THE REPAIRS OF THE FIFTH POWER BLOCK HAS BEEN COMPLETED IN THE ALI-BAYRAMLY SREPS

BAKU.31.10.2003.MEDIA-PRESS: The repairs of the fifth power block has been completed in the Ali-Bayramly SREPS. As Media-Press has been informed in the JC "Azerenerji", now it is able to produce up to 120 MVt of the electric energy.

Earlier else two blocks have been repaired here. Today 7 power blocks with a capacity of each one by 150 MVt operate at the SREPS. The total project capacity of the station makes 1050 MVt. However, for the equipment deterioration the real production of the electric power station does not exceed 800 MVt. The Alibayramli SREPS produces about 33% from the total electric power of Azerbaijan. It is planned to build else one energetic block at the station. The Japanese company TEPSCO has carried out the development of the relevant feasibility report for the grant of the Japanese Government. The capacity of the new steam-and-gas block should make 393 MVt.


THE EU IS READY FOR OPENING THE CONSTANT OFFICE IN AZERBAIJAN

BAKU.31.10.2003.MEDIA-PRESS: The European Union plans to open its Constant Officein Baku. The Official of the European Commission in Azerbaijan Mr. Antonis de Vris has told about this to journalists.

By his words, the Chief of the European Commission Mr. Romano Prodi sent a letter to the newly elected President of Azerbaijan Mr. I. Aliyev, where the readiness of the EU for opening the Constant Offce in Baku has been registered. Mr. A. de Vris has noted as well that annually the EU allocates about 10 MM evro to Azerbaijan within bilateral cooperation and else 30 MM - within frameworks of the regional cooperation.


THE FOREIGN MINISTERS OF THE COUNTRIES-MEMBERS OF THE OBSEC DISCUSSED THE REGIONAL COOPERATION PROBLEMS IN BAKU

BAKU.31.10.2003.MEDIA-PRESS: Azerbaijan made the significant contribution into the development of the Organization of the Black Sea Economic Cooperation (OBSEC) for the period of presiding in this regional organization. The Foreign Minister of Azerbaijan has expressed such opinion at he nine sitting of the Foreign Ministers Council of the OBSEC, which was opened today in Baku.

By his words, the contribution of Azerbaijan into the development of this organization "is related to the development of the transport infrastructure, energetic cooperation, tourism, communications. As well the start of the works on foundation of the OBSEC Development Fund is important". By the opinion of Mr. V. Guliyev, construction of alternative pipelines network between the Caspian and Black Seas for oil gas transportation to the world markets is of great importance for Azerbaijan as the country rich by energetic resources. "We always considered that this region is the constitute part of Europe and so we support the necessity of strengthening the bounds between the OBSEC and EU. The conception of extended Europe accepted recently by the EU should comprehend all countries of the OBSEC", - Mr. V. Guliyev has emphasized. The Foreign Minister of Azerbaijan has noted the importance of the interaction of the OBSEC and the World Bank as well as the other finance institutions for the development of the regional projects.

The members of the Sitting of the Foreign Ministers Council of the OBSEC exchanged the opinions about ways of the efficiency improvement of the organization work within frameworks of the decisions of the Summit Meeting in honour of the 10th Anniversary of the BSEC, which was held on June 2002 in Stambul and "Economic Agenda of the OBSEC for future", - the program document of this organization. Morover, the Foreign Ministers discussed the further steps on deepening the regional cooperation in the trade, development and support of the small and middle business, assistance to overcoming sequences of the emergencies, struggle against the organized criminality. As well results of the execution of solutions of two minister meetings of the BSEC on the cooperation issues in the energetic field and transport, the international conference on the tourism development in the region were discussed.


THE VISIT OF THE PRESIDENT OF GREECE MR. KONSTANTINOS STEFANOPULOS TO AZERBAIJAN WILL BE HELD PROBABLY UP TO THE END OF THE YEAR

BAKU.31.10.2003.MEDIA-PRESS: The official visit of the President of Greece Mr. Konstantinos Stefanopulos to Azerbaijan will be held probably up to the end of the current year, the Ambassador of Greece in Baku Mr. Mercurios Carafotias has informed the journalists about this. By his words, on the next week the Ambassy will start agreeing of the precise date of the visit. We shall remind that the visit of the Greek President should be held still in summer of this year. As Media-Press had informed earlier, it was planned to sign about 10 interstate documents during the visit. In particular, agreements on trade development, cooperation in the scientific and cultural, air transport and tourism fields. Besides, agreements on avoiding double taxation, mutual protection and promotion of investments. The first sitting of intergovernmental Azerbaijan - Greek Commission on Economical Development had been held in Baku on April of this year. By the results of 2002, goods turnover between Azerbaijan and Greece made $60 mln ($79 - by data of Greek side). By opinion of both sides, there are real opportunities for increasing this value. Greek companies may to take an active part in privatization of the state objects in Azerbaijan and carry out their activity in bank, insurance, construction and transport fields. Soon fuel-power complex should be one of the most important trends of Azerbaijan-Greece cooperation. As it is known, Baku and Athens practically agreed on that Azerbaijan natural gas from the field "Shakh-Deniz" will be delivered to Greece and other European countries across territory of Turkey. Several rounds of talks on this questions were held between the State Oil Company of Azerbaijan and Greek Company DEPA. Now sides specify technical and finance details of forthcoming agreement.

As Mr. Merkurios Karafotias, the Ambassador of Greece in Azerbaijan declared to Media-Press some time ago, it would be possible to export up to 30bn cubic meters of gas per a year by a pipeline which will connect gas systems of Turkey and Greece and pass further to Europe. Before to make on offer to Azerbaijan and Turkey about this project, Turkish experts studied demands of European market and determined countries which would be ready for purchase and consumption of so much natural gas. By confirmation of Mr. M. Karafotias, the pipeline will pass in two directionw: the first - France and Italy, the second - across Slovenia, Bosnia and Herzegovina and Croatia. By opinion of the Ambassador, there would not be large problems with export of Azerbaijan gas to Europe.


IN 2004 THE GROWTH OF INVESTMENTS TO THE AZERBAIJAN ECONOMY WILL EXCEED 7%

BAKU.31.10.2003.MEDIA-PRESS: The total volume of the investments to the economy of Azerbaijan from all financing sources in 2004 is predicted by a level of $3 bn 699.6 MM and this is by 7.4% higher than it has been expected in the current year. According to the project of the state budget for the next year, the volume of the foreign ivestments will grow approximately by 9% - up to $2.986 bn.

The direct investments are planned by a level of $2.746 bn (a growth 8%), and the foreign credits on the projects will $240 MM (a growth 12.6%). In accordance with the project of the state budget, in the next year the most volume of the foreign investments will be transferred to industry - slightly less than $2.510 bn, and this exceeds the rate planned for 2003 by 6%. It is supposed to transfer $10 MM of the foreign investments (a growth by 11.1%), $11 MM to the sphere of trade and services (a growth by 37.5%), transport and communications - $151 MM (a growth by 48.7%), $304.2 MM (a growth by 14.2%) - the other spheres. The volume of the internal investments to economy of Azerbaijan in 2004 is forecasted in a volume of $713.6 MM and it is by 1.4% exceeds the expected rate of 2003. It is planned to invest $83.4 MM (reduction is by 2.8%) in account of the budget funds, in account of proper public funds - $112.6 MM (a growth is by 39.3%), in account of the means of the enterprises and organizations - $517.6 MM (the reduction is by 95.7%).


THE STATE CUSTOMS COMMITTEE OF AZERBAIJAN PREDICTS POSITIVE BALANCE OF THE EXTERNAL TRADE TURN-OVER OF THE COUNTRY FOR 2004

BAKU.31.10.2003.MEDIA-PRESS: In 2004 the volume of the Azerbaijan export will exceed the import volume by $21.6 MM. The State Customs Committee made such prediction.

As the agency "Interfax-Azerbaijan" has been informed in the State Customs Committee, the external turnover on Azerbaijan in 2004 is forecasted by a level of $4.482 bn and this is by 3% more than it is expected in the current year. The export in the next year will exceed $2.251 bn, the import - $2.230 bn.

By the results of the present year the external trade turnover balance of Azerbaijan will be expectedly negative and make $50 MM. The export is forecasted in a volume of $2.15 MM, the import - $2.2 bn.


THE GOVERNMENT OF AZERBAIJAN SUGGESTS TO CHANGE THE TAXATION OF THE PHYSICAL PERSONS ENGAGED IN BUSINESS

BAKU.31.10.2003.MEDIA-PRESS: The Government of Azerbaijan sent the project of improvements to the Tax Code related to the taxation of the physical persons engaged in business to the Parliament of the country.

As the Agency "Interfax-Azerbaijan" has got to know, the Government offers to free the incomes of the physical persons-businessmen from taxes if they do not exceed 180 thou manats (the official rate of exchange by October 30 - 4911/$1).

The taxation of incomes exceeding this total up to 3.6 MM manats by rate of 14% and incomes higher than 3.6 MM manats by 35% rate are offered. The taxation order of the physical persons engaged in business activities without foundation of the juridical persons was changed on January1, 2002 at the last time. At the present time the incomes of the physical persons in a volume of 120 thou manats are duty free, from 120.001 thou manats up to 1.2 MM manats are taxed by rate 12%, from 1.2 MM manats up to 6 MM - by rates of 25%, more 6 MM manats - by 35% rate.


845 SMALL ENTERPRISES AND OBJECTS WERE PRIVATIZED IN AZERBAIJAN FOR JANUARY - SEPTEMBER OF 2003

BAKU.31.10.2003.MEDIA-PRESS: For January - September of 2003 845 small enterprises and object have been privatized in Azerbaijan.

As Media-Press has been informed in the Ministry of the Economic Development of Azerbaijan, in account of this 29.3 bn manats were transferred to the state budget of the country. Totally since the start of privatization process in Azerbaijan, 29 thou small enterprises and objects have been privatized in Azerbaijan and the budget of the country earned 373.3 bn manats in account of this. Since the beginning of the year 137 plots, where the state enterprises are located have been privatized. The state budget has earned supplementary 6.4 bn manats. Totally, by October 1 of the current year, 900 such plots were privatized and this provided supplementary earnings by a total of 30.7 bn manats to the state budget.


SINCE THE BEGINNING OF THE YEAR 9.8 BN MANATS ($1.995 MM) HAVE BEEN TRANSFERRED TO THE STATE BUDGET OF AZERBAIJAN IN ACCOUNT OF THE STATE PROPERTY RENT

BAKU.31.10.2003.MEDIA-PRESS: For nine months of the current year above 9.8 bn manats ($1.995 MM) have been transferred to state budget of Azerbaijan in account of the state property rent. This is by 16% higher than it has been predicted.

For the mentioned period, 635 rent agreements were signed, expiry terms of else 369 analogous ones were prolonged. As Media-Press has been informed in the Ministry of the Economic Development of Azerbaijan, totally for ten months 24 thou state property rent agreements were concluded and the budget earned 85.1 bn ($17.31 MM) in account of this.


THE CONSTRUCTION OF THE CENTER ON UTILIZATION OF THE RADIOACTIVE WASTES IN AZERBAIJAN WILL BE COMPLETED BY 2005

BAKU.31.10.2003.MEDIA-PRESS: The Agency of Restoration and Reconstruction of the Azerbaijan Territories (ARRAT) intends to complete the construction of the Radioactive Wastes Utilization Center "Isotope" by the end of 2004.

As "Interfax-Azerbaijan" has been informed in the ARRAT, at the present time the companies Laxas (Azerbaijan) and Hansa Project (Germany) carry out delivery of the nonstandard equipment for the center; the adjustment works should be completed on March of the next year. Up to December of the current year the development of the deactivation block building design will be completed. Then the ARRAT will conduct the tender on its construction.

About 2.1 MM evro including 220 thou for the construction of the center, 800 thou evro for deliveries of the equipment, about 800 thou evro for the nonstandard equipment deliveries were spent within frameworks of the project, the realization of which has begun still in 2001. It is supposed to spend supplementary 2 MM evro up to the end of 2004, the officials of the ARRAT emphasized. The means for foundation of the Radioactive Wastes Utilization Center are allocated within frameworks of the European Union's grant, which provides transferring 30 MM evro for the urgent support to Azerbaijan. After completion of the construction works "Isotope" will operate on the balance of the Ministry of Ecology and Natural Resources of Azerbaijan.


MR. ILHAM ALIYEV HAS ENTERED INTO THE POST OF THE PRESIDENT OF AZERBAIJAN

About 200 high-ranked foreign guests arrived to congratulate Mr. Ilham Aliyev in connection with entering to the post of the President of Azerbaijan: the President of Georgia Mr. Eduard Shevarnadze, the Chairman of the Federation Council of the RF Mr. Sergey Mironov and the Foreign Minister of the same country Mr. Igor Ivanov, the Premier of Ukraine Mr. Victor Yanukovich, the Vice-Premier of Turkey, the delegation of the IRI, foreign Ministers of the Organization of the Black Sea Cooperation, presidents of the oil-and-gas companies operating in Azerbaijan, official of the international organizations. The National TV directly transmitted the Inauguration Ceremony. Just today in the evening the ceremonial reception in honour of the entering to the post of the President of Azerbaijan will be held in the Palace "Gulistan". And the holiday concert and salute will be held on the Central Square of Baku - "Azadlig". During the past President Elections of October 15 Mr. Ilham Aliyev has gathered 76.84% votes of electors. Mr. I. Aliyev was born in 1961, the Baku City. Since the graduation of the school he studied in the Moscow State Institute of the International Relations and graduated from it in 1982. Since 1982 he taught in the same Higher Education School.

After excluding Mr. Geydar Aliyev out from the Political Bureau of the Central Committee of the CPSU, Mr. Ilham Aliyev was engaged in business, lead the trade and manufacturing companies. Since 1992 he lived in Istanbul. And in the end of 1992, when Mr. G. Alliyev again was at the head of the country, Mr. I. Aliyev returned to Azerbaijan. On May 1994 Mr. I. Aliyev was appointed the first Vice-President of the State Oil Company. In 2000 he was elected the first Deputy Chief of the governing party "Yeni Azerbaijan". In a year he was appointed the Chief of the Parliament Delegation of Azerbaijan in the European Council. On August 4, 2003 Mr. I. Aliyev was appointed the Premier of Azerbaijan. He is married, has two daughters and a son.


AGREEMENTS IN ACCORDANCE WITH WHICH GEORGIA WILL RECEIVE THE AZERBAIJAN GAS FROM THE FIELD SHAKH-DENIZ HAVE BEEN SIGNED IN TBILISI

BAKU.31.10.2003.MEDIA-PRESS: The signing of two agreements, in accordance with which Georgia will be able to receive and purchase the Azerbaijan gas from the offshore field "Shakh-Deniz".

As Media-Press has been informed in the Baku Office of the company BP-Azerbaijan, the first agreement provides that Georgia will receive 5% from that volume of "the blue fuel", which will be pumped to the Turkish town Erzurum by the South-Caucasus pipeline (SCP) as payments for transit of the Azerbaijan gas through its territory. The Georgian International Oil Corporation (GIOC) and South Caucasus Pipeline Company (SCPC) signed this agreement. The second agreement provides annual purchasing up to 500 MM cubic meters of the Azerbaijan gas produced on the field "Shakh-Deniz" by Georgia. The GIOC and the Azerbaijan Supply Company signed this agreement.

A length of the South Caucasus Pipeline (SCP) Baku - Tbilisi - Erzurum will make 1050 km. 490 km of them will be laid through the territory of Azerbaijan, 280 km through Georgia and 280 km through Turkey. The start of deliveries to the Turkish market has been planned by the third quarter of 2006. $900 MM are required for the construction of the SCP. The laying of the pipeline will be conducted within frameworks of "Stage - 1" of the development of the field "Shakh-Deniz".

The maximum production on the field will make 8.4 bn cubic meters of gas and 2 MM tons of condensate annually. At the next stages of the development the production of about 16 bn cubic meters gas annually is supposed. The following companies are shareholders of the project "Shakh-Deniz": BP(25,5%), Statoil (25,5%), the SOCAR (10%), LUKAgip (10%), OIEC (10%), TotalFinaElf (10%) and TPAO (9%). The supplies of th e field "Shakh-Deniz" are estimated approximately by 1 trln cubic meters of gas.


THE AMBASSADOR OF GEORGIA IN AZERBAIJAN: THE SIGNING OF TWO AGREEMENTS ON PURCHASE-AND-SALE OF THE AZERBAIJAN GAS BY GEORGIA GUARANTEES THE STABILITY OF GAS SUPPLIES TO OUR COUNTRY

BAKU.31.10.2003.MEDIA-PRESS: "Two agreements on selling the Azerbaijan gas from the offshore field "Shak-Deniz" to Georgia guarantee stability of the "blue fuel" supplies to our country", - the Ambassador of Georgia in Azerbaijan Mr. Zurab Gumberidze has expressed such opinion in his interview to Media-Press.

By his words, the mentioned agreements guarantee the receiving the gas volumes by Georgia and they cover the most part of demands of this country. Now annual gas demand of Georgia makes 1.5 bn cubic meters, however only Tbilisi, some regions of the country and the industrial enterprises are supplied in this case. The gas consumption will grow probably with the economic development. One of the agreements signed in Tbilisi provides that Georgia will receive 5% from the total volume of the "blue fuel", which will be pumped to the Turkish town Erzurum by the South-Caucasus Pipeline (SCP) as payments for the Azerbaijan gas transit through its territory. The second agreement provides annual purchasing up to 500 MM cubic meters of the Azerbaijan gas from the Azerbaijan gas from the field "Shakh-Deniz" by Georgia for $55 per 1 thou cubic meters. In the next future, as Mr. Z. Gumberidze has noted, as the gas volumes transported to Turkey increase, Georgia as well will receive more gas. If it will be not sufficient, gas will be purchased as well from Russia.


THE FOREIGN MINISTER OF GEORGIA MR. I. MENAGARISHVILI: THE CONSTRUCTION OF THE PIPELINE BAKU - TBILISI - CEYHAN WILL NOT BRING TO APPEARANCE OF THE NATO'S TROOPS IN THE REGION

BAKU.31.10.2003.MEDIA-PRESS: "The opinion that the construction of the pipeline Baku - Tbilisi - Ceyhan will bring certainly to appearance of the US' or NATO's troops in the region is erroneous. The countries-shareholders of the project will ensure the security of the pipeline and of course they will receive assistance from either the NATO and the USA". The Foreign Minister of Georgia Mr. Iraklii Menagarashvili has declared to journalists about this.

Concerning the realization of the project of Baku - Tbilisi - Ceyhan, the Foreign Minister of Georgia has emphasized that already there are not problems with the construction of the pipeline BTC on the territory of Georgia. "There are some structures, mainly public ones, which criticize this project, however no significant problems have appeared on its realization. Several public, international and professional expertise were conducted and Georgia is ready for supplement ones if this is required. And totally the construction of the pipeline on the Georgian piece goes on in accordance with the schedule.


BP, STATOIL AND UNOCAL WILL RENDER THE TECHNICAL ASSISTANCE TO THE AZERBAIJAN COMPANIES ENGAGED IN THE OIL-AND-GAS SECTOR

BAKU.31.10.2003.MEDIA-PRESS: The British BP, Norwegian Statoil and American Unocal in cooperation with the German Technical Cooperation Association GTZ and International Financing Corporation (IFC) start the realization of the program of the technical assistance to the Azerbaijan compamies engaged in the oil-and-gas sector.

As Media-Press has been informed in the company BP-Azerbaijan, the mentioned program will allow to the Azerbaijan companies to apply more effectively their capacities in connection with the realization of the large projects on the development of oil-and-gas fields in the country. The task of the program is concluded mainly in assistance to the companies in overcoming difficulties emerging in tenders on the contracts associated with these projects. The program will comprehend 30 local companies. BP and GTZ will allocate by $200 thou, the IFC - $100 thou, Statoil - $75 thou and Unocal - $50 thou for its realization.


IN THE BEGINNING OF NOVEMBER THE SIGNING OF THE FRAMEWORK CONVENTION ON THE MARINE AND ENVIRONMENTAL PROTECTION OF THE CASPIAN SEA WILL BE TAKE PLACE IN TEHRAN

BAKU.31.10.2003.MEDIA-PRESS: On November 3 - 4 the framework Convention on the Marine and Environmental Protection of the Caspian Sea will be signed by five littoral countries (Azerbaijan, Russia, Kazakhstan and Turkmenistan) in Tehran. Media-Press has been informed about this in the Ministry of Ecology and Natural Resources of Azerbaijan.

The Convention provides the cooperation of the Caspian states in the Caspian ecological and biological resources protection and the relevant measures, which should be taken in this trend. However, only common ecological principles were reflected in the document (the Convention is the framework document) and as the Deputy Foreign Minister of Azerbaijan Mr. Khalaf Khalafov has told to the agency "Interfax-Azerbaijan", "fishery and other concrete issues will be discussed at the next meetings of the experts".

Five expertss from the Ministry of Ecology and Natural Resources and the Ministry of the Foreign Affairs will represent the Azerbaijan delegation. The Minster of Ecology and Natural Resources Mr. Guseyn Bagirov will be at the head of the delegation. We shall remind that initially the signing of the framework Convention was planned still by January 25 - 26 of this year. However, it was not held for the position of the Turkmen side. On July the experts of five Caspian countries held the sitting in Astana and discussed again the project of the framework Convention on Marine and Environmental Protection of the Caspian Sea, and then officials from the UNO took part in it. It was noted by results of this meeting that disputable points in the document were removed still on July 2002 at the meeting of experts from five countries in Tehran.


THE UNO WELCOMES THE FORTHCOMING SIGNING THE CONVENTION ON THE CASPIAN ENVIRONMENT PROTECTION BY THE LITTORAL STATES

BAKU.31.10.2003.MEDIA-PRESS: The UNO wellocomes the forthcoming signing the framework Convention on the Caspian Environment Protection by five littoral states in Tehran. This is told in the official bulletin of the UN Information Center in Tehran. It shows that the framework Convention, which will be signed by Azerbaijan, Iran, Kazakhstan, Russia and Turkmenistan will allow coordinating efforts on overcoming the crisis emerged for the Caspian contamination.

As it has been told in the bulletin, the Caspian Sea is in heavy conditions at the present time for the industrial, radioactive and toxic wastes, which are thrown into its waters as well oil leakages from wells and oil processing enterprises. From the other hand, uncontrolled surgeons fishing for the black caviar production, destroying the regional biosphere threaten to the Caspian Sea. Moreover, a water level of the Caspian Sea picks up and threatens to the settlements and ecological system of the region as a whole. The mentioned framework Convention will allow the Caspian states to conduct jointly a struggle in protection of the natural resources of the unique inner sea, the official of the UNO Environmental Program Mr. Frits Shligeman has noted. "The Caspian states may account on the support of the UN in the saving the Caspian Sea", - he has noted.


IRAN PREPARES FOR PUTTING INTO OPERATION THE SECOND TURN OF THE PROJECT ON RECEPTION OF THE CASPIAN OIL FROM RUSSIA, KAZAKHSTAN AND TURKMENISTAN

BAKU.31.10.2003.MEDIA-PRESS: Up to the end of autumn the second turn of the project on reception of the Caspian oil from Russia, Kazakhstan and Turkmenistan will be completed. The Deputy Minister of Oil of the IRI Mr. Khamdolla Mokhammad Nejad has declared about this to the agency ShANA.

As the Iranian official has noted, really the second turn of the project is ready for the official putting into operation. Within frameworks of this project the construction of the terminal and oil tank by 1.5 MM bbl has been completed in the port Neka. Once five tankers may be unloaded here at the same time. The pumping stations had been built in Neka, Sari, Golpole and Avrim; the pipeline Sari - Nemrud with a length of 140 km has been laid, relevant constructions were built on the OPP of Tebriz and Tehran for imported oil cleaning. The second turn will provide the transportation of 120 thou bbl daily. Since putting into operation the next turns of the project the volumes of the oil transported through Iran will be increased stage by stage up to 370 thou bbl per a day and 500 thou bbl per a day in the next future.

The algorithm of the agreements realization provides transportation of oil produced in Turkmenistan, Kazakhstan and Russia to the OPP of Tebriz and Tehran though the port Neka and the analogous volumes of the Iranian oil will be delivered from the Persian Gulf as product of these countries. By the words of the Deputy Minister of Oil, Kazakhstan, Turkmenistan and Iran actively are engaged in the questions of the construction of the oil pipeline, which should connect these countries. Simultaneously the project on the oil deliveries by railway from Kazakhstan to the Oil Processing Plant in Tehran is realized.
