THE BAKU INTEGRATED TEXTILE-KNITTED FABRICS PLANT NAMED BY Z. TAGIYEV HAS BEEN OFFERED FOR THE INVESTED COMPETITION
BAKU.29.10.2003.MEDIA-PRESS: Else one joint-stock company, the oldest in Baku the Integrated Textile-Knitted Fabrics Plant named by Z. Tagiyev has been offered for the investment competition.
The pretenders for 98.09% joint-stocks of the OJC should present the investment program providing introduction of new technologies, increasing the production diversity, restoration of the job places and solving the social problems.
BAKU.29.10.2003.MEDIA-PRESS: On October 30 the Board of the Directors of the International Financing Corporation (IFC) will consider the issue of crediting the construction of the Main Exporting Pipeline (MEP) Baku - Tbilisi - Ceyhan (BTC). On November 11 the Board of the Directors of the European Reconstruction and Development Bank will consider the same issue.
BAKU.29.10.2003.MEDIA-PRESS: The last party of tubes for the Azerbaijan piece of the Main Exporting Pipeline Baku - Tbilisi - Ceyhan (MEP BTC) has been delivered to the Batum port.
We shall remind that the length of the MEP on the territory of Azerbaijan will make 443 km, and 248 km in Georgia.
As it has been informed in the Georgian International Petroleum Corporation, the delivery of the pipes for the construction of the Georgian part of the oil pipeline will be completed in a month.
BAKU.29.10.2003.MEDIA-PRESS: The first of six construction camps has been opened on the route of the Georgian area of the Main Exporting Pipeline Baku - Tbilisi - Ceyhan (MEP BTC). At the present time about 50 experts are here; majority of them are foreign ones.
BAKU.29.10.2003.MEDIA-PRESS: The total of investments to the oil and gas sector of Azerbaijan on January - September of 2003 made 10 trlnl 5.4 bn manats (about $2bn) and this is by 2.1 times more than the analogous rate for 9 months of the past year, the Agency "Interfax-Azerbaijan" in the statistic agency of the country.
BAKU.29.10.2003.MEDIA-PRESS: In the mid of November, the bill on consumption and utilization of the oil wastes will available for consideration by Milli Mejlis Commission on Natural Resources, Energy and Ecology.
BAKU.29.10.2003.MEDIA-PRESS: The new transformer with capacity of 125 MVA provided for the substation "Sangachal" will be put into operation in the beginning of November, Media-Press has been informed in the JC "Azerenergy".
BAKU.29.10.2003.MEDIA-PRESS: The volume of the oil production for nine months of 2003 in Russian made 311 MM tons; the increase of the production makes 31 MM tons in comparison with the analogous period of the past year. The Vice-Premier of the RF Mr. Victor Khristenko has informed about this.
"The export to the far abroad made 134 MM tons, to the nearest abroad - almost 28 MM tons; 141 MM tons of oil were sent to the primary processing. Situation with oil is under entire control within accepted predictions, and there is not significant shifts", - the Vice-Premier has noted.
BAKU.29.10.2003.MEDIA-PRESS: Else 34 state enterprises in Azerbaijan will be transformed into the joint-stock companies for their next privatization. Hereto the results of the expertise conducted by the experts of the Ministry of the Economic Development in this year.
Moreover, a winner of the investment competition should transfer 1.5 bn manats to the state budget and present no less than 110 thou of privatization cheques to the Minstry of the Economic Development for their next redeeming. The new owner should transfer 5% of the cost of the investment offer to accounts of the integrated textile-knitted fabrics for the works start and redeem salary as well as the similar payments. The credit debts of the enterprise make 186.2 bn manats and the debitor debts - 13.2 bn manats.
The integrated plant named by Z. Tagiyev was founded in 1894. The enterprise was modernized in the end of 80 - s of the past century. Its annual capacity makes 10 thou tons of yarn, 50 MM of linear meters and 136.5 MM meters of painted cloth. Above 1.5 thou persons work on the integrated plant.
ON OCTOBER 30 THE BOARD OF THE DIRECTORS OF THE IFC WILL CONSIDER THE ISSUE ON CREDITING THE PROJECT OF THE CONSTRUCTION OF THE MEP BAKU - TBILISI - CEYHAN
We shall remind that still on September the official of the ERDB Direction Mrs. Sharlotta Philipps has informed that the ERDB and IFC plan to allocate a credit by a total of $400 - $600 MM for the construction of the MEP. Just the ERDB and IFC will allocate $100 - 150 MM in their proper means and it is proposed to attract the rest part of the called total as syndicated credits. The credits will be allocated by a total of 12 years. Moreover, Mr. Sh. Phillips refused of calling the percentage rates of credits, making a reference to the commercial secret.
The cost of the construction of the MEP makes $2.95 bn and 30% of them make the proper means of the companies-shareholders of the project, 70% - credits. Initially it has been supposed to receive credits on May - June 2003, however delays in realization of the project postponed their allocation up to November. The companies took decision to continue financing in account of the internal reserves and $800 MM had been required for this.
We shall remind that the organizations, which will allocate credits and carry out the ensuring the project of the MEP are divided by four groups. The ERDB and IFC enter into the first one: they will allocate the proper means and also provide guarantees for credits of the commercial banks. The export-credit agencies, which will provide guarantees for the commercial banks in financing the deliveries of materials and equipment from the USA, Great Britain, Japan, Germany, Italy and France. Just the commercial banks (their number is within ranges from 10 up to 30) form the third group, the large companies-creditors form the fourth group, including BP and Statoil. And it is supposed to conclude one common agreement with banks and credit organizations on financing the construction of the MEP.
Moreover, BP as well is ready to allocate up to $500 MM for the construction of BTC. As David Woodward, the President of BP-Azerbaijan, the credit will be allocated in these conditions as the commercial banks'.
The length of the MEP makes 1767 km and 443 of them pass through the territory of Azerbaijan, 248 km - through the territory of Georgia, 1076 km - through the territory of Turkey. The capacity of the pipeline makes 50 MM tons of oil in a year.
The construction works started on April 2003 and will be completed in the fourth quarter of 2004. The Azerbaijan oil export from the port Ceyhan (Turkey) is planned by the second quarter 2005.
BP (30,1%), the SOCAR (25%), Unocal (8,9%), Statoil (8,71%), TPAO (6,53%), ENI (5%), Itochu (3,4%), ConocoPhillips (2,5%), INPEX (2,5%), TotalFinaElf (5%) and Amerada Hess (2,36%) are the shareholders of the project.
THE LAST PARTY OF TUBES FOR THE AZERBAIJAN PEACE OF THE PIPELINE BAKU - TBILISI - CEYHAN HAS BEEN DELIVERED TO THE GEORGIAN PORT BATUMI
We shall remind that the company Sumitomo has delivered 80% of the pipes for the construction of the Azerbaijan and Georgian pieces of the MEP Baku -Tbilisi - Ceyhan.
There is the agreement between this company and the British BP (Global Agreement) and in compliance of it Sumitomo carries out deliveries of the pipes for BP everywhere in the world. The company Sumitomo Metals Industry carries out the pipes manufacturing in Japan. Moreover, Sumitomo delivers drilling pipes for conduction of the works on the Azerbaijan offshore fields "Azeri" and "Shakh-Deniz".
The pipeline Baku - Tbilisi - Ceyhan will be ready for reception of the first oil in spring of 2005.
THE FIRST CONSTRUCTION CAMP HAS BEEN OPENED ON THE ROUTE OF THE MEP BAKU - TBILISI - CEYHAN IN GEORGIA
Similar camps should appear soon in Tetritskaroysk, Tsalsk and Akhaltsikh regions of Georgia.
We shall remind that on the Azerbaijan peace of the MEP BTC the first construction camp was put into operation still on July. Totally else 4 camps will be constructed on the territory of Azerbaijan along the route of the oil pipeline - in Kyurdamir, Yevlakh, Samukh and Poylu.
THE INVESTMENTS TO THE OIL AND GAS FIELD OF AZERBAIJAN HAVE GROWN BY 2.1 TIMES ON JANUARY - SEPTEMBER
The increase of the investments to the oil processing was more high in the percentage - for 9 months 95.2 bn manats were allocated here and this is by 4.7 times higher than the analogous rate of 2002.
On January - September 70.7 bn manats (a growth by 2.1 times) was invested in the electric power industry.
Totally, for nine months of the current year the oil and gas sector received 82.9% of total investments to the economy of Azerbaijan and the part of the electric energetic sector made 0.6%.
On January - September the investments to the economy of Azerbaijan grew by 70.9% and made 12 trln. 67.6 bn manats.
The official rate of exchange for October 27 - 4910 manats/$1.
THE BILL ON OIL WASTES IN AZERBAIJAN WAS DEVELOPED WITH PARTICIPATION OF THE EXPERTS OF BP
The specialists of BP as well as the Azerbaijan experts took part in the development of this bill. The point is that this company, which shares in several projects in Azerbaijan has up to 15 thou wastes annually, mainly oil mud. And BP is interested in working and acceptance of a bill in the country, which should determine methods of consumption and utilization of these wastes.
It is supposed that the consideration of the bill will be take place on the plenary sitting in spring of the next year.
THE NEW TRANSFORMER FOR THE SUBSTATION "SANGACHAL" WILL BE PUT INTO OPERATION IN THE BEGINNING OF NOVEMBER
The works on the transformer installing had been completed already and at the present time the specialists of the JC carry out works on lead of the subsidiary infrastructure and adjustment operations are completed. Soon the test and other measures before putting into operation will start and prolong up to November. The transformer was manufactured on the plant "Zaporoztransformator" (Ukraine).
We shall note that the reconstruction of the substation "Sangachal" is carried out with a goal of amplifying the reliability of the energetic supplying of the oil terminal in Sangachal, which is the strategic object of the Main Exporting Pipeline (MEP) Baku - Tbilisi - Ceyhan.
As well the construction of the new substation by 110 kV is conducted on the territory of the Sangachal terminal. "Azenergy" and German Siemens carry out it.
SINCE THE BEGINNING OF THE YEAR 311 MM TONS OF OIL AND 453 BN CUBIC METERS OF GAS HAS BEEN PRODUCED IN RUSSIA
The gas production volume makes 453 bn cubic meters for the same period. By the words of Mr. V. Khristenko, the significant growth of the production has been registered in comparison with the analogous of the past year - approximately by 20 bn cubic meters.
The Vice-Premier has expressed his sureness that by the results of the year the total gas volume will make approximately 618 bn cubic meters as it has been planned. "The result will be some better than predictions for putting into operation of new fields, Mr. V. Khristenko has noted. The gas export for nine months made about 139 bn cubic meters, 103 bn cubic meters of them were exported to the far abroad.
1490 JOINT-STOCK COMPANIES HAS BEEN FOUNDED ON THE BASE OF THE STATE COMPANIES SINCE THE BEGINNING OF THE PRIVATIZATION IN AZERBAIJAN
We shall note that since the beginning of the privatization process in the country 1490 JC have been founded on the base of the state enterprises. As a result of their privatization, the state had earned 20.9 bn for its sharing in them. Totally for all the period of the state property privatization the budget of the country has earned 223.2 bn manats.
