 50%, ExxonMobil - 30%. ConocoPhillips - 20%.


NATIG ALIYEV: THE NEGOTIATIONS ON THE DESTINY OF THE PROJECT OF THE STRUCTURES "YANAN TAVA - ATESHGYAKH - MUGAN - DENIZ" ARE FRUITLESS FOR THE PRESENT

BAKU.06.10.2003.MEDIA-PRESS: The negotiations on the further destiny of the perspective structures unit "Yanan Tava - Ateshgyakh - Mugan Deniz" in the Azerbaijan sector of the Caspian Sea are fruitless for the present, the President of the State Oil Company of Azerbaijan (SOCAR) Mr. Natig Aliyev has declared. He commented the situation formed in the project of developing these structures by the Consortium of the Japanese companies JAOC (Japan - Azerbaijan Operating Company) in such way.
"I don't know what will the negotiations result in, however the process is in the progress. For the present we have not solved all issues finally", - the Agency "Interfax-Azerbaijan" quotes the words of the Chief of the SOCAR.
By the words of Mr. N. Aliyev, the first exploring well on the structure "Yanan Tava", which was not completed by the Japanese Consortium up to the project depth for abnormal high pressure as well has been include in the matter of the negotiations.
In accordance with the contract obligations, JAOC should drill two exploring wells (the second well drilled in the structure "Ateshgyakh" has reached the project depth of 5.5 thou m). In connection with this, the consortium considers that it has executed its duties, meanwhile the officials of the SOCAR think in another way. The State Oil Company does not account the first well to the active of the Japanese consortium as it was not drilled up to the project depth.
The issue should be solved completely up to the end of October, as on October 21 the term for the exploring drilling registered in the contract will expire. The delegation of the Japanese companies joined in the consortium will arrive in Azerbaijan with this aim.
The perspective structures "Yanan Tava - Ateshgyakh - Mugan Deniz" are located in the coastal zone of the southern-western part of the Azerbaijan sector of the Caspian Sea. The total area of the unit is about 500 sq.km. The depth of the sea - 50 - 100 meters. Investments to the project should make $2.3 bn, the supposed hydrocarbonates mades 80 MM tons.


THE COMPRESSOR STATION AND THE GAS PIPELINE GARADAG - SREPS "SEVERNAY"

BAKU.06.10.2003.MEDIA-PRESS: Today the official opening of the gas compressor station (GCS) "Garadag" and 90 km gas pipeline Garadag - Digyakh - SREPS "Severnaya" has been hold in Baku. This objects will supply the SREPS "Severnay" by the fuel; the station was built in summer 2002.
The Japanese Consortium Mitsui/Toyo Engineering is the general contractor of the project. The contract with the JC "Azerigaz" was concluded in the end of 2002, and the GCS and gas pipeline will be transferred to its managing.
The general consultant of the project is the American Company Burns & Roe Enterprises Inc., the subcontractors - the French Sofregaz (in the part of the construction of the station) and Japanese Tokyo Gas (the construction of the gas pipeline).
The projects of the construction of the SREPS "Severnaya", the compressor station and gas pipeline were realized in account of credits of the Japanese Bank of the International Cooperation (Japan Bank for the International Cooperation, JBIC) by a total of $330 MM (approximately 39 bn yen) and $100 MM were allocated in the transport infrastructure.


SINCE THE BEGINNING OF THE YEAR THE SOCAR HAS DELIVERED 1.618 BN CUBIC METERS TO THE SYSTEM OF "AZERIGAZ"

BAKU.06. 10. 2003.MEDIA-PRESS: Since the beginning of the year the State Oil Company of Azerbaijan has delivered to 2.202 bn cubic meters of the natural gas to the state. 1.618 bn cubic meters of gas were delivered to the system of the JC "Azerigaz" and this by 16.9% more than it was planned. The rest 1.583 bn cubic meters were transferred to the Azerbaijan gas processing plant (AGPP). This is by 11.8% lower than it was planned.
On September, "Azerigaz" has received 173.8 MM cubic meters or by 14.3% more than it was planned; the AGPP - 174.5 MM cubic meters, less than it was planned by 11,5%.
For satisfaction of the country's gas demands up to 10 bn cubic meters would be required. 5 bn of them will be required for ensuring demands of people and industrial enterprises and 5 bn cubic meters - for the electric power stations of the country. In 2002 and 2003 Azerbaijan has purchased by 4 bn cubic meters of the blue fuel from the international group of companies "Itera". Besides, the agreement between the JC "Azerigaz" and "Itera" was concluded this year on the matter of supplement purchasing 1.5 bn cubic meters of gas by Azerbaijan, however this agreement is not realized for the present. By the words of the Minister of Fuel and Energy of Azerbaijan Mr. Mejid Kerimov, for the present the country has not free money funds and so the supplementary purchase is not carried out. The gas supplies should be carried out by price of $52 for 1000 cubic meters. The Azerbaijan side should redeem 50% of the cost by equipment and 50% - by money.
In accordance with the forecasts, the gas production in Azerbaijan will make 5.04 bn cubic meters and the Azerbaijan International Operating Company receiving gas within frameworks of the project of the development of the fields "Azeri - Chiraq - Guneshli" will deliver 890 MM cubic meters of this volume free of charge.


TURKEY STILL OFFERS PAYMENTS BY GOODS OR SERVICES FOR IMPORTED RUSSIAN GAS

BAKU.06.10.2003.MEDIA-PRESS: Turkey continues to insist on a possibility of partial payments for the Russian gas supplies by goods and services. "We discuss the conditions of "Off Set" providing deliveries of goods or services for gas. For the present there is not and agreement on this issue. We, as the state officials will discuss this", - is told in answer of the Minister of the Energy and Natural Resources of Turkey Mr. Khilmy Guler to journalists.
Mr.Kh. Guler has emphasized, that there are four prices for the Russian gas received by Turkey. "And we want the same common price. We have made our offers on the "Blue Stream" and they are under consideration now, - he has said - We insist on the conditions of the "TuRusGaz", fixing the gas volumes on conditions of "take or pay", - the Minister has noted.
The officials in "Gazprom" did not determined the conditions of gas deliveries through the company "TuRusGAz" for the Agency of Gas Information.
By the words of Mr. Khulmi Guler, the officials of Turkey plan to meet as well with the Ambassador of the RF in Ankara. "We are in well relations with the Russians and think about realization of the joint projects", - Mr. K. Guler has said, and emphasized that "the state interests are the most preferable, so reduction of the self-cost of the production of our industrial producers and exporters seems to be important", - the Minister has declared.
"The Blue Stream" is the main gas pipeline, designed for direct Russian gas deliveries to Turkey by the bottom of the Black Sea. At the first time in the world practice the gas pipeline was laid a depth of up to 2150 meters in conditions of the aggressive hydrosulphide medium. The total length of the onshore and offshore pieces of the gas pipeline makes 1213 km. On December 15, 1997 Turkey and Russia signed the interstate agreement. Within the frameworks of this agreement "Gazprom" concluded the commercial contract with the Turkish company BOTAS on deliveries of 365 bn cubic meters of gas to Turkey by the gas pipeline "The Blue Stream" during 25 years.
Hereto the schedule of natural gas deliveries by the pipeline "Blue Stream" provided by the Contract from 2004 up to 2010: 2004 - 4bn cub.m, 2005 - 6bn cub.m. 2006 - 8bn cub m, 2005 - 10bn cub m, 2008 - 12 cub m, 2009 - 14bm cub m and 2010 - 16 bn cub m.


THE PREDICTION ON THE STATE BUDGET INCOMES FOR NINE MONTHS WAS EXECUTED BY 103% IN AZERBAIJAN

BAKU.06.10.2003.MEDIA-PRESS: For January - September 2003 the forecast on incomes of the state budget of Azerbaijan has been executed by 103%. This is by 37.4% higher than in the analogous period of 2002.
The Ministry of Taxes provided 68.8% or 2969.8 bn manats of all earnings to the budget. 17.2% or 744.7 bn manats were received from the State Customs Department and earnings from other sources made 14% or 605.1bn manats.
The prediction on earnings of the state budget from the Ministry of Taxes was executed by 102.3%, This means that the state Treasury received supplementary 65.5 bn manats. In comparison with the analogous period of the past year payments from the Ministry of Taxes grew up by 539.3 bn manats or 22.2%.
The forecast by transfers to the state budget by the State Customs Department was executed by 102.8% for 9 months and this exceeds the rate of the same period of 2002 by 91.3 bn manats or 14%. The State Oil Fund of Azerbaijan transferred forecasted 320 bn manats to the state budget.
We shall note that the state budget earnings from the Ministry of Taxes should make 4 trln manats, from the SCD - 1.02 trln manats, privatization - 130 bn manats, from the state property rent - 12 bn manats. Totally, the incomes of the state budget in 2003 has been planned by a level of $1.2 bn.
In accordance with the forecasts by 2004, the incomes and expenditures of the state budget will grow by 10%, and the deficiency of the state budget should be at a level of 0.7% from the GDP by the plan. The budget deficiency has been accepted at a level of 1% from the GDP for 2003.
By forecasts, the GDP growth should be at a level of 9% in the next year. Thus incomes of the state budget will make 6.7 - 6.8 trln. manats, the volume of the GDP - 37.3 trln. manats.


BY OCTOBER 1 THE CURRENCY RESERVE OF THE NATIONAL BANK OF AZERBAIJAN MADE $707.4 MM

BAKU.06.10.2003.MEDIA-PRESS: By October 1the currency reserves of the National Bank of Azerbaijan (NBA) made $707.4 MM.
As Media-Press has been informed in the NBA, for nine months of the current year the growth of the currency reserves of the bank made $26.9 MM and taking into account credits received from the international finance institutes ($52.6 MM), the relative growth make $72.3 MM.
For the mentioned period $59.5 MM were transferred for redeeming the main debt on credits of the International Monetary Fund and rate payments on it; $65.4 MM were transferred to the SOFA for financing the share of the SOCAR in the project of the construction of the pipeline Baku - Tbilisi - Ceyhan. The main growth of the currency reserves of the bank was achieved in account of purchases in the internal currency market.
For nine months of the current year the official rate of exchange of manta to 1 USA dollar fell down by 17 manats or 0.3% and made 4910 manats for $1 by the end of the current period. For comparison: for the same period of 2001 the fall in rate of exchange made 128 manats (2.7%), in 2002 - 122 manats (2.55%).
