FORTHCOMING INCREASING OF PRICES FOR ENERGY CARRIERS WILL NOT BRING TO GROWTH IN PRICES FOR OIL PRODUCTS

BAKU.16.04.2004.MEDIA-PRESS: This year prices for energy carriers in Azerbaijan will not increase. Most likely increase of prices will start since the next year, the Chief of Department of Economic Policy of the Administration of the President of Azerbaijan Mr. Mail Mamedov has said.
At the same time he has emphasized that the forthcoming increase will not affect on wholesale prices for oil products anyway. Supposedly, only wholesale prices will increase.
We shall note that increase of oil for energy carriers in Azerbaijan is demand of the International Monetary Fund. The government of the country has stopped on two versions after long negotiations of the IMF after long negotiations. The first one is increasing of prices and then their revision each quarter in dependence on prices for the world market. The second version is gradual increasing of prices for energy carriers.
We shall remind that else on February of the Economic Development of Republic Mr. Farhad Aliyev has declared in response to demand of the IMF, that inner prices for energy carriers (without taking into account expenses for its transportation) do not differ very much from world ones. Mr. F. Aliyev has emphasized that the government will take everything as possible for prevention of negative after-effects on population of the country.
We shall remind that the IMF has transferred a term of execution of liabilities on bringing of the inner prices for energy carriers into correspondence with the world ones by Azerbaijan. Earlier it was planned to do this in the beginning of 2004.

THE VICE-PRESIDENT OF "TRANSNEFT" MR. GRIGORIEV: REFUSAL OF AZERBAIJAN FROM THE PIPELINE BAKU - NOVOROSSIISK WILL NOT COMPLICATE OUR LIFE

BAKU.16.04.2004.MEDIA-PRESS: The declaration of the President of the Company BP-Azerbaijan Mr. David Woodward that after putting into operation of the oil pipeline Baku - Tbilisi - Ceyhan the Azerbaijan Operating Company AIOC intends to use the pipeline Baku - Novorossiisk "only as reserve", has not become unexpectedness for the Russian side.
As the Vice-President of "Transneft" Mr. Sergey Grigoriev has said, his company has not been distressed by the decision of the AIOC. "Our company has warned long time ago that after completion of the construction of the pipeline BTC Azerbaijan will leave from the direction Baku - Novorossiisk, though the officials of the AIOC have declared by some incomprehensible reasons that this route will be interesting for then as before, - Mr. S. Grigoriev has said. The past year "Transneft" has pumped 415 MM tons of oil by it so a loss of 2.5 MM tons is not so significant. Especially as we can replace these volumes by the Kazakhstan oil without any difficulties: it is delivered from Makhachkala and we know that the Kazakhs are interested in increasing of this volume in spite of existence of the Caspian pipeline system".
If to be true, we shall not that the declaration of Mr. D. Woodward changes almost nothing in the present situation. But it is well known that long time ago oil being produced by the Azerbaijan International Oil Company has not been pumped. It is delivered to the pipeline Baku - Supsa. And those 2.5 MM tons of oil, which are annually transported from Baku to Novorossiisk, are provided by the SOCAR. This its own oil, but not of the AIOC.
And there is else one important detail. In spite of optimistic declaration of the Vice-President of "Transneft" it should be mentioned that very recently the Russian side offered again to Azerbaijan revising an issue of increase of pumping of the Azerbaijan oil to Novorossiisk up to 5 MM tons per annum. In Baku this offer has been offered as purposeless for lack of crude. Moreover, already during the visit to Moscow Mr Ilham Aliyev has offered to reverse the pipe and transport the Russian oil from Novorossisk to Baku. By the words of Mr. Ilham Aliyev, this will allow load the Baku OPP, where crude is insufficient. Mr. I. Aliev has reminded that the oil pipeline Baku-Novorossiisk has been built just for these purposes.
As the newspaper "Vremya Novostey" writes, there is else one reason, which makes the AIOC to refuse of using the northern route. The question is about that the consortium should take into account possible losses from stopping idle of tankers delivering oil from Novorossisk in the Turkish Black Sea straits the Bosporus and Dardanelles. One day of stopping idle of tanker costs 30 - 40 thou dollars in average. In the last months such delays became usual matter both for a reason of bad weather and in result of limitations of capacity of the straits, introduced by the Turkish authorities. And these limitations will grow correspondingly with a growth of oil transportations through the straits.
Moreover, Moscow thinks that warnings of Ankara on overloading of the Bosphorus and Dardanelles and a danger of ecological emergency here - this only is an effort of redirect potential flows of the Caspian oil to the pipeline Baku - Ceyhan roundabout Novorossisk. So the Deputy Foreign Minister of Russia Mr. Victor Kalyuzni suggested on the international conference in Istanbul on February to start the multisided consultations for considering problem of the Black Sea in complex. By his opinion, it is necessary to conduct the model monitoring of passing of tankers through Bosporus for determination of real threats to ecological conditions of the Turkish straits. However, since this time no response has been received including the Russian institutions.

BAKU.16.04.2004.MEDIA-PRESS: In the end of March the international finance organizations have allocated the first tranche of credit for the construction of the MEP Baku - Tbilisi - Ceyhan. A total of the tranche makes $1.6 bn, the President of BP-Azerbaijan Mr. D. Woodward has informed.
By his words, $1 bn of this total will be transferred for returning of proper means of the companies-shareholders of BTC Co, allocated for the construction of the pipeline by them. The rest $600 MM will be spent for continuation of the works.
We shall remind that the total of credit for the construction of BTC makes $2.6 bn. The second tranche of the credit is expected on September of this year, however its final total has not been determined for the present. Supposedly, it may make $400 - 600 MM. These means will be sufficient for completion of the construction of BTC, Mr Woodward has said and noted that the last part of the credit will be delivered to accounts of BTC Co in the next year already.
We shall remind that eight exporting credit agencies allocate means for the project - the IFC, ERDB and the bank syndicate including 15 private banks.
Totally two groups of loaners allocate credits for the projects. The international financing organizations enter the first group - the ERDB and IFC, which will allocate $500 MM (by $125 MM each of them allocate from the proper means and they organize syndicated credit by the analogous tota)?.
The export -credit agencies as JBIC, NEXI, ECGD, Export-Import Bank of the USA, OPIC of the USA, French COFAGE, the German Company HERMES and Italian one SACE S.p.A. enter the second group. They will provide guarantees to the banks for financing deliveries of materials and equipment from the USA, Great Britain, Germany, Italy and France. By the words, only the JBJC will allocate $480 MM in this group of creditors.
The syndicate of 15 banks, which allocates $935 MM is the third group.Tthe International syndicate on financing BTC is led by the Japanese Mizuho, French Societe Generale, Dutch ABN Amro and American Citicorp. As well Banca Inteca, BNP Paribas, Credit Agricole Indosue, Dexia, Hypovereinbank, ING, KBC, Natexis Bangue Populaire, San Paolo IMI, West LB and Royal Bank of Scotland. Each bank has allocated approximately bt $68 MM.
The large companies-shareholders of the project BP, Statoil, Total and ConocoPhillips enter the fourth group, which will allocate totally up to $923 MM.
The companies BP (30,1%), ÃÍÊÀÐ (25%), Unocal (8,9%), Statoil (8,71%), TPAO (6,53%), Eni (5%), Itochu (3,4%), ConocoPhillips (2,5%), INPEX (2,5%), Total (5%), Amerada Hess (2,36%) are shareholders of the project.

ABOVE 240 MM BARRELS HAVE BEEN PRODUCED ON THE FIELD "CHIRAG"

BAKU.16.04.2004.MEDIA-PRESS: Within frameworks of the project "Early Oil" of Azerbaijan the Azerbaijan Operating Company (AIOC) has produced above 240 MM barrels of oil (about 33 MM tons) since November 1997. The President of the company BP-Azerbaijan Mr. David Woodward has informed about this on the press conference in Baku.
Since the beginning of the operation the platform Chiraq-1 installed in the Caspian Sea worked practically without interruptions. Owing to modernization of constructions and equipment on the platform and the Sangachal oil terminal the productivity of "Chiraq-1" has been increased up to 146 thou barrels of oil per diem. At the present time 14 oil and water pumping wells are operated on the platform.
The average daily oil production from the offshore platform "Chiraq-1" made 131 thou barrels, however this year production of 125.000 barrels per day is expected. This slight reduction rate compared to 2003 is due a number of planned shut downs on the platform later to complete critical work, including installation of a pipe riser at Chiraq to connect to the new Central Azeri structures, and the electrical tie-ins of the EOP Sangachal equipment to the expanded Sangachal equipment. Moreover, by a schedule three operation wells should be transformed to water pumping ones and this will affect on production rates too. By the results of the first quarter the average daily production on the platform has made 129 thou barrels.
By the words of Mr. D. Woodword, since the beginning of oil production on "Chiraq" AIOC and the State Oil Company of Azerbaijan have shipped for export 218 tank ships (28 MM tons of oil) by the pipeline Baku - Supsa including 32 tankers (above 4.2 MM tons) with profitable oil of Azerbaijan.
The platform "Chiraq-1" have been installed in the Azerbaijan sector of the Caspian Sea in 120 km to east form Baku and 160 km from the Sangachal terminal at a depth of 120 meters. The drilling of the operation wells has been started on August 1997. The first oil has been produced on November 7 of the same year.

ON THE TURKISH AND GEORGIAN PIECES OF BTC TWO ADDITIONAL CONSTRUCTION AREAS WILL BE OPENED

BAKU.16.04.2004.MEDIA-PRESS: On the Turkish and Georgian areas of the construction of the MEP Baku - Tbilisi - Ceyhan two additional construction areas with attraction of additional technical facilities and human resources will be constructed for removing delay in schedule.
The delays in these pieces have been caused by large snowfalls in the southeast of Turkey and near the Georgian frontier. The analogous situation has been formed also in the construction of four pumping stations on the Turkish area of the pipeline. Here also for intensive snowfalls works were stopped. In connection with this a decision on block mounting of stations out of the construction areas has been accepted. After normalization of weather the ready blocks of stations were mounted directly on the construction areas.
By the words of Mr. D. Woodward, creation of additional construction area should not exceed the cost of the project as during projecting the special fund was provided for these purposes.
The President of BP-Azerbaijan has informed that in the Turkish piece of the pipeline welding operations have been completed by 30% and the construction of the pumping stations - by 20%. On the Georgian piece cleaning of the strip on length of 171 km has been carried out and above 157 km of pipes have been welded.
Still on February the Executive Director of BTC Co. Mike Townsend visited Turkey where he familiarized with the formed situation and conducted meetings with the leadership of the general contractor of the construction of the Turkish piece - the company BOTAS and government of the country.

THE FIRST PARTY OF THE AZERBAIJAN EXPORT OIL WILL BE DELIVERED FROM THE TURKISH PORT CEYHAN IN THE END OF JUNE 2005

BAKU.16.04.2004.MEDIA-PRESS: The first party of the Azerbaijan exports oil from the Turkish port Ceyhan will be delivered in the end of June of 2005. The President of the Company BP-Azerbaijan Mr. David Woodward has declared about this on the press conference.
By his words, the given forecast is based on that the first oil from the offshore platform "Central Azeri" will be produced in the beginning of 2005. All production process, delivering of it to the shore and filling up of the pipeline Baku - Tbilisi - Ceyhan (BTC) will continue up to June. 10 MM bbl of oil are required for filling up of the pipeline. At the same time Mr. D. Woodward has emphasized that if oil from "The Central Azeri" will be delivered earlier than planned date, then terms of delivering of the first party from the port Ceyhan will also change.
As to a rate of transit tariff for pumping oil by BTC, the President of BP-Azerbaijan has informed that in accordance with the present estimate of construction, tariff for shareholders of BTC Co (BTC) makes $3 per a barrel and it will be higher for other exporters. "At determination of tariff for non-shareholders of BTC Co we shall orient on the situation on the world markets and tariffs on other pipelines", - he has emphasized.

AFTER PUTTING INTO OPERATION OF THE MEP BAKU - TBILISI - CEYHAN THE PIPELINE BAKU - SUPSA WILL CONTINUE THE WORK IN THE USUAL REGIME

BAKU.16.04.2004.MEDIA-PRESS: After putting into operation of the Main Exporting Pipeline Baku - Tbilisi - Ceyhan the western pipeline Baku - Supsa will continue the works in the usual regime. The President of the company BP-Azerbaijan Mr. David Woodward has informed about this. He has emphasized that company participating in the development of the fields "Azeri - Chiraq - Guneshli" (ACG) have a right to export its oil portion by any route including the route Baku - Supsa. And as to the pipeline Baku - Novorossisk this pipeline will be used only as reserve, the Chief of BP-Azerbaijan has said.
We shall remind that only two companies ExxonMobil and Devon, which share totally slightly more 13.5% do not take part in the construction of the pipeline of BTC. Just these companies may deliver their oil by the pipeline Baku - Supsa.
Still on June of the past year, Mr. David Woodward declared that after putting into operation of the MEP Baku - Tbilisi - Ceyhan the oil pipeline Baku - Supsa provided for pumping early oil from the field "Chiraq" will not stay idle.
By his words, in period of maximum production on the fields "Azeri - Chiraq - Guneshli" every day more than 1 MM barrels of oil will be produced. 1 MM bbl of them will be delivered to the MEP (the project capacity of BTC) and the route Baku - Supsa, may transport rest volume. Earlier it was supposed that produced supplies of "Azeri - Chiraq - Guneshli" make 4.5 bn barrels of oil, however this rate was revised up to 5.3 bn. Thus, totally for the period of the development of "ACG" no less than 700 MM bbls of oil should remain for delivering to Supsa.
The pipeline Baku - Supsa by a length of 830 km has been laid from the Sangachal terminal up to the Georgian port Supsa, Three pumping stations, tow pressure reduction stations, check and management points - by 24 in Azerbaijan and Georgia, control valves - three in Azerbaijan and four in Georgia, control systems and radio stations on its route. 4 reservoirs by a volume of 250 000 bbls of each are in Supsa. With a help of oil-bulk platform terminal is capable to process tankers with deadweight up to 150 thou tons. Up to date up to 145 thou bbl of oil per diem are transported by it.

THE PROGRAM OF ADVANCE DRILLING ON THE FIELD "SHAKH-DENIZ" WILL BE COMPLETED UP TO THE END OF THE YEAR

BAKU.16.04.2004.MEDIA-PRESS: Up to the end of 2004 the company BP-Azerbaijan (the operator of the development of gas condensate field "Shakh-Deniz" in the Azerbaijan sector of the Caspian Sea) will complete the program of advanced drilling on this structure. The Vice-President of BP-Azerbaijan on the project of the development of the field "Shakh-Deniz" Mr. Rob Celly has informed about this.
At the present time a sinking of the third advance well is conducted. It is drilled from the bottom plate installed; a shift from a vertical here makes 2.3 km. The given well is the most complex from all advanced ones. A depth of the sea in this place makes about 101 meters. The project depth of the well makes 6285 meters.
As well Mr R. Kelly has informed that for the realization of "Phase-1" of the project "Shakh-Deniz" two wells are required. The third one is drilled as a reserve one. It is planned that the industrial production of gas on the field will starts on October 1, 2006.
By his words, total gas, which will be produced on "Shakh-Deniz" within "Phase-1" has been distributed already. The consortium has four agreements on gas deliveries - one with Turkey for 6.3 bn cubic metes per annum and two ones with Georgia - by 800 MM cubic meters in total and one agreement with Azerbaijan - by 1.5 bn cubic meters. Now the negotiations with the Azerbaijan International Operating Company (AIOC) on deliveries of 200 MM cubic meters of gas per annum, which will be used for operation of pumping stations of the pipeline Baku - Tbilisi - Ceyhan are conducted.
The "Phase-1" of the development of gas condensate field "Shakh-Deniz" by a cost of $3.2 bn includes the installation of the platform by 15 wells on the sea depth of 105 km, the construction of two underwater pipelines by a length of 100 km each one, from the platfom to the Sangachal terminal and as well as the construction of the South-Caucasus gas pipeline Baku - Tbilisi - Erzurum.
"Phase-1" provides production of 178 bn cubic meters of gas and 34 MM tons of condensate per annum. The maximum production makes 8.4 bn cubic meters of gas and 2 MM tons of condensate per annum In the further phases of the development it is supposed to produce about 16 bn cubic meters per annum.
BP(25.5%), Statoil (25.5%), the SOCAR (10%), LUKAgip (10%), OIEC (10%), TotalFinalElf (10%) and TRAO (9%) are shareholders of the project "Shakh-Deniz".

THE EXPLORATION DRILLING ON THE STRUCTURE "INAM" IN THE AZERBAIJAN SECTOR OF THE CASPIAN SEA WILL BE RESTORED IN THE BEGINNIG OF 2005

BAKU.16.04.2004.MEDIA-PRESS: The exploration drilling on the perspective structure "Inam" in the Azerbaijan sector of the Caspian Sea will be restored in the beginning of 2005. The President of BP-Azerbaijan Mr. David Woodward has informed about this on the press conference in Baku.
Up to date a new seismic map of the contract area has been made up, a point of construction of exploration well, which was approved by the partners of BP by project - the company Shell and the State Oil Company of Azerbaijan. The preparation works will be continued for 2004 totally.
By the works of Mr. D. Woodward, now the issue of determination of a drilling rig, from which sinking will be made, is considered. Either "Leader", "Istiglal" or SSDR will be this one.
As Media-Press has been informed, drilling of the first exploration well INX-1 was stopped in the spring of 2001 on a depth of 4550 m (at a project depth of 5025) for high stratum pressure. In connection with this a decision of not renewing of drilling until optimal version of activities continuation is found. Particularly a choice was concluded in continuation of sinking with using of the special equipment and drilling of new well. Just then Mr D. Woodward has noted that the first drilling well will remain preserved. If the second exploration well gives positive results, a possibility for restart of drilling works on the first one will be considered.
The contract of PSA type on exploration and development of the structure "Inam" was signed on July 21, 1998 and ratified on December 1, 1998 by the parliament of the country. The shareholders: the SOCAR - 25%, BP - 25%. Shell - 25%. A depth of the sea makes 30 - 150 meters. A total length of productive stratums makes 18 km, a width - 4.5 km, height - 700 m. A depth of location of productive stratums makes about 4500 meters.
By estimations of the specialists of the SOCAR, hydrocarbon supplies on "Inam" make 100 MM tons of oil and 100 bn cubic meters of gas. By conditions of the contract in case of revealing of the industrial oil supplies the field "Inam" will be operated for 25 years. Investments to the project will make $1.7 - 2 bn.
