AT LAST IN 10 YEARS INDIA HAS APPROVED THE PROJECT OF TRANSPORTATION OF THE IRANIAN GA THROUGH THE TERRITORY OF PAKISTAN

BAKU.06.08.2004.MEDIA-PRESS: The government of India has approved the project of laying of gas pipeline for deliveries of the Iranian gas to this country through Pakistan. As Iran news informs with a reference to the Minister of Oil and Natural gas of India, presently Delhi negotiates with the Iranian side on this issue.
The Indian Minister has explained that in accordance with negotiations conducted on the eve the official Delhi has declared about its interest in sharing in this project.
Earlier the Foreign Minister of India has declared that if Pakistan authorities are ready for guaranteeing of safety of this gas pipeline, Delhi will study this project.
For laying of the gas pipeline Iran - Pakistan - India for deliveries of the Iranian gas to India was offered in 1994, however it has not been realized for intensive relations between Pakistan and India and anxiousness of the Indian authorities on safety of this project. Since the beginning of operation of gas pipeline expenses of India on energy supplying in the country will reduce approximately by $300 MM and Pakistan will receive annually $600 MM for gas transit.


THE IRANIAN GAS WILL BE DELIVERED TO TURKEY IN ACCORDANCE WITH THE AGREEMENTS SIGNED EARLIER

BAKU.06.08.2004.MEDIA-PRESS: During recent negotiations in Tehran with the Premier of Turkey no new agreements on deliveries of the Iranian gas have been achieved and everything have remained in accordance with agreements signed earlier. By information of Iran news the Minister of Oil Mr Bijan Zangane has declared about this.
By his words, no changes have been introduced to the Iran-Turkish agreement and it remains into force. At the same time Mr. Zangane has signed that the negotiation process has not been finished and its results should be waited for.
We shall remind that during the visit to Iran of the Premier of Turkey Mr. Rejep Tajjip Erdogan Ankara has agreed with the transit of the Iranian gas to Europe by the territory of Turkey. This was one of conditions of Tehran for continuation of negotiations on issue of reduction of prices and volumes of the Iranian gas delivered to Turkey. And though Ankara has made in defiance of Washington when it had agreed with the Iranian gas transit to Europe, however it has not helped to it as we see. Tehran keeps its own opinion as we see.


THE KAZAKHSTAN TANKER "ASTANA" WAS LAUNCHED

BAKU.06.08.2004.MEDIA-PRESS: On August 5 of St. Petersburg on the Viborg Ship Making Plant the first Kazakhstan tanker "Astana" was launched, the Internet issue KZ-today has informed. The tanker was built by order of the shipping company "KazMorTransFleet", a half of shares of which belongs to the JC "KazMunayGaz" and a half - to the Ministry of Transport and Communications of Kazakhstan.
In the next time the works on equipping of the tanker will be made and also tests on start and movement. Suppsedly the ship will be put into operation in the fourth quarter of 2004.
The Russian bureau "Vimpel" (Nizni Novgorod) worked out the head tanker "Astana" provided for oil transportation. Its main characteristics are following: deadweight: 12 000 tons: a length - 149 m; a width - 173 m; a velocity - 10 knots. This is the first of three Kazakhstan tankers planned for construction on the Viborg plant.
As Media-Press has informed, Kazakhstan will pay out $42 MM for tankers; expectedly a portion of this total will be transferred as a credit of the ERDB. These ships will be used on the routes Aktau - Baku and Aktau - Makhackala. As it is known, the ships of the Caspian Shipping Company having the largest tanker fleet in the Caspian Sea carry out the main part of the maritime oil transportations from Kazakhstan. Moreover, the Russian and Iran ships operate in transportation of the Kazakhstan oil.


FOR SEVEN MONTHS 12.72 BN KWT/HOURS OF ELECTRIC ENERGY WAS PRODUCED IN AZERBAIJAN

BAKU.06.08.2004.MEDIA-PRESS: Since the beginning of the current year 12.72 bn kWt/hours were produced in Azerbaijan. The major part of this volume makes 10.786 kWt/hours was produced in the heating electric power stations.
As press-service of the JC "Azerenerji" for this period Azerbaijan has imported 1.452 bn kWt/hours. The Russian electric power made the major part of import - 889.022 MM kWt/hours. 333.228 MM kWt/hous were received from Iran and 229.667 MM kWt/hours of electric power were received from Turkey.
All electric power delivered to Azerbaijan from Iran and Turkey is delivered to the National Autonomous Republic (NAR).The Autonomous Republic receives 100 MWt from Iran, 40 MWt from Turkey and above 20 MWT is produced by the local HES "Araz".
On July production of electric energy in Azerbaijan made 1.49 bn kWt/hour. 1.213 bn kWt/hours made a share of heating electric power stations and a share of hydroelectric power stations made 227 MM kWt/hours of electric energy.

The history shows that many ultra-pessimistic as well as ultra-optimistic forecasts of experts were not justified in the major number of cases, the analythical material published on the site of the international information agency The Washington ProFile reports.
Oil as energy carrier is not anything uncial. Earlier coal was the main energy source and a crude for chemical industry. Still in 1780-s forecasts on exhausting of the European coal shafts appeared. However, in 21st century significant supplies of coal are on the territory of the Western Europe and nobody develops them, because this is not profitable.
In 1875 the first forecast on the world oil supplies has appeared. Mr. Jon Newberry, the chief geologist of the state Ohayo made it. He has declared that the world oil supplies will be over soon. In 1880-s top-manager of the largest oil company of this period Standard Oil sold his own shares of the company as he has concluded that oil is over.
In 1973 the analyst of the State Department of the USA Mr. James Akins has published the book "The OIL Crisis:The Time Is Wolf is Here", where he made quite pessimistic forecast on the world oil supplies". In 1975 the Research Center The Club of Rome declared that humanity will reach maximum level of production in 2003. In 1979 the President of the USA Mr. Jimmy Carter has declared on a base predictions of the CIA has declared that the wells in the world have showed the bottom.
Mr. Colin J. Campbell, the author of the book "The Coming Oil Crisis", which was published in 2003 proves that the highest level of the period of opening of the new oil fields was reached in 1960-s. Since this period the humanity consumes more oil than opens new supplies. This, by opinion of Mr. Cambell, proves that the world slowly, but rightly moves to the colossal oil crisis, which is able to destroy economics of all countries. In 2003 the International Energy Agency has forecasted that up to 2030 the oil production will be reduced in the whole world excepting the Persian Gulf where it will grow. The highest level of the world production will be reached in 2010. The International Energy Agency supposes that there are approximately 1 trln tons of oil on fields unopened for the present and 70% of this crude is outside of the Middle East.
By the data of the research conducted by the company the British Petroleum, the situation is heavier much: explored oil supplies of Canada, Vietnam and the Great Britain at the present rates of the production must be over six years, Norway - in 8 years; the USA - in 11 years; Turkmenistan - in 12 years; Russia - 19 years; Kazakhstan - in 27 years; Azerbaijan - in 61 years; Mexico - in 21 years; Nigeria - in 30; Qatar - in 55; The fields of the Saudi Arabia should be sufficient for 85 years; the UAE - for 114 years; Kuwait - 127; Iraq - for 128 years. By data of the American Petroleum Institute, 95% of available oil sources in the world will be exhausted in the next 56 years, the rest 5% will exhaust in 88 years. Thus the human world has maximum 30 - 50 years for replacing of oil.
By estimates of the expert of energy Mr. Vaslav Smil, the world oil supplies are strictly limited. By his accounts, the developed oil fields contain 850 bn barrels plus 150 bn bbl are in the fields already explored. Thus, the world oil supplies of oil will scarcely exceed 1 trln bbl - this only approximately fifth part of the oil volume already used by the humanity. In accordance with this forecast, in a case if some method of sharp oil economy will not be found the world supplies will be sufficient for more than several ten years. For comparison: the world supplies of coal are estimated in 1 trln tons at the present level of consumption it must be sufficient for 230 years.
The group of scientists entering to the organization "Association For the Study of Peak Oil" have concluded that oil production peak in the world will be reached in 2008. The leader of the organization Mr. Kjel Alekletti operates the following comparison: For all the time of the commercial oil consumption the humanity "has drunk" nine "glasses". Now peace consumes 1 glass of oil per annum. Approximately 9 or 10 glasses stay in freezer that means they stay in explored fields. Nobody knows, how much oil is hidden into depth of the Earth. Mr. Alekletti believes that there are no more than three ones.
However, forecasts quite often appeared far from reality. By information of the professor Mikle Adelman, the employee of the Massachusetts Institute of Technology, in 1970 the explored oil reserves of the countries of the OPEC was estimated by a volume of 412 bn bbl. By 2003 they produced 307 bn bbl and their explored reserves are estimated by 819 bn. Just then the state, which did not join to the OPEC, produced 460 bn and their supplies now are estimated by a volume of 209 bn. Mr. Adelman believes that errors in forecasts are explained by lack of knowledge. For example, a quarter of century ago technologies have not allowed oil production from the marine fields, the depth exceeding 500 meters. Now oil is produced from depths of 4 - 5 km.
The US Department of Energy publishes annually forecast on perspectives of different kinds of energy. In the report of 2004 analyzing the situation, which may be formed by 2025, it is confirmed particularly that the world prices for oil will grow gradually, however rates of the growth will not exceed ones registered during last tens years. In 2010 the world prices for oil will vary within ranges $16.36 per barrel up to $32.80. In 2025 - $16.49 - $34.90.
The state of the world prices for oil will certainly affect on rates of the production of fields being used and development of new ones. For example, at low prices for oil it will be unprofitable for oil companies to produce oil from small offshore fields. Oil consumption depends also on the technical progress, which allows operate more successfully available fields, process and consume oil more economically.
For example, the technology of "horizontal drilling" (the drilling is done not only "from top to bottom", but also to the side) allows produce 50 - 60% of available oil - in distinction from 35%, which may be produced at using usual technologies. If similar technologies are developed successfully and used, oil consumption will remain on the former level or even reduce slightly. Moreover, there are some perspective technologies of artificial oil production, The Washington ProFile notes.


IN RESULT OF THE AZERBAIJAN-IRAN NEGOTIATIONS BETWEEN THE HEADS OF THE STATES TEN DOCUMENTS WERE SIGNE IN BAKU

BAKU.06.08.2004.MEDIA-PRESS: Nine bilateral documents were signed in Baku on August 5 in result of the Azerbaijan-Iran negotiations between the Heads of the states. They include intergovernmental agreements on trade, security and law-enforcement activities, cultures; memorandums on development of frontier trade, interaction of the railways, environment protection entities.
Two finance documents have been also signed. The first of them provides allocation of $75 MM by Iran for projecting and construction of energy substations and electric power station Imishli - Ali-Bairamli - Astara, which will connect energy systems of both the countries, improve their reliability.
In accordance with the second agreement Iran will allocate $40 MM to Azerbaijan for reconstruction of car road Baku - Astara, which will become the important segment of transport corridor "North - South".
The JC "Azerigaz" and the National Gas Company of Iran signed else one bilateral document. It will allow adjustment of swapping of natural gas between two countries providing its deliveries to Nakhchivan. By data of "Azerigaz", deliveries of the Iranian gas will start since autumn of 2005 up to the end of which its volumes will make 80 MM cubic meters. Gradually volumes of deliveries of the Iranian gas will be increased up to 350 cubic meters per annum.
The President of the AR Mr. Ilham Aliyev has emphasized the great significance of signed documents. He has noted that in result of realization of achieved agreements "thousands of working places will open in Azerbaijan and energy - gas swapping will allow ensuring uninterrupted providing some regions of the country with fuel and electric power".


MR. ILHAM ALIYEV: AZERBAIJAN WILL LIBERATE CERTAINLY ITS LANDS

BAKU.06.08.2004.MEDIA-PRESS: Azerbaijan supports the soonest establishing of peace in the region of the South Caucasus, however, the Nagorni Karabakh conflict is the main barrier on this way. The President of the Azerbaijan state Mr. Ilham Aliyev has said on the joint press conference with the President of Iran Mr. Mohammad Hatami on Thursday in Baku.
Saying about the occupation of Nagorni Karabakh and other Azerbaijan lands by Armenia Mr. I. Aliyev has emphasized tha "this aggression, certainly cannot continue for a long time". "Azerbaijan will liberate its lands. We want get this by peaceful methods and so participate in the negotiation process and demand that the conflict is adjusted on a base of international laws and territorial integrity of Azerbaijan", - the President has said.
By the words of Mr. I. Aliyev, peace and stability will come to the region only in a case of stopping of the Armenian occupation of the Armenian lands and "for the present full scale regional cooperation is impossible".
"We have constantly felt assistance of Iran in very painful problem of Azerbaijan - the conflict between Armenia and Azerbaijan, the Nagorni Karabakh conflict", - the President of Azerbaijan Mr. Ilham Aliyev has declared.
"We want very much that the Azerbaijan-Iran relations develop in all directions, our relations strengthen", - the President of Azerbaijan has emphasized. He has showed that the agreement on cooperation in the security field between Azerbaijan and Iran signed in Baku on Thursday should promote to this. "This agreement will allow connection of relevant services of both the countries and combine their actions", - Mr. Aliyev has said.
Mr. Hatami has emphasized in his turn "our common history, religion and culture are guarantees of relations between Iran and Azerbaijan". "The common borders connect our mutual security and development to each other", - he has noted. "We consider the security of Azerbaijan as our own one", - the Iranian President has emphasized.
Iran supports the peaceful adjustment of Nagorno-Karabakh conflict and render assistance within its powers for its adjustment, Mr. Hatami has declared. "I declare that Nagorni Karabah is the territory of the AR and belongs to it",- the President of Iran has emphasized.

MR. MOHAMMAD HATAMI: IRAN IS READY FOR ASSISTANCE TO BAKU IN ADJUSTMENT OF REGIONAL CONFLICTS

BAKU.06.08.2004.MEDIA-PRESS: Iran supports for cooperation with Baku in ensuring of regional safety, the President of Iran Mr. Muhammad Hatami has declared speaking in the Parliament of Azerbaijan on Friday.
"We are friendly states with Azerbaijan and want live in conditions of mutual security. We support regional cooperation in adjustment of conflicts; Iran may render assistance in their adjustment", - Mr. M. Hatami has said.
"Our cooperation has great potential. Now we cooperate in such fields as energy, gas, oil, transport", - he has said. "However, Iran is not limited by only economic cooperation. We are ready for presenting our ideas in the development of cooperation in the field of policy, science, culture", - Mr. M. Hatami has added.
The Iranian President has emphasized significance of cooperation on issues related to the Caspian Sea. "We are worried by the ecological safety in the Caspian Sea and presently conduct successfully important negotiations on determination of legal status of the reservoir", - he has said.
Mr. Mr. Khatami has condemned "applying of double standards at solving security problems by some powerful states especially when the question is about Muslim world".
The Iranian President has emprhasized that "Islam - this the religion of peace, which condemns resolutely terrorism and opens new horizons for cooperation".


AZERBAIJAN MAY RISE A QUESTION ON PURPOSEFULNESS OF CONTINUATION OF NEGOTIATIONS WITH ARMENINA ON NAGORNI KARABAKH

BAKU.06.08.2004.MEDIA-PRESS: Azerbaijan may put a question on purposefulness of continuation of negotiations with Armenia on adjustment of the conflict between Armenia and Azerbaijan. The Foreign Minister of Azerbaijan Mr. Elmar Mamedyarov has declared this to journalists. By his words, this is associated with continuation of provocations and illegal actions conducted by the American side such as military maneuvers on the occupied Azerbaijan territories and preparation for conduction of "the municipal elections of self-announced "NKR"" on August 8.
"If the Armenian side goes further in such way this may result to very large difficulties in the negotiations", - the Minister has said. "If co-chairmen of the Minsk Group of the OSCE on Nagorni Karabakh do not express categorical protest against the actions of the Armenian sides, we shall seriously think about this", - Mr. Mamedyarov has said.
"This is very serious issue and our relation to it is very serious", the Foreign Minister of the AR has said in conclusion.


SINCE THE BEGINNING OF THE YEAR 535.5 THOU TONS OF OIL WERE PRODUCED ON THE ONSHORE FIELDS OF AZERBAIJAN

BAKU.06.08.2004.MEDIA-PRESS: The joint ventures and operation companies developing onshore fields of Azerbaijan have produced 533.5 thou tons of oil for January - July of 2004. This is higher by 22.4% than forecasted volumes.
As to oil deliveries, for the mentioned period it has become 493.5 thou tons and this exceeded plan rates by 14.6% and by 3.6% the analogous period of 2003.
The gas production on the onshore fields for January - July has made 75.6 MM cubic meters ad this is by 44.3% higher than it was planned. 32.2 MM cubic meters were delivered to the state and this less by 19.9% than it had been forecasted.
On the onshore fields of Azerbaijan two operatic companies operate - Karasu Operating Company (the block "Mishovdag - Kelametdin") and Salyan Oil (the block "Kyursangi-Garabagli") and as well as three JC - the Azerbaijan-German AzGerNeft (the field "Ramani"), the Azerbaijan-British Shirvan Oil (the field "Kyurovdag" and the Azerbaijan-Turkish Anshad Petrol (the block "Neftchala-Khilli-Durovdag").


ON JULY 313.2 MM CUBIC METERS OF GAS WERE DELIVERED TO THE STATE ON JULY

BAKU.06.08.2004.MEDIA-PRESS: On July 313.2 MM cubic meters of gas were delivered on July. The State Oil Company of the Azerbaijan Republic has delivered 279.8 cubic meters; joint companies delivered 1.8 MM cubic meters and the Azerbaijan International Operating Company (AIOC) on the development of the fields "Azeri - Chiraq - Guneshli" produced 32 MM cubic meters.
309.6 MM cubic meters of gas were delivered to the system of the JC "Azerigaz" from the mentioned volume and this less by 8.2% than it was planned. The rest 3.6 MM cubic meters were delivered to the Azerbaijan Gas Processing Plant (AGPP). This is less by 45.5% than it had bee forecasted. Totally "Azerigaz" has received 1.641 bn cubic meters of gas and the AGPP has received 804.9 MM cubic meters of gas since the beginning of the year.
Azerbaijan needs in up to 10 - 12 bn cubic meters of gas per annum. In the past year Azerbaijan purchased 4 bn cubic meters of "blue fuel" from the international group of companies "Itera". This year "Gazprom" replaced "Itera" and plans to deliver 2.75 bn cubic meters of the natural gas to Azerbaijan. Recently else one agreement between the SOCAR and the CJC "KazRosGaz" has been signed on deliveries by 4.5 bn cubic meters of gas.
The CJC "KazRosGaz" started the gas deliveries since January of the current year. For January - February Azerbaijan has imported already almost 1 bn cubic meters of gas from Kazakhstan. The SOCAR purchases the Kazakhstan gas for $52 per 1 thou cubic meter. The annual import gas demand of the Azerbaijan market makes about 6 bn cubic meters.
The republic will receive the subsidiary volumes of gas also since within the frameworks of the project of extension of the Sangachal oil terminal the gas drying installation will be installed. Today all oil delivered to the terminal is separated from water and gas. Received gas is liquated. The construction of new installation would not allow liquating gas, but delivering it to the State Oil Company of Azerbaijan, which in its turn will deliver it to consumers. Gas will be burned in flames only in emergencies. For realization of this idea the SOCAR also plans to build special gas receiving installation and the pipeline up to the Sangachal gas distribution point.


THE MINISTER OF FINANCE AZERBAIJAN: INCREASING OF INNER PRICES FOR THE NATURAL GAS IS NOT EXPECTED IN THE NEXT TIME

BAKU.06.08.2004.MEDIA-PRESS: The increasing of inner prices for natural gas in Azerbaijan is not expected in the next time, the Minister of Finance of Azerbaijan Mr. Avaz Aleskerov informed journalists.
By the words of the Minister, the government has not concrete versions of increasing of prices and this issue is opened for this moment. He has noted also that in the current year compensations for a case of increasing of prices for gas are provided. "However if such decision is taken, means for paying out of compensations will be taken from the reserve fund", - Mr. A. Alekperov has emphasized.
We shall remind that earlier the Minister of the Economic Development of Azerbaijan Mr. Farhad Aliyev has declared that on August the government will take a decision on increasing of inner price for natural gas. By his words the Cabinet has discussed already this issue and the final decision should be taken on the Tariff Council.
By the words of Mr. F. Aliyev, a price for gas in Azerbaijan in lower in some times than in Georgia, Armenia, Russia, Turkmenistan and Kazakhstan. A necessity of increasing of prices for gas has been caused by that Azerbaijan imports it for $52 - 55 per 1 thou cubic meters and sells it to people for $7 - 7.5.
Just then the Minister declared that the new price will be calculated as an averaged rate of prices for gas being produced in Azerbaijan and imported one. Mr. F. Aliyev has said also that in connection with the increasing of prices for poor layers of the population certain compensations will be provided.
INQUIRY: The State Oil Company of the Azerbaijan Republic produces annually slightly higher than 4 bn cubic meters of gas. The Azerbaijan International Operating Company delivers free of charge about 1 bn cubic meters of gas from the field "Chiraq". About 5 bn cubic meters are imported form Russia. The government has declared repeatedly that received gas is delivered only to the electric stations of the country and the population will receive gas produced in the country, a self-cost of which is cheaper than imported one.
In the first half a year of 2004 consumers paid out only 86.4% from the total volume of received gas. And the population has paid out 90% of the deliveries. Meanwhile in 2003 this rate made 66.8%. Evidently a growth is available. If prices for gas for population are increased, payments for it will reduce again.
From 500 thou of clients of the Baku gas network 10% of the populations have gas counters and they pay out for really consumed gas volumes. The rest consumers pay out in accordance to a number of gas consumption devices independently from the quantity of used fuel. The JC "Azerigaz" tries to provide all gas network consumers for such counters, however means are not sufficient for this.


A PRICE FOR OIL HAS GOT AGAIN THE HISTORICAL MAXIMUM IN EXPECTATION OF REDUCTION OF DELIVERIES TO THE WORLD MARKET

BAKU.06.08.2004.MEDIA-PRESS: On Friday the price for the September future contracts for oil of marke WTI has got historical maximum since the 1983 year during trades in the electronic system of the New-York goods barge NYMEX and made $44.73 per barrel, the agency Bloomberg reports.
A price for the Septemeber futures of WTI on the NYMEX increased by 3.7% (by $1.78) - up to $44.41 pe barrel on August 5.
Prices for oil increase in expectation of reduction of volumes of deliveries of hydrocarbon crude to the world market and insufficiency of reserve capacities for growing of production. Demand for crude stays high.
Analysts believe that the development of the situation with the Russian OC "YKOS" as well as political instability in Iraq, Nigeria, Venezuela causes the further growth of prices for oil.
Besides, the information about fire on the large oil processing plant of the company BP Plc. In Texas (the USA) with a capacity of 470 thou bbl of oil per diem has affected on growing in prices for oil.
On the International Petroleum Barge in London (IPE) prices for futures of mark Brent for September grew up to $41.12 (+$1.42) per barrel on Thursday. And rating of September contracts for Brent on the NYMEX on August 5 increased by $1.40 - up to $41.11 per barrel.
On Thursday a price of the Russian oil Urals (c.i.f. ports of the Mediterranean Sea) has made $38.89 per barrel and this is by $1.31 higher than spot for August 4. Price for export oil from Russia with delivering to the ports of the Western Europe (URALS c.i.f. N. W. Europe) made $38.79 per barrel (+$1.31); Siberian Light (c.i.f. N. W. Europe) - $41.29 per barrel (+$1.36).
