THE MINISTRIES OF TRANSPORT OF THE OBSEC COUNTRIES WILL GATHER IN BAKU

BAKU.24.09.2003.MEDIA-PRESS: On October 3 the Council of the Ministers of Transport from the countries joined in the Organization of the Black Sea Economic Cooperation will held its next sitting in Baku.

As the official of the OBSEC Mr. Chechelashvili has informed the Agency Interfax-Azerbaijan, on the eve of the day before the working group including experts will work out up to the elaborate and agree issues of agenda and on October 3 the sitting of the Council will pass". As Mr. V. Checheshvily has emphasized, the transport sphere is the most important costituent part of the cooperation between the countries-members of the OBSEC. "The Council of the Ministers of Transport has the detailed concept of the Black Sea transport ring and relevant operation schedule", - he has noted.

"The effort of the Ministers on integration of the OBSEC and the TRASECA program in some way will become a new element at the meeting in Baku. There are countries, which take part in the both organizations. I think that this meeting will be very interesting and expect that some concrete projects for realization within frameworks of the Black Sea transport ring concept will be put for consideration", - Mr. V. Checheshvili has said. 11 countries are members of the OBSEC: Azerbaijan, Albania, Armenia, Bulgaria, Greece, Georgia, Moldova, Russia, Romania, Turkey and Ukraine. Azerbaijan is the country, which presides in the organization since May of this year.


THE AZERBAIJAN-CHINESE CONSULTATIONS BETWEEN THE MINISTRIES OF FOREIGN AFFAIRS START IN PEKIN

ON OCTOBER THE ITALIAN RENCO WILL COMPLETE THE CONSTRUCTION OF RANGE FOR DANGEROUS WASTES CONCEALING

BAKU.24.09.2003.MEDIA-PRESS: On October, 2003 the Italian company Renco will complete the construction of range for concealing dangerous wastes in a suburb of town Sumgayit with a cost of $2.7 MM, the Director of the Group on realization of the Urgent Ecological Investments Program (UEIP) Mr. Ruslan Ajalov has informe the Agency "Interfax-Azerbaijan". The project is realized by order of the Ministry of Ecology of Azerbaijan on credits of the World Bank.

"The work on installing of the geomembrane and geotextile in the range have started already, the construction of the spur-tracks is completed", - Mr. R. Ajalov has said. The chief of the group has noted that after completion of the range cleaning of the territory of the Sumgayit Surface-Active Substances Plant from mercury contamination will start. In accordance with the contract by almost $1MM concluded with the German Company "Gabeg", it will carry out the cleaning of contaminated grounds. "Gabeg is ready since October 1 already for start of cleaning the territory of the plant, where the special equipment is mounted. We gave the task to company on completion of cleaning and concealing wastes up to the end of the year", - Mr. R. Ajalov has said. On completion of the cleaning the range would be available for rendering the services to different companies and enterprises, which remain dangerous wastes during the production processes. By his opinion, in particular petroleum companies would be probably interested in these services. "For managing the range the JC "Dangerous Wastes" has been founded, and the Ministry of Ecology and Natural Resources is the founder of it. Its regulations provides transparency of the range functioning and public participance in the observation council, which should ensure this transparency", - the Chief of the Group on realization of the UEIP has said.

He has emphasized that the range is constructed in accordance with the modern tecnologies and will correspond to the most strict ecological standards. "It is supposed that changes in the legistative and normative-legal acts would be made and they will oblige companies to conceal wastes on the range applying modern environmental protection measures. And this will allow self-repayment of the JC "Dangerous Wastes", - Mr. R. Adjalov has said. The UEIP includes four projects with a total cost of $24.5 MM. $20 from this total make the WB's credit, $3.1 will be allocated by the Government of Azerbaijan, $ 0,8 MM - grant of the Japanese Government, $0,6 - grant of the British Fund Know-How. The project on cleaning grounds from mercury contamination with a cost of $8 MM is financed by the WB.


THE PROJECT OF THE REHABILITATION AND PROTECTION OF THE DELTA OF THE KURA RIVER WILL BE DEVELOPED WITHIN FRAMEWORKS OF THE CASPIAN ECOLOGICAL PROGRAM

BAKU.24.09.2003.MEDIA-PRESS: The project of rehabilitation and protection of delta of Kura River will be worked out within frameworks of the Caspian Ecological Program (CEP).

As Media-Press has been informed in the Baku WB Office, the Mission will conduct negotiations with the Management of the Ministry of Ecology and Mineral Resources of Azerbaijan, be familiarized with the institutional development of the Ministry within the WB's project "The Urgent Ecological Investments".

Five following the Caspian states are members of the CEP: Azerbaijan, Russia, Iran, Turkmenistan and Kazakhstan. TACIS has allocated 6 MM euro for realization of the CEP, the Global Ecological Fund - $8MM, the WB - $1,8. Foundation of the common ecological data base of the Caspian Sea including physical, chemical, biological, meteorological, geophysical parameters of the Caspian Sea is one of the main tasks of the CEP. Rates of changing the sea level and its pollution as well will be included into it. Similar data bases have been created already by all Caspian countries for several areas of the national sectors of the Caspian Sea and these bases should be united into one. We shall note that similar bases are available already for the Aral an Black Seas.


SCIENTISTS DO NOT AGREE WITH OPINION OF THE CITES ABOUT STURGEON POPULATION IN THE CASPIAN SEA

BAKU.24.09.2003.MEDIA-PRESS: The beluga caviar, one kg of which costs about $3 thou may become really priceless: by opinion of scientists, for intensive fishery in the Caspian Sea the white sturgeon extinct.

On September Russia, Iran and other countries of the Caspian Sea, where beluga inhabits, permitted catching up to 155 tons of fish per a year, the British Independent writes. The decision accepted by the Convention on the International Trade by the Extincting Species (CITES) based on quantity of sturgeon fishes grown from 7.6 MM in 1998 up to 11.6 MM in 2002. However, as the Journal New Scientist notes, by opinion of the critics of this decision, a number of fish possibly would be less than half a million and unprocessed data of the CITES show reduction of their population by 40% in 2002.

"The CITES uses unreliable data without any analysis, - Mr. Vadim Birshteyn, the Russian scientist engaged in the sturgeon genetics, - and thinks that we shall believe that fish had made miracles". By opinion of scientists, the population of sturgeons since 1970 - s has reduced almost by 90%, mainly for intensive fishery and illegal trade of the Russian mafia, capital turn-over of which makes approximately 500 MM pounds. Quantitative estimate of sturgeon population for the CITES was made by scientists from Astrakhan, which based on data received in trawling of the Caspian Sea and allowed that from 10 up to 24 fishes escaped from each catching, then multiplied this by quantity of caught fishes. However Mrs. Ellen Pikitch from the Washington Natural Protection Society declared that only single fish escapes usually of each catching and a value of 500 thou appears from this. The CITES declared that its model became evident during previous researches, however recognized that data are "contradictory" and the scientists do not agree with their interpretation.

By information of the Central Asian New Agency, the government of Iran accepted the significant reduction of sturgeon fishery for black caviar export by demands of biologists and ecologists. It is known that Iran provides about 90% of all black caviar export and this is constitute part of the budget earnings. Already long time ago the scientists were worried by reduction of fish number. Sharp reduction of the population started in the collapse period of the Soviet Union. Just then a large amount of poachers appeared, which caught the most valuable fish species in the Caspian Sea without any order and for private profits. Besides, poachers the industrial enterprises damage to sturgeon population. So if sturgeon live 50 years in average, and some white sturgeons managed to live even up to 100 years, now their life expectancy makes 20 - 30 years. The Iranian ecologists are sure that the situation has tendency to worsening as rapid development of oil and gas production in the Caspian Sea will immediately affect on the sturgeons population.


THE ASSEMBLY OF PEOPLES OF THE REPUBLIC OF ALTAY DEMAND PUNISHMENT OF PARTICIPANTS OF THE BEATING-UP OF THE AZEBAIJANIES

BAKU.24.09.2003.MEDIA-PRESS: The Assembly of the Peoples of the Republic of Altay (Siberia) has appealed by an open letter to the Heads of the Republic and called them to punishing participants of beating-up of the Azerbaijanies.

The local mass-media informed that the open letter has been addressed to the President of the republic Mr. Michail Lapshin, speaker of the Republican Parliament Mr. Igor Yaimov, Prosecutor Mr. Andrei Volkov and the Minister of the Interior Mr. Yuri Valyaev. The Council of the Assembly demands the relevant estimate of events emerged on August 10 in Altai from the Head of the Republic. Then above 20 Azerbaijanies were beat up by young men at different time and districts of Gorno-Altaysk. 14 persons were delivered to hospital with factures and traumas.

By opinion of the authors of the appeal, the economic motives should be excluded and the incident occurred the day before the beatings by domestic reason caused the beating-up. As the officials of the Assembly of the Peoples of the Republic of Altai think, in spite of excitement of the criminal case these events did not receive the relevant estimate. "Indeed everybody have pretended that nothing unusual had occurred, - the authors of the appeal wrote and meanwhile the public opinion has interpreted this conflict as the elucidation of relations on the national ground". The Assembly of the Peoples of the Republic of Altai has been founded on May 2001 as the union of men of different nationalities living on the territory of the Republic with an aim of keeping the intergovernmental agreement


NEW EDUCATIONAL YEAR BEGINS IN IRAN AND AT THE FIRST TIME LEARNING OF THE RUSSIAN LANGUAGE HAS BEEN INCLUDED IN SCOLAR PROGRAMS

BAKU.24.09.2003.MEDIA-PRESS: The new educational year started in Iran and learning of the Russian language has been included in the scolar programs. As the official of the Foreign Languages Department of the Ministry of Culture of Iran on the eve of day before the Supreme Council of Education of the Islamic Republic of Iran approved this decision. Besides of the Russian language the teaching of the Italian and Spanish languages has been included in the scolar programs.

Earlier the Russian language was learned only in some higher educational schools of Iran. Now students of madrassa have an opportunity of choosing one of six languages, which are learned. Traditional English, German and French remained equally with newly introduced languages.

Meanwhile, by opinion of the experts from the Ministry of Education of Iran, taking into account the neighborhood of Iran and Russia the Iranian youth shows progressing interest to learning just the Russian language.


THE PRESIDENT OF BP-AZERBAIJAN: IN THE NEXT SEVERAL YEARS INVESTMENTS TO PROJECTS OF BP IN AZERBAIJAN WILL MAKE $18 BN.

BAKU.24.09.2003.MEDIA-PRESS: The investments to projects realized by the company BP in Azerbaijan, will make $18 in the next years, the President of BP-Azerbaijan Mr. David Woodword.

By his words, it is supposed to allocate such volume of means in the development of the fields "Azeri-Chiraq-Guneshli" and "Shakh-Deniz" as well the construction of the pipeline Baku - Tbilisi - Ceyhan. "There is low inflation level in Azerbaijan, the rate of exchange has been established on a stable level, growth in macroeconomic rates in a volume of 8 - 10% per a day. There is a great role of the oil sector in these processes and the projects of BP are of no small importance within frameworks of them", - Mr. D. Woodword has noted.

By his words, up to 100 local companies will be attracted to the work during realization of the oil and gas projects of BP. Large number of local specialists will be provided by jobs. Since 2005 full scale development of the fields "Azeri-Chiraq-Guneshli" the profits of Azerbaijan from oil sales will significantly grow.

"Azerbaijan has chosen right method of managing oil incomes by foundation of Oil Fund, what will provide the optimal spending oil funds" - Mr. D. Woodword has said. The company BP takes part in four contracts on oil and gas production in Azerbaijan as well in the construction of the Main Export Pipeline Baku - Tbilisi - Ceyhan. And the company is the operator in each of them. So BP has 34.14% sharing in the project of development of the fields "Azeri - Chiraq - Guneshli", 25.5%- in the project "Inam", 15% - in the project "Araz - Alov - Sharg" and 30.1% in the project of the MEP Baku - Tbilisi - Ceyhan.


AN AVERAGE TARIFF OF OIL PUMPING BY THE PIPELINE BAKU - TBILISI - CEYHAN WILL MAKE $3.4 FOR ONE BARREL

BAKU.24.09.2003.MEDIA-PRESS: An average tariff for oil pumping by the Main Export Pipeline (MEP) Baku - Tbilisi - Ceyhan (BTC) will make $3.3 - $3.5 for one barrel, the Agency "Interfax-Azerbaijan" has been informed in the State Oil Company of Azerbaijan (SOCAR). "Such tariff has been defined with taking into account the present forecasts on petroleum pumping, estimates of the construction and other factors. The concrete tariff will depend on many circumstances", - the source in the SOCAR has noted. In the SOCAR they determined that tariffs for oil senders should not be significantly higher than for shareholders of the company BTC Co (operator on the construction and operation of the pipeline). "If we have free volumes and cargo senders, which would be ready to give petroleum for pumping by the MEP, the tariffs may be changed," - the source has informed and noted that oil produced from the fields "Azeri - Chiraq - Guneshli" will be preferable. The following companies are shareholders of BTC Co: BP (30,1%), ÃÍÊÀÐ (25%), Unocal (8,9%), Statoil (8,71%), TPAO (6,53%), ENI (5%), TotalFinaElf (5%), Itochu (3,4%), ConocoPhillips (2,5%), INPEX (2,5%), è Amerada Hess (2,36%).

A length of the oil pipeline Baku - Tbilisi - Ceyhan makes 1767 km, and 443 of them are laid by the territory of Azerbaijan, Georgia - 248 km, Turkey - 1076 km. A capacity of the oil pipeline is 50 MM tons of oil per a year, and 1.5 MM tons of oil will be required for its filling. The construction works started on April 2003 and will finish in the fourth quarter of 2004. The export of the Azerbaijan oil from the Turkish port Ceyhan in the Mediterranean Sea is planned by the second quarter of 2005. The cost of the project - $2.95 bn. At the present time tariff on oil transportation by the pipeline Baku - Novorossiysk makes $15.67 for one ton, by oil pipeline Baku - Supsa about $3 for one ton.


TODAY BP STARTS THE DRILLING OF THE SECOND ADVANCED WELL IN THE FIELD "SHAKH-DENIZ"

BAKU.24.09.2003.MEDIA-PRESS: Today the company BP (the operator of the development of the gas condensate field "Shakh-Deniz" in the Azerbaijan sector of the Caspian Sea) starts the drilling of the second advanced well in this field.

As the President of the Company BP Exploration (Shakh-Deniz) Ltd. Mr. Rob Celly has informed, the project depth of the well will make about 7.2 thou meters as in a case with the advanced well. By his words, data received in result of the drilling of the first advanced well proved the predictions of the company BP on supplies of the field. Now calculations are conducted, however by the preliminary data, supplies of the field are not less than it has been supposed", - Mr. R. Celly has said.

The drilling of the first advanced well was conducted on April - Augus of the current year. The company Caspian Drilling Company has conducted the drilling works from the semisubmersible floating drilling rig "Istiglal". The well was drilled in the northern-eastern part of the field of "Shakh-Deniz" at the sea depth of 101 m. The drilling was stopped at a depth of 6560 m at the project depth of 7244 m for high stratum pressure.

The program of advanced drilling on the field "Shakh-Deniz" provides a drilling of three wells. "Stage-1" of the development of the gas condensate field "Shakh-Deniz" with a cost of $3.2 bn includes installing of the platform at a sea depth of 105 m, the construction of two underwater pipelines with a length of 100 km of each from the platform towards to the Sangachal terminal as well the construction of the South-Caucasian gas pipeline Baku - Tbilisi - Erzurum. The production of the primary gas from the field "Shakh-Deniz" is planned by the mid of 2006.

The "Stage-1" of the development of the field provides the production of 178 bn cubic meters of gas and 34 MM tons of condensate. The maximum production will make 8.4 bn cubic meters of gas and 2 MM tons of the condensate per a year. BP (25.5%), Statoil (25.5%), the SOCAR(10%), LUKAgip(10%), OIEC (10%), TotalFinalElf (10%) and TRAO (9%) are the participants of the project "Shakh-Deniz". The supplies of the field "Shakh-Deniz" are estimated approximately by 1trln cubic meters.


BY OCTOBER 10 THE ERECTION OF GAS COMPRESSION STATION ON THE PIPELINE "GARADAG - DIGAKH - SREPS "SEVERNAYA"

BAKU.24.09.2003.MEDIA-PRESS: By October 10 the erection of the gas compression station on the pipeline "Garadag - Digyakh - SREPS "Severnay", by which the natural gas will be delivered to the electric power station. After this the works on testing, putting into operation and adjusting works will start and the pipeline will be operated on November, the President of the CJC "Azerigaz" Mr. Alikhan Melikov has told to the journalists.

We shall remind that, the gas pipeline construction has been completed, excessive tests for leaks (hydrostatic tests) were made. Azerbaijan - Turkey JC "Azfen/Tekfen" has carried out its laying.

A length of the pipeline Garadag - Digyakh - SREPS "Severnaya" makes 90 km, and daily capacity - 10 MM cubic meters, though only 2 MM cubic meters gas per a day should be necessary for supplying the SREPS "Severnaya". In prospect it is planned to build here one power unit else, and negotiations are conducted between Azerbaijan and Japanes Bank JBIC on this matter. Thus, the gas pipeline "Garadag - Digyakh - SRES "Severnaya" was built with "a reserve".

The contract on its construction was concluded by the JC "Azerigaz" and Japanes Allyance Mitsui/Toyo Engineering on the end of March in the past year. Financing the project was carried out in account of funds of the Japanese Bank of the International Cooperation, which had allocated two credits with a total 39 bn Yens for a term of 40 years under 0.75% rate with payment delay for 10 years. We shall remind that now gas delivery to the station is carried out by the old gas pipeline. The gas compression station was built on the territory of the SREPS, which brings a gas pressure up to 26 Atm, which would be necessary for normal operation of the equipment.


FOR THE PRESENT 49 REGIONS OF AZERBAIJAN ARE SUPPLIED BY NATURAL GAS

BAKU.24.09.2003.MEDIA-PRESS: For today 49 regions of Azerbaijan are supplied by natural gas, the President of the JCCT "Azerigaz" Mr. Alikhan Melikov has said and promised that by the start of heating season 75 - 80% of consumers will be provided by "blue fuel".

"Our company, which is responsible for gas distribution in the country, has executed all necessary preparations for winter", - he has said and noted that by today 430 MM cubic meters of gas have been accumulated in two underground gas storages and in the next time this volume will be increased up to half a billion cubic meters. In the next year, the Chief of "Azerigas" has informed, it is planned to solve the problem of gas supplying and the Nakhchivan Autonomous Republic (NAR). "Since the end of 2002 we conduct negotiations with Iran on supplying the NAR by gas. The project of the agreement on deliveries of 300 - 350 MM cubic meters of the Iranian gas per a year is ready already" - he has noted.

By his words, the text of agreement was given to the Iranian side, and signing of the document is expected up to the end of the current year. Azerbaijan will pay for supplies by its gas, however since 2006 - 2007, when gas production from "Shakh-Deniz" will start. As it is supposed, gas will be returned to Iran by available pipeline Gazi-Magomed - Astara. The experts of "Azerigas" conducted observation and by their estimates the restoration works will cost 90 bn manats. The pipeline Khoy - Julfa, will carry out gas deliveries. The construction of the pipeline up to town Julfa has been completed and in any time Iran is able now to start gas exportation to the Autonomous Republic. $14 MM were spent for its construction. It should be mentioned that in the Autonomous Republic the gas infrastructure has not been developed. As well the Iranian side is ready for allocation of credits to their foundation, which would require 62 bn manats ($12.6MM) by calculations of the Azerbaijan experts.


THE GAS CONSUMERS IN AZERBAIJAN DO NOT HURRY TO PAY FOR IT

BAKU.24.09.2003.MEDIA-PRESS: The population of Azerbaijan as before do not entirely pay for "the blue fuel" received from the JC "Azerigas". The gathering of means from the population for delivered gas is on level of 85% in 32 regions of the country and in the rest 17 regions a total is rather less than these rates and makes 50%.

As the Chief of the JC "Azerigas" Mr. Alimakh Melikov has informed, the private enterprises and companies mainly pay out timely - a level of payments here makes 90%. At the same time there are difficulties with gathering of payments for gas in the domestic sector and budget organizations - they have paid out totally 50% from a total, which should be paid out.

Mr. A. Melikov has also informed that messages on forbidding using hotbeds as it forms great difficulties for ensuring the people by "the blue fuel" have been sent to owners of hotbeds. We shall remind that in the past winter about 10 MM cubic meters of gas were delivered to Baku daily, meanwhile deliveries to the regions of the country exceeded 4 MM cubic meters. In spite of this there was a chronic lack of gas in Baku. Hotbeds, number of which make 1300 are considered in "Azerigaz" as main cause of this. Only in them 700 - 800 thou cubic meters of gas are burned. In accordance with decision of the Government of the country, using of gas in the hotbeds has been forbidden and "Azerigaz" has not a right of conclusion of the relevant agreements with their owners. So a decision of sertfication of hotbeds and taking payments for gas from them was accepted. However, it is not actual measure as owners of hotbeds refuse to pay out. So by results of 2001 payments for gas used for heating hotbeds made totally 2%.


TURKEY IS NOT INTERESTED BY THE KAZAKHSTAN OIL AND GAS

BAKU.24.09.2003.MEDIA-PRESS: The State Planning Organization of Turkey has declared that the country is not interested by the Kazakhstan oil and gas. By opinion of the organization, joined in the Turkish Government staff, at the present time there are not the Kazakhstan hydrogen carbonates demands in Turkey, because the traditional suppliers from other countries may realize all demands of the country.

Moreover, as well in the next future the Kazakhstan Turkey will not demand oil and gas of Kazakhstan. By opinion of the State Planning Organization of the Turkish Republic, only in the far future some regions of the country may start importing the Kazakhstan electric power bearers if by this time they cost cheaply also. May be, in the next future Turkey directly will not demand the Kazakhstan hydrogen carbonates. However, it is known that sooner or later the Kazakhstan oil will be transported to Ceyhan by the exporting pipeline, which will be laid up to this Mediterranean port from Baku through Georgia. So scarcely the declaration of the Turkish planning organization may throw Astana into confusion. Moreover, there are other versions on oil exportation in plans of Kazakhstan. And one of them is oil exportation through Iran by replacement scheme. This problem was discussed mainly at the meeting of the Ministers of Transport of both the countries in Tehran: Mr. Kadjimurat Nagmanov and Akhmad Khorram.

Tehran and Astana decided to operate by scheme SWAP - substitution. The Kazakhstan oil is delivered to the Iranian port Neka in the Caspian Sea and Iran ships the same oil volume to the Kazakhstan partners from its terminals in the Persian Gulf by now. This scheme operates since long time ago already, however for technical causes there was not a possibility of carrying out serious deliveries. Now Tehran declares about readiness for making available a possibility of exporting up to 120 thou bbl of oil per day through its territory, "Khabar" Agency has reported. "The Iranian port Neka in the Caspian Sea is enlarged now. From here the petroleum including the Kazakhstan oil will be delivered to the Tehran Oil Processing Plant. For the present only tests of the project have been made, however we shall be able to give a possibility of increasing the export through our territory to Kazakhstan by the scheme of substitution", - the Minister of Transport and Roads of Iran Mr. Akhmad Khorram has declared.


AZERBAIJAN AND RUSSIA WILL BUILD THE SECOND PTL YASHMA - DERBEND

BAKU.24.09.2003.MEDIA-PRESS: The specialists of the JC "Azerenerji" and the JC UES "Russia" develop the project of laying the second line of the PTL Yashma - Derbend. In the present time discussion of the technical parameters of the future route is conducted.

The 330 kV PTL Yashma-Derbend is a single line connecting the energetic systems of Azerbaijan and Russia. The energetic exchange between two countries is carried out just by it. The introduction of the second PTL allows increasing stability and reliability of the power supplying and deliveries of electric power from Russia to Azerbaija and further its transit to the neighbor countries.

Besides of this, new PTL will give an opportunity to the Azerbaijan side for qualitative solving the problem of loads in the electric network and increase and efficiency of operation of the electric power stations. In periods of reduction of energy consumption the production at the stations reduces forcedly and in the end this brings to the increasing self-cost of the product. For escaping this, the transmissions of the electric power over ranges of the inner system are applied and in the end this promotes to improvement of efficiency of operation of the local electric power stations. The electric power from Russia is redistribute by means of the intersystem substation "Yashma".
