SINCE THE BEGINNING OF THE YEAR VOLUME OF THE INDUSTRIAL PRODUCTION IN AZERBAIJAN HAS MADE 15.5 TRLN MANATS ($3.16 BN)

BAKU.27.08.2004.MEDIA-PRESS: The volume of the industrial production in Azerbaijan made 15.5 trln manats or $13.6 bn for seven months of the current year and exceeded the analogous rate of 2003 by 4.4%.
Production on processing enterprises grew by 11.1% and a regress by 0.8% was registered in producing ones. In sectors of production and distribution of electric energy, gas and water the growth made 3.9%.
For January - July the a cost of total production made 7.11 trln manats; 7.07 trln manats in the processing industry; 1.29 trln manats in electric, gas and water supplying.
A share of the producing branch made 45.9% of production; 45.7% - processing branch; electric, gas, water supplying made 8.4%. On January - July of 2004 a growth of production in the private sector of industry made 2.7%.


THE AVERAGE MONTH SALARY IN AZERBAIJAN MADE $94.6 ON JANUARY - JULY

BAKU.27.08.2004.MEDIA-PRESS: The total of average month salary in Azerbaijan on January - July of 2004 made 463.9 thou manats ($94.6) and this is by 23.7% higher than for the analogous period of 2003.
By data of the State Statistic Committee, the highest level of the salary was registered in producing industry; finance intermediary and commercial spheres as well as construction industry. The nominal average salary of persons combining jobs made 216.1 thou manats in the current period and it made 350.6 thou manats and 350.6 thou manats for persons who work in accordance with civil-legal agreements.
By the beginning of August 2004, a number of able-bodied residents of Azerbaijan made 3.808 MM persons or 46.5% from the total number of population. By the official data, 98.55% (3.753 MM persons) of able-bodied population are engaged in different economical spheres; 1.45% or 55.4 thou persons have unemployed status.
On January - July of 2004 6 persons pretended for one vacant job place. Women make 52.8% among persons who received official unemployed status. On July a total of allowance made 136.3 thou manats or 28.6% from the average month salary of hired employees.
The official rate of exchange on August 27 makes 4904 manats/$1.


THE MINISTRY OF ECONOMIC DEVELOPMENT OF AZERBAIJAN WILL CONDUCT THE INVESTMENT CONFERENCE IN GYANJA ON SEPTEMBER 13 - 14

BAKU.27.08.2004.MEDIA-PRESS: The MED of Azerbaijan plans holding of conference devoted to opportunities for investments to the western region of the country on September 13 - 14 in Gyanja, which is the second industrial center of the republic.
As the agency "Interfax-Azedrbaijan" has been informed in the Ministry of the Economic Development, the conference is organized jointly with the Fund of encouragement of investments and consultations. Participation of the international finance organizations as well as foreign businessmen is expected.
Presently the MED prepares a list of the most attractive investment projects, which will be offered to the investors for financing. THE INTERNATIONAL SEMINAR ON ACTIVITIES OF THE CONSTITUTION COURTS WILL BE HELD IN BAKU

BAKU.27.08.2004.MEDIA-PRESS: The International seminar "Role of Precedent in Practical Activities of the Constitution Courts" will be held in Baku on September 3.
"The issue of influence of foreign practice on activities of the Constitution Court of some country is very actual in Europe presently", - officials of the International Relations Department of the CC said to the agency "Interfax-Azerbaijan" on Thursday.
Participation of the secretary of the Venetian Commission of the European Council Mr. Janny Bukikkio, the Chief of the Constitution Court of Russia Mr. Valeri Zorkin and officials of the courts from other countries is expected.
By the words of the official of the CC of Azerbaijan, the CC of some countries of Europe use practice of not only the European Court on Human Rights, but also courts of other countries.
"The Constitution Court of Azerbaijan has also used a reference to experience of foreign courts, however using of such practice has especial significance today considering a right of residents of the country on submitting of compliances to the CC, which became possible recently", - officials of the Azerbaijan CC have noted.
The new law "On Constitution Court of Azerbaijan", which establishes regulations of submitting and consideration of private compliances was accepted in the end of 2003.


THE AZERBAIJAN EXPERTS WILL FAMILIARIZE WITH ACTIVITIES OF THE PUBLIC TELEVIZION IN THE USA

The visit of the Azerbaijan delegation will take 21 days. The officials of the National Council have noted that the US State Department finances the visit.

8.75 MM TONS OF OIL HAVE BEEN PRODUCED IN AZERBAIJAN FOR SEVEN MONTHS

BAKU.27.08.2004.MEDIA-PRESS: For seven months 8.75 MM tons of oil and gas condensate were produced for seven months and this is by 2.4% less than for the analogous period of 2003.
A share of the State Oil Company of the Azerbaijan Republic (SOCAR) and joint companies founded with its sharing made 5.217 MM tons; the Azerbaijan International Operating Company (AIOC) produced 3.533 MM tons of oil on the field "Chiraq". Here the production reduced by 7.4% as compared with the same period of the past year.
Gas production for the current period reduced by 3.8% and made 2.861 bn cubic meters and casing-head gas made 1.732 bn cubic meters. It was produced by 5.9% less than for seven months of 2003. And the industrial production of gas reduced by 0.4%.
In accordance with forecasts, in 2004 oil production in Azerbaijan will make 15.45 MM tons and the SOCAR will produce 8.75 MM tons; the AIOC - 6.7 MM tons. 9.2 MM tons of oil will be exported. 6.7 MM tons will be pumped by the pipeline Baku - Supsa and 2.5 MM tons by the route Baku - Novorossisk.
Gas production in 2004 will make 5.02 bn cubic meters.


THE SWISS COMPANY TAURUS PETROLEUM HAS PURCHASED THE SECOND SEPTEMBER PARTY OF OIL OF THE STATE OIL COMPANY OF THE AZERBAIJAN REPUBLIC

BAKU.27.08.2004.MEDIA-PRESS: The Swiss Company Taurus Petroleum has purchased the second oil party of the SOCAR exported via the pipeline Baku - Novorossisk.
As Media-Press has been informed in the Marketing and Economic Operations Office of the SOCAR, Taurus Petroleum has won the tender on purchases of 130 thou tons of oil. Its shipment from the port of Novorossisk should take place on September 25 - 27.
We shall note that the French company Total S.A. has purchased the first September party of oil by the same volume of 130 thou tons.
The SOCAR has approved volume of export for this year by the route Baku - Novorossisk on a level of 2003 - 2.5 MM tons. In accordance with the intergovernmental agreement between Russia and Azerbaijan on oil exportation signed on January, 1999 it is prolonged automatically each year if one of the sides does not inform another one about intension of it denunciation before half of a year up to its expiry date. The sides may change the document each five years by mutual agreement.


THE PRODUCTION OF OIL PRODUCTS INCREASED BY 13.5% FOR SEVEN MONTHS

BAKU.27.08.2004.MEDIA-PRESS: For January - July of 2004 production of oil products on the Azerbaijan oil processing plants has increased by 13.5% in comparison with analogous period of the past year.
459.4 thou tons (a growth makes 15.2%), 1.05 MM tons of diesel (a growth by 16.9%), 367.2 thou tons of kerosene (by 2.2% less), 1.539 MM tons of mazut (a growth makes 13.9%), 160.5 thou tons of primary benzene (a growth makes 19.7%), 45.8 thou tons of oil bitumen (a growth makes 24.1%), 25.3 thou tons of lubricated oils (a growth makes 70.9%) were produced.
There are two oil-processing plants in Azerbaijan - "Azerneftyag" and the plant by the name of G. Aliyev (the former "Azerneftyanajag"). The first one by a capacity of 14 MM tons is specialized on issue of lubricated oils and other oil products. "Azerneftyanajag" is specialized on issue of light fractions of oil products. Its capacity makes 8 MM tons.
In accordance with forecasts of the government, in 2004 a growth of production of main oil products is expected. The production of benzenes will increase by 3.51%, diesel fuel - by 5.1%, aviation fuel - by 2.9%, oil coke - by 5.7% and oil bitumen - by 60%. Reduction of volumes of production in 2004 is forecasted only in accordance with furnace mazut. 2.14 MM tons of it should be produced and this is by 11.3% less than in 2003.


THE RUSSIAN GAS DELVERY TO AZERBAIJAN HAS BEEN STOPPED FOR ACCIDENT ON THE PIPELINE

BAKU.27.08.2004.MEDIA-PRESS: The Russian gas delivery to Azerbaijan has been stopped for accident on the main gas pipeline Mozdok - Gazi-Magomed, - the dispatching service of the JC "Kaspiigazprom" (it joins to the JC "Gazprom") has informed the agency "Interfax-Yug".
The accident has emerged on August 26, in the evening on the territory of the Chechen Republic in the region of the station Chervlenaya in the Shelkovski District; in result of breaking of the gas pipeline gas supplying of Chechnya was stopped and the Russian gas transit to Azerbaijan was stopped too.
Commission, which should determine a cause of the accident and a volume of required repair-restoration works, operates on the accident place.
The dispatching service of the JC "Kaspiigazprom" informs that in spite of the emergency, population of Dagestan will be supplied by gas in sufficient volumes.
By preliminary information, about 22.00 by Moscow time, on Wednesday a leakage of gas occurred in 10 km from the station Chervlenaya and then it fired. About 24.00 o'clock gas delivery in this section was stopped, - the source has informed.
Gas import from Russia to Azerbaijan began from the end of 2000 by the gas pipeline Shirvanovka - Mozdok - Gazi-Magomed. In the period of 2001 - 2003 gas was purchased from "Itera", and since 2004 - from "Gazexport".
Gas deliveries are carried out on a base of the contract signed between the State Oil Company of the Azerbaijan Republic and the JC "Gazexport". In accordance with the contract, "Gazexport" will deliver 5.5 bn cubic meters of gas for $52 per 1 thou cubic meters.
The major part of the imported gas is delivered to heating electric power stations for electric power production. Owing to the import gas producing in Azerbaijan in volumes slightly more 5 bn cubic meters per annum is delivered for satisfaction of needs of the population of the country.


ANKARA STUDIES 5 PROJECTS OF PIPELINES ROUNDABOUT BOSPHORUS

BAKU.27.08.2004.MEDIA-PRESS: By data of the English Business Newspaper "Financial Times", Turkey is ready for offering "absolute cooperation" in submitting of licenses for construction of onshore pipelines for oil transportation.
In accordance with the available information, for the present the Ministry of Energy of Turkey studies 5 pipeline projects. Two from them provide construction of oil pipeline by a length of 193 km. The Turkish businessman finances one of the projects: he has concluded memorandum on mutual understanding with the Russian oil pipeline monopolist "Transneft" and company TNK-BP.
By opinion of experts in oil circles, the Russian authorities will scarcely agree with the offer of Turkey, because they would consider this violation of a right of Russia on free passage through Bosphorus, Sea of Marmara and Dardanelle.
Greece has used rapidly the dispute between Russia and Turkey. On August 9 in Moscow the meeting between the Minister of Industry and Energy of the RF Mr. Victor Khristenko and the Deputy Minister of Development of Greece Mr. Salagudis was held and opportunities of realization of project of construction of oil pipeline Burgas - Alexandrupolis roundabout Bosphorus were discussed. The total length of this route makes about 300 km. The diameter of the pipeline makes 1000 m. A number of pumping stations is 2 - 3. However the point is not Greece.
The conflict between Turkey and Greece, which flows presently in "soft and diplomatic form" started in the mid of January of this year. Then the authorities of Turkey introduced in the next time temporary limitations on passage of the Russian tankers through the Black Sea Straits and this caused immediately crisis on oil processing plants of the Southern Europe. And as a consequence - significant increasing of cost of oil on the European Energy market takes place.
Indeed, the problem exists. Its essence is in that conditions of navigation in the straits, especially in Bosphorus are complex enough. In particular, a width of the narrowest place of Bosphorus makes about 600 m and besides, ships make turns under right angle in practice when pass through it. This creates enough serious treaty of ecological emergency in the case if accident with some large tanker takes place in region of Istanbul populated by many millions citizens.
Similar accidents have taken place. For example a serious accident emerged on March 13, 1994. Then tanker under the guise of Cyprus, which transported about 100 thou tons of oil clashed with dry cargo carrier. A fire emerged and about 13 thou tons of oil were poured out into the water; the fire continued for 4 days. This has stimulated the Turkish government for acceptance of new regulations for navigation in the straits.

The first is growing of intensity in relations between Russian and Turkey; and however for the present Russia has not chances for making the Turkish side to yield. The second variant is in searches for oil transportation ways, which would allow passing roundabout Bosphorus and Dardanelles. The oil pipeline mentioned above is among them. The project of it is considered actively enough presently in Russia, Bulgaria and Greece.


IRAN WILL ALLOCATE $30 MM TO ARMENIA FOR CONSTRUCTION OF THE PIECE OF THE GAS PIPELINE IRAN-ARMENIA

BAKU.27.08.2004.MEDIA-PRESS: Iran will allocate credit of $30 MM to Armenia for construction of the Armenian piece of the gas pipeline Iran - Armenia. The Minister of Energy of Armenia Armen Movsisyan has said.
By his words, for these means a section of the gas pipeline from town Agarak bordering with Iran to Kajaran should be built. Credit will be allocated with annual rates of interest by 5% with a term of redemption of 7.5. "These conditions are receivable for Armenia and we may use them for commercial purposes in construction of the gas pipeline", - the Minister has said.
He has added that the construction of the Armenian piece of the gas pipeline is planned to start up to the end of 2004. As to the piece from Kajaran up to Yerevan, it will be built in account of the Armenian side. Armenia will pay out for the credit by electric power deliveries, he has said. The Minister has added, that Iran has started already the construction of its piece of the gas pipeline, ARMINFO informs.


ON SEPTEMBER 425 THOUSANDTH TON OF OIL WILL BE PUMPED INTO THE PIPELINE "ODESSA - BRODI"

BAKU.27.08.2004.MEDIA-PRESS: The JC "Ukrtransnafta" continues filling up of the pipeline "Odessa - Brodi" by the technological oil, which is delivered in accordance with the contract with the Russian-British company "TNK-BP".
As the correspondent of the internet-newspaper "Vslukh. Ru" has been informed in the public and press relations of the JC "Ukrtransnafta", by August 25, 2004, 250 thou of technological oil have been delivered to Ukraine from Russia and to date it is transported by the Pridneprov main oil pipeline in direction to the pipeline "Odessa - Brodi". From the beginning of the works 130 thou tons of oil have been pumped to the oil pipeline and 280 km of route "Odessa - Brodi" have been filled up.
On September technological oil pumping should be completed in accordance with the schedule. Its total volume makes 425 thou tons.


TEHRAN WILL NOT PREVENT TO SHARING OF THE CASPIAN SEA IF OTHER CASPIAN COUNTRIES WANT TO SHARE IT

The Ambassador of Iran in Moscow Mr. Golyamreza Shafei has said this in exclusive interview to ITAR-TASS. At the same time he has said that the Iranian side "considers the Caspian Sea "common sea of the countries of the basin".
By his words, on the base of agreements of five Caspian countries on necessity of consensus in decision of problems, Iran constantly maintained collective efforts on working out of agreements on the Caspian Sea". At the present time the work on preparation of summit meeting of five littoral states (Iran, Russia, Azerbaijan, Kazakhstan, Turkmenistan) is gone. "Holding of the summit should take place soon in Tehran", - the Iranian Ambassador has said.
"In result of continuing negotiations of "five" a part of problems associated with agreeing of convention on legal status of the sea have been solved", - Mr. Shafei has noted. - Other issues including safety, using affiliated ways, demilitarization and non-interference of states, which are not related to the region, remain in the agenda". "An order of determination of sea status and share of each country in resources of the bottom remain unsolved. "In spite of efforts, agreement on this issues have not been got for the present", - the diplomat has said.
Tehran "bases on bilateral agreements with Russia and the USSR dated from 1921 and 1940" when adjusts the problems. Everybody should respect this documents and they must remain a base for five-sided negotiations, - Mr. Shafei thinks. - Iran believes that agreement of "five" on joint using of the Caspian Sea may become the best response to treaties for the region. This will "mostly correspond to interests of saving of the sea".
"However, if some countries want sharing of the sea, Iran will not prevent to this, - he has said. - Such approach is real at certain keeping of principle of justice and real conditions of each country including a length and form of coastline".
By the words of the Ambassador, "Iran and Russia - are large Caspian states - have large potentials and opportunities completing demands of each other; in particular in the transport sphere". "Foundation of the transport corridor "North-South", a key element of which is the Caspian Sea was approved by regional and other countries, - Mr. Shafei has noted. - The project has all chances for becoming the important link of uniting of interests of Iran, Russia and other states in purposes of extensive integration".
