THE KAZAKHSTAN SCIENTISTS HAVE GROWN MICROORGANISMS DECOMPOSE OIL BY CARBON GAS AND WATER

BAKU.12.04.2004.MEDIA-PRESS: The Kazakhstan scientists invented a unique preparation. A powder on a base of microorganisms cleans ground from oil products, decomposing them by carbon gas and water. The microbiologists have called their invention "Peroil". It operates very effectively in the dry climate.
"Peroil" will restore a soil contaminated in middle degree, where a content of oil makes 5% - 7% for 4 months. The biotechnological method of cleaning is better than the usual one of soil burning.
"A burning of oil products is connected with that very intensive throwing out of emission gases to atmosphere occurs and this adds its contribution in the hothouse effect. Our method based on the biotechnological approach is more safe ecologically and profitable", - one of the authors of the preparation, the candidate of biological sciences Akmaral Isayev tells.
"Peroil" has been invented on a base of two microorganisms. The Kazakhstan scientists have studied 200 different bacteria to find them. And only those, which are cultivated in the laboratory, now appeared harmless for men and animals. Besides the preparation is oriented for local climate. There were efforts to clean soil in the South Kazakhstan by means of the Russian biological preparations, however they appeared useless.
"Cleaning by means of the Russian preparations has been made in conditions of damp and moderate climate. And "Peroil" is adapted to just dry regions of the South Kazakhstan and regions with the similar climate, - Mrs. A. Isayeva has noted.
The Kazakhstan scientists say that their biological powder is very easy in applying. It is mixed by water and then ground is irrigated by this solution and dug again. An efficiency of "Peroil" was tested already on the Shimkent oil processing plant. For the present the preparation is not produced in industrial scales. However, the scientists are hoping that their invention will be applied somewhere.


KAZAKHSTAN HAS GOT ELSE ONE NAVAL SHIP

BAKU.12.04.2004.MEDIA-PRESS: Under accompaniment of calls for not allowing the militarizing of the Caspian Sea, littoral counties continue both growing and creating their own navy forces.
Not long time ago Iran declared about foundation of special navy police, which will operate both in the south and north of the country that is in the Caspian Sea. For the present functions of this structure are not clear; probably that the Iranian authorities will declare fight against contraband, ecological problems as their official objectives.
And in the Kazakhstan port Aktau the navy division of the frontier guard has received a new ship of class "Berkut". It was constructed on the Ural plant "Zenit".
"Berkut" is considered one of the hardest ships - it endures a storm up to five degrees. Up to date 20 ships were available in the navy division. There are only four ones of such high class as "Berkut".
"The ship has been equipped by modern satellite navigation and radiolocation station. I hope that since launching of the new ship, the battle staff of the frontier division will be strengthened else more and marine frontiers will be held reliably", - The Chief of the Regional Frontier Guard Staff Mr. Elemis Janabergenov has said to the agency "Habar".
The name of the new escort vessel, which has received the battle duty in the Caspian Sea is "Aktau".


ON MARCH THE AZERBAIJAN RAILWAY TRANSPORTED 1.7 MM TONS OF CARGOS

BAKU.12.04.2004.MEDIA-PRESS: On March of the current year the Azerbaijan railway transported 1.7 MM of cargos. This is by 13.6% higher than it has been predicted. In comparison with the analogous period of the analogous rates of the past year a rate growth in cargo activities made 97.4 thou tons.
As Media-Press has been informed in the ARW Office, oil and oil products made 925 thou tons of cargo activities.
We shall note that in 2004 the AzRW plans to increase the volume of cargo transportation up to 18 MM tons and this will exceed real rate of 2003. It is planned to achieve this mainly in account of increase of transit of oil and oil products. The similar growth could be expected and in the past year, however problems with shipment of oil tanks in the Georgian port Batumi prevented to this.
On February - March of 2003 3500 wagons stood idle and significant stoppage emerged on the length of all route from Baku up to Batumi. This affected negatively in its turn on the activity of the Caspian Shipping Company, by tankers of which transportation of the Kazakhstan and Turkmen oil to Azerbaijan is carried out. At the present time there are not problems on processing of cargos being delivered to Poti in account of enlarging of Batumi oil terminal and construction of the Poti oil one. Up to date the tanks are timely returned to Azerbaijan. Daily up to 500 tanks shipped with oil and oil products are delivered from Azerbaijan to Georgia. The park of tanks of the ARW allows transporting annually 16 - 18 tons of this production.


THE BOARD OF THE DIRECTORS OF THE WORLD BANK WILL DISCUSS THE PROJECT "PENSIONS AND SOCIAL PROTECTION OF THE POPULATION OF AZERBAIJAN"

BAKU.12.04.2004.MEDIA-PRESS: The Board of the Directors of the WB will discuss the project "Pensions and Social Protection of the Azerbaijan Population" in the end of May - beginning of June, Media-Press has been informed in the WB's Office.
The Mission of the WB is in Baku for holding final stage of negotiations on this project. Some details of mentioned project should be considered and the end total of the WB credit should be determined on the negotiations. By preliminary data, allocation of $10 MM is conjectured.
The State Social Protection Fund will spend a portion of the credit for conduction of the pension reform and the rest portion will be transferred to accounts of the Ministry of Labor and Social Protection of Population.
Introduction of private account cards for each working person and creating of the computer database, where all information about labor activity of each person, the service length, monthly payments to the Social Protection Fund will be kept is one of components of the project. Such base will simplify significantly the procedure of pensions registration. Pensioner should only appeal to the Pension Fund and not spend a time for getting a lot of inquiries. The volume of pension will be calculated depending on the total transferred to the Social Protection Fund during all service length. The Social Protection Fund will realize this component of the project. And the Ministry of Labor should be carrying out the work on improvement of social payments addresseness.
We shall note that in this finance year, which completes on June 30, the WB intends to allocate $50 - $70 fMM to Azerbaijan. Besides of the project "Pensions and Social Protection of the Population", credits will be allocated for the realization of the projects "Investments to agricultural communities" and "The Development of Market Relations".


THE MISSION OF THE WB WILL FAMILIARIZE WITH THE REALIZATION OF 10 YEARS PROGRAM ON REFORMING THE EDUCATIONAL SYSTEM IN AZERBAIJAN

BAKU.12.04.2004.MEDIA-PRESS: For familiarizing with the course of the realization of the new 10 year program on reforming the educational system of Azerbaijan, the Mission of the World Bank visits to Baku this week, Media-Press has been informed in the Baku Office of the WB.
Ten years program (2003 - 2013) of reforming of the educational system of Azerbaijan provides quality improvement in this field, modernization of studying programs for elder classes and issue of new text-books, training and qualification improvement of teachers, development of material-technical base of the field. A cost of the project makes $60 MM. It will be carried out in three stages. The first stage: 2003 - 2007; the second one: 2007 - 2010; the third stage: 2010 - 2013. The WB allocated the first tranche of credit by a volume of $18 MM on September of the past year.
This is already second project of the WB on reforming of the educational system of Azerbaijan. Te first agreement on this issue between the WB and Azerbaijan was signed on July 1999. The project was completed on March of this year; its cost made $5.5 MM and the government of the country allocated $500 thou of them. Officials of the WB have noted that the mission as well will prepare report on realization of the first project in the education field.


THE ARMENIAN OPPOSITION INTENDS TO LEAD TODAY ALL IS SUPPORTERS TO THE CENTRAL PROSPECT OF YEREVAN

BAKU.12.04.2004.MEDIA-PRESS: On Monday at 12.00 by local time the period of ultimatum announced by the Armenian opposition to authorities of the country, expires. Fractions "A Justice" and "The National Uniting" demand from the Parliament to introduce changes and additions into the law "On Referendum" up to the determined date; in accordance with this document the opposition intends to hold referendum on a matter of credit to the President Robert Kocharyan. As the Secretary of the Parliament fraction of the block "A Justice" Victor Dallakyn declared at the meeting organized by opposition on past Friday in the opposite case "the people will stand up to an end".
Another leader of the opposition Mr. Albert Bazeyan has declared that the opposition has practically refused of the holding the referendum and demands a retirement of the President of Armenia Robert Kocharyan without any talks.
Today the supporters of the Armenian opposition intend to hold unsanctioned demonstration on the central prospect of Yerevan, where buildings of the Parliament and President administration are located. By the words of the leader of block "Justice" Stepan Demirchyan and Chief of the party "National Uniting" Artaches Gegamya the authorities of Armenia are "condemned and will retire certainly".


THE STATE VISIT OF I. ALIYEV TO TURKEY STARTS ON APRIL 13

BAKU.12.04.2004.MEDIA-PRESS: On April 13 the President of Azerbaijan Mr. Ilham Aliyev will depart to Turkey with the state visit. He will negotiate with the President of Turkey Mr. Akhmed Nejet Sezer, other leaders of the country on a wide range of issues of bilateral relations and situation in the region. The cooperation of two countries in the energetic sphere and adjustment of the Nagorni Karabakh conflict are one of the central matters of the negotiations. In Ankara the joint declaration of the Presidents of both the countries on the further development between Azerbaijan and Turkey will be signed.
After the official pate of the visit Mr. Ilham Aliyev will depart to Istanbul where negotiations with officials of business circles of Turkey will be held.
On the day before Mr. Ilham Aliyev dicussed a course of preparation for his visit to Ankara with the Ambassador of Turkey Mr. Unal Chevikez. The President noted that this visit will allow to bring the Azerbaijan-Turkish relations to new stage of development. "The achievements of Turkey make us happy, and our achievements make Turkey happy. I am very happy that important steps are made will be made in this trend", - Mr. I. Aliyev has said.


THE AZERBAIJAN-RUSSIAN RELATIONS HAVE GOOD PERSPECTIVES OF DEVELOPMENT, THE NEW FOREIGN MINISTER HAS SAID

BAKU.12.04.2004.MEDIA-PRESS: The Azerbaijan-Russian relations have "enough good perspectives of the development", the Minister of Foreign Affairs of Azerbaijan Mr. Elmar Mamedyarov has said.
In the exclusive interview to ITAR-TASS, the first information agency amongst the foreign ones 44-years old Foreign Minister of Azerbaijan appointed to this post slightly more a week ago has estimated highly the relations between both the countries and their perspectives, especially within frameworks of mutual understanding established between Azerbaijan and Russia and their Presidents.
"The official visit of the President of Mr. Ilham Aliyev to Moscow, the first Azerbaijan-Russian economic forum held recently in Baku have shown that relations between two countries develop in progress and they have a large potential and a main thing, there is a mutual will for realization of this potential by both the sides.
The Minister has emphasized that both the countries interact actively in the region for ensuring stability and safety here. He has positively estimated the meeting of the Foreign ministers of the Caspian countries held in Moscow the beginning of April and expressed his regret that he could not take part into it by some objective reasons. "However the received information allows to declare that the cooperation in the Caspian region is enlarging and it is on the right route", - Mr. Mamedyarov has noted. By his opinion, a time, patience and continuation of efforts for removal of all barriers for adjustment of the Caspian problems.


BAKU EXPECTS FOR MORE ACTIVE ROLE OF RUSSIA IN ADJUSTMENT OF THE CONFLICT AROUND NAGORNI KARABAKH

BAKU.12.04.2004.MEDIA-PRESS: Baku expects for more active role of Russia in adjustment of the Armenian-Azerbaijan conflict on Nagorni Karabakh as one of tree co-chairmen of the Minsk Group of the OSCE. The Foreign Minister of Azerbaijan Mr. Elmar Mamedyarov has declared this in the exclusive interview to the ITAR-TASS. "We look at Russia as one of the most important partners on adjustment of the Karabakh problem", - he has said. The Minister considers the achievement of piece "a main factor of stability in the South Caucasus".
"It is very important if something is done in this trend", - Mr. E. Mamedyarov has said and emphasized that approaches of co-chairmen of the Minsk Group which offer to sides to agree themselves promising support any their decision, do not satisfy Azerbaijan. "The conflict should be adjusted as the situation "neither war, nor peace" can not continue further at weak fire stop regime", - he has said.
Mr. Mamedyarov thinks that unadjusted conflict threatens seriously to stability within the region. "As soon as it is adjusted, the more will be gained for everybody: peoples, police-makers and the region entirely", - the foreign Minister has emphasized. By his belief, "achievement of peace will give a natural impulse for development of all South Caucasus entirely". Commonly he has called the adjustment of the conflict a prior matter of the MFA activities. "It is clear as the Karabakh problem is the main pain point of Azerbaijan", - he has said.
Mr. Mamedyarov has said that on April 16 he will meet with the Russian, French, American co-chairmen of the Minsk Group and the Foreign Minister of Armenia Mr. Vardan Oskanyan. "It will be a forum of familiarizing and free discussion", - the Minister has said. "Our position is clear enough: Azerbaijan never agrees with independence of Nagorni Karabakh as well it joining to Armenia", - the Minister has said. He thinks that all new initiatives on adjustment should be within frameworks of these principles.


ELMAR MAMEDYAROV: AZERBAIJAN WILL CONTINUE BALANCED FOREIGN POLICY BASED BY THE PRESIDENT GEYDAR ALIYEV

BAKU.12.04.2004.MEDIA-PRESS: Azerbaijan will continue the balanced foreign policy based by the President Geydar Aliyev. The Foreign Minister of Azerbaijan Mr. Elmar Mamedyarov has emphasized this in the exclusive interview to ITAR - TASS.
"This policy has not an alternative and it corresponds entirely to interests of Azerbaijan", - he has said. The Minister has noted that within frameworks of the national interests relations between Azerbaijan and NATO will develop. In connection with this he has emphasized that he does not receive at all a criticizing his country in connection with its intension to extend cooperation with the alliance. As to joining to the NATO, by the words of Mr. Mamedyarov it is not easy. "The relevant procedures and certain evolution should be passed through. Our armed forces should be brought to correspondence, legislative base should be created and social opinion should be prepared", - he has said.


THE FOREIGN MINISTER OF AZERBAIJAN: ISSUE OF WITHDRAWAL OF THE AZERBAIJAN PEACEMAKERS FROM IRAQ OR REDUCTION OF THEIR NUMBER IS NOT CONSIDERED

BAKU.12.04.2004.MEDIA-PRESS: The authorities of the country do not consider issue of withdrawal of the Azerbaijan peacemakers from Iraq or reduction of their number. The Foreign Minister of Azerbaijan Mr. Elmar Mamedyarov has declared this in the exclusive interview.
Now 150 servicemen from Azerbaijan are in Iraq and execute their missions in the South Iraq within frameworks of staff of international coalition forces. The Minister has emphasized that Azerbaijan has joined to the anti-terrorist coalition understanding its danger to the world. "Since getting the independence on the territory Azerbaijan 32 terrorist actions have been done and many persons including children, vomen and old men and women died. We know, what is terrorism from inside and understand a necessity of fight against it. Within frameworks of this idea delivering of our peacemakers to Iraq was a realized idea", - the Azerbaijan Foreign Minister has said.


ON MARCH 366.9 MM OF CUBIC METERS OF GAS WERE DELIVERED TO THE STATE IN AZERBAIJAN

BAKU.12.04.2004.MEDIA-PRESS: On March 366.9 MM cubic meters of natural gas were delivered to the state in Azerbaijan. The State Oil Company of the Azerbaijan Republic delivered 339.2 MM cubic meters of them; joint companies delivered 11.6 MM cubic meters and the Azerbaijan International Operating Company on the development of the fields "Azeri - Chiraq - Guneshli" delivered 11.6 MM cubic meters.
So 159.4 MM cubic meters of gas were delivered to the system of the JC "Azerigaz" from the mentioned volume and this is by 8.8% less than it was planned. The rest 207.5 MM cubic meters were delivered to the Azerbaijan gas processing plant (AGPP). This is by 22.6% more than it has been planned. Totally since the beginning of the year "Azerigaz" has received 483.4 MM cubic meters of gas and the AOPP - 596.4 MM cubic meters.
Azerbaijan needs in up to 10 bn cubic meters of gas annually. In the past year Azerbaijan purchased 4 bn cubic meters of "blue fuel" from the international group of companies "Itera". This year "Gazprom" replaced "Itera" and plans to deliver 2.75 bn cubic meters of the natural gas to Azerbaijan. Recently else one agreement between the SOCAR and the CJC "KazRosGaz" has been signed on deliveries by 4.5 bn cubic meters of gas.
The CJC "KazRosGaz" started the gas deliveries since January of the current year. For January - February Azerbaijan has imported already almost 1 bn cubic meters of gas from Kazakhstan. The SOCAR purchases the Kazakhstan gas for $52 per 1 thou cubic meter. The annual import gas demand of the Azerbaijan market makes about 6 bn cubic meters.
The republic will receive the subsidiary volumes of gas also since within the frameworks of the project of extension of the Sangachal oil terminal the gas drying installation will be installed. Today all oil delivered to the terminal is separated from water and gas. Received gas is liquated. The construction of new installation would not allow liquating gas, but delivering it to the State Oil Company of Azerbaijan, which in its turn will deliver it to consumers. Gas will be burned in flames only in emergencies. For realization of this idea the SOCAR also plans to build special gas receiving installation and the pipeline up to the Sangachal gas distribution point.


CHINA AND IRAN PREPARE "A DEAL OF THE CENTURY" ON GAS

BAKU.12.04.2004.MEDIA-PRESS: The oil giant of China the Company SINOPEC conducts negotiate +multi-billion deal with the Iranian companies on purchases of the Iranian liquidated gas in exchange of receiving a right on operation some oil fields of the country.
Possibly this deal will become the largest deal in the world on purchasing the LNG.
The negotiations on the deal, which may give an impulse to a start of trade relations between two countries began after the company Zhuhai Zhengrong, one of four state companies of China signed the memorandum on mutual understanding of intension of importing 110 MM tons of gas from Iran during 25 years.
Now SINOPEC conducts negotiations with the Companies National Iranian Gas Export Company and National Iranian Oil Company on importing of 5 millions of gas annually. In exchange for this Tehran may give a permit to the main Iranian oil fields to SINOPEC.
In spite of such optimistic perspectives for the Iranian gas sector, some experts of this country consider that up to date Tehran has not developed a strategy at conduction of negotiations with the foreign companies in this field. So the specialist on gas market Mr. Mohsen Alizade believes that it is one of the main causes of delay in negotiations on the Iranian gas export.
In the interview to the agency "Mehr" Mr. M. Alizade has declared that Iran should make some structural changes for maximum reduction of terms of conduction of negotiations on gas deliveries. First of all common and independent company should be founded, and it will check all steps in gas export field.
At the present time foreign oil companies negotiating on gas purchases in Iran, transportation of energy carriers must apply to the Iranian National Gas Company, on gas cleaning - to the Company of oil and gas, on development of gas fields - the Iranian National Oil Company; on gas export - to the Iranian National Gas Exporting Company. All this certainly brings just to delays in negotiations, which often appear fruitless.
Mr. Mohsen Alizade has noted that in future a role of Iran will be of great importance from point of view of ensuring gas demands. Iran may deliver gas to different countries in three various ways: by pipelines; as liquidated gas or oil-chemical production.
Pipelines may deliver gas only to the neighbor countries: Pakistan, India, Turkey, Georgia, Armenia and some European countries. As to LNG, there are no limitations for its deliveries.
In present conditions, processing of gas into oil-chemical production seems attractive enough. This allows not only ensuring inner demands of the country in such production, but also carry out export deliveries with significantly higher added cost. Iran should develop all three ways simultaneously, Mr. M. Alizade thinks.


BY 2025 NATURAL GAS WILL BECOME MAIN FUEL IN THE WORLD, EXPERTS BELIEVE

BAKU.12.04.2004.MEDIA-PRESS: By 2025 natural gas will become main fuel in the world - more and more specialists conclude this. So, by opinion of the President of the Company Chevron Texaco Global Gas Mr. John Gass, liquidated natural gas is the most dynamical economical sector at the present time. By his words, in the USA a growth in demand for it makes 1% annually; and in Europe - by 2% - 3% annually.
In accordance with estimations of another specialist Mr. David Tomlinson from the company Accenture, the world demand on the natural gas will increase by 2030. Besides, he has noted, the development of technologies of gas liquidating has reduced significantly a cost of the end product: for 30 years a cost of construction of 1 plant of LNG has reduced by 2/3 and a const of LNG transportation by sea - in two times since 1990.
Mr. Malcolm Brindid, the Managing Director of group Royal/Dutch/Shell Group and the President of Shell Gas & Power has counted, that supplies of natural gas in the world are more by 50% than oil ones. At the present demands explored supplies will be sufficient for else 60 years. And in conditions of relevant exploration, the Vice-Director of BP on Gas, Energy and Reviving Resources, Mr. Ralf Alexander, the same volume will be revealed in the ground.
Development of gas fields requires significant expenses. For last ten years an accent has been done on oil exploration: only single gas borehole corresponds to four drilled oil wells, Mr. M. Brindid has told. Besides of opportunities for using mine gas and methanol fields on the sea bottom and under ice, processing of gas into benzene and diesel fuel is considered the most perspective. A low rate of harmful wastes is distinguishing feature of this fuel. Industry based on this technology has started just its development. However its perspectives have not been estimated in relevant way, although in Qatar Shell intends to build a plant of pure car gas produced from gas. A cost of this project makes $5 bn.
