BAKU.01.09.2004.MEDIA-PRESS: The Nakhchivan Autonomous Republic prepares to visit of the President of Azerbaijan Mr. Ilham Aliyev, who will take pat in opening of a number of social-economic objects including one of the largest secondary school in Azerbaijan by the name of Geydar Aliyev. Moreover, during the visit of the President of the AR, brickworks, puppet theatre, preserve and national park will be opened in one of the mountainous regions of the NAR.
Meetings of Mr. Ilham Aliyev with people, where expectedly the main accent will be made on creation of new job places, which is one of the main points of program of activities of the President of Azerbaijan, who has promised to remove unemployment during his administration.
THE PRESIDENT OF AZERBAIJAN WILL HAVE INTENSIVE SCHEDULE OF VISITS ON SEPTEMBER
BAKU.01.09.2004.MEDIA-PRESS: The President of Azerbaijan Mr. Ilham Aliyev will have intensive schedule of visits. The Chief of Foreign Relations Department of the President Administration Mr. Novruz Mamedov has informed.
"On September the visit of Mr. I. Aliyev to France and its participation in the works of the summit of heads of states-members of the CIS. By the end of September participation of the President in session of the General Assembly of the UNO is planned", - Mr. Novruz Mamedov has said.
He has also noted that participation of the President of I. Aliyev in the summit of states-members of the Organization for Economic Co-operation is expected.
THE FOREIGN MINSTER OF AZERBAIJAN HAS BEEN SATISFIED BY RESULTS OF THE NEGOTIATIONS WITH HIS ARMENIAN COLLEAGUE IN PRAGUE
BAKU.01.09.2004.MEDIA-PRESS: The Foreign Minister of Azerbaijan Mr. Elmar Mamdyarov has estimated positively results of negotiations with the Armenian colleague Mr. Vardan Oskanyan on the problem of Nagorni Karabakh. The meeting was held on August 30 in Prague.
''I think that the meeting in Prague has advanced us by a step in the problem of adjustment of the Karabakh conflict. This was the fourth meeting and everything is in the future, however I think that the process of negotiations should be continued", - Mr. E. Mamedyarov has said.
"The negotiations were very interesting and detailed and the meeting was very useful. I think that if it is all in order these meetings may be continued", - the Minister has emphasized.
By his words, "on the meeting as well the issue of holding of the municipal elections on the territory of unrecognized Nagorni Karabakh Republic and participation of the Armenian servicemen in the Baku measures of the NATO". "We have protested on illegal municipal elections in the "NKR". We seriously relate to such issues, which strike the process of the peaceful negotiations", - Mr. E. Mamedyarov has noted.
"The position of Azerbaijan concludes in that if planned meeting of the Presidents of Azerbaijan and Armenia is conducted in Astana, we would like their conduction with participation of the co-chairmen of the Minsk Group of the OSCE - we plan this and have constructed a base for this", - the Foreign Minister of Azerbaijan.
THE FOREIGN MINISTER OF AZERBAIJAN WILL TALK WITH THE TURKISH AMBASSADOR THE FORMAT OF TRILATERAL MEETING WITH PARTICIPATION OF FOREIGN MINSTERS OF ARMENIA AND TURKEY
BAKU.01.09.2004.MEDIA-PRESS: The Foreign Minister of Azerbaijan Mr. Elmar Mamedyarov will meet with the Ambassador of Turkey in Azerbaijan Mr. Akhmed Unal Chevkez for negotiating format of trilateral meeting with participation of Foreign Ministers of Azerbaijan, Armenia and Turkey on adjustment of the Karabakh problem. On Wednesday Mr. E. Mamedyarov informed journalists about this.
"I have negotiated with the Ambassador of Turkey in Azerbaijan already, and we have agreed again to meet for determination and negotiating of details of trilateral meeting, - he has said. - We shall negotiate on terms of trilateral meeting, which will be held in New-York", - Mr. Mamedyarov has said.
"A great deal will depend from bilateral meeting of the Presidents of Azerbaijan and Armenia, which should be held in Astana", - the Foreign Minister has said.
RUSSIA HAS RESTORED GAS DELIVERIES TO AZERBAIJAN
BAKU.01.09.2004.MEDIA-PRESS: On Tuesday in the evening Russia has renewed gas deliveries to Azerbaijan in full volume, officials of CJC "Interfax-Azerbaijan" have informed "Interfax-Azerbaijan".
"Initially 6 MM cubic meters were delivered, however presently a volume of deliveries has grown up to 15 MM cubic meters per diem", - officials of "Azerigaz" have said.
As it has been informed, deliveries of the Russian to Azerbaijan was stopped for accident on the main gas pipeline of Mozdok - Gazi-Magomed in the evening of August 25 on the territory of the Chechen Republic. In result of the breaking of gas pipeline gas deliveries to Chechnya was stopped and transit of the Russian gas to Azerbaijan was stopped.
Gas deliveries are carried out on a base of the contract between the State Oil Company of Azerbaijan and JC "Gazexport". In accordance with the contract, "Gazexport" will deliver 5.5 bn cubic meters to Azerbaijan for $52 per 1thou cubic meters.
Gas import from Russia to Azerbaijan has started from the end of 2000 by the gas pipeline Shirvanovka - Mozdok - Gazi-Magomed. During 2001 - 2003 gas was purchased from "Itera", since 2004 - from "Gazexport". The major part of imported gas is delivered to heating electric station for production- of electric power station. Owing to import, gas produced in Azerbaijan in a volume exceeding 5 bn cubic meters is delivered for satisfaction of needs of population.
Totally 12 - 14 bn cubic meters make natural gas demands of Azerbaijan per annum.
A PLAN OF MEASURES ON ENSURING OF DELIVERIES OF THE IRANIAN GAS TO THE NAKHCHIVAN AUTONOMOUS REPUBLC HAS BEEN DEVELOPED
BAKU.01.09.2004.MEDIA-PRESS: The JC "Azerigaz" jointly with the Nakhchivan Autonomous Republic has developed plan of measures on complex execution of works on ensuring of gas deliveries from Iran to the NAR.
In accordance with the contract, signed between the Ian National Company on realization of gas and "Azerigaz", deliveries of "blue fuel" to the NAR will be carried out really on swapping base. By conditions of the agreement, supposedly Azerbaijan will deliver gas to Iran a month before through Astara and then Iran will deliver the analogous volume to the NAR. Deliveries of 350 MM cubic meters of gas to the autonomy with the next increasing up to 500 MM cubic meters in dependence of a growth of requirements of the autonomous republic. Particularly, as it has been noted in "Azerigaz", in 2006 at the Nakhchivan HEPS it is planned to transform two turbine aggregates from diesel fuel to gas and in 2007 - else two turbines. In connection with this a growth of requirements in gas by 40 - 50 MM cubic meters per annum in 2007 and by 100 - 120 MM cubic meters - in 2008 are forecasted.
Returning of gas to Iran by the Azerbaijan side should be produced under pressure no less 50 Atm. For execution of this condition on the Azerbaijan - Iran frontier the construction of gas compression station. Moreover, near the town Astara, construction of inter-governmental gas-measuring knot for checking gas volumes in accordance with requirements of the international standards as well as the construction of laboratory for controlling of gas quality.
Separately, in accordance with offer of the authorities of the NAR, it is supposed to carry out works on laying of gas pipelines in dwelling houses and ensuring of clients by gas devices.
The government of Azerbaijan has approved the mentioned plan. The main volume of works should be completed up to October 1, 2005.
UNSOLD PRODUCTION BY A TOTAL OF $27 HAVE BEEN ACCUMULATED ON THE AZERBAIJAN OIL PROCESSING PLANTS
BAKU.01.09.2004.MEDIA-PRESS: Since the beginning of the year on oil processing plants of Azerbaijan unsold production by a total of 132.8 bn manats ($27 MM) have been accumulated on the OPP of Azerbaijan. This makes 21% from all unsold production in the country. Moreover, for June this reduced by 12.3 bn manats.
The diesel fuel makes the major part of unsold production - 59.4 thou tons. Remainders of mazut made 9 thou tons; car benzene - 18.6 thou tons; kerosene - 31 thou tons; oil bitumen - 1 thou tons; lubricated oils - 34.5 thou tons; distilled gasoline - 1 thou tons.
There are two OPP in Azerbaijan - "Azerneftyag" and the Plant by the name of G. Aliev (the former "Azerneftyanajag"). The first one by a capacity of 14 MM tons is specialized on issue of lubricated oils and other kinds of oil products. The second - issue of light fractions of oil products. Its capacity makes 8 MM tons.
MR. PUTIN: THE RUSSIAN COMPANIES WILL CONINUE GROWING OF PRODUCITON AND EXPORT OF OIL TO THE WORLD MARKETS
BAKU.01.09.2004.MEDIA-PRESS: The President of the RF Mr. Vladimir Putin has noted that the Russsian companies will continue production and oil export to the world markets.
"I has informed my French and German colleagues about this (Mr. Shiraq and Mr. Shreder)", - Mr. V. Putin has declared after negotiations with the chancellor of Germany and President of France.
He has emphasized that "all Russian companies increase production and all companies will make this further". Mr. V. Putin has called such rates in confirmation of this: in 2002 380 MM tons of oil were produced; in 2003 - 421 MM tons of oil; in 2004 a volume of production should be increased up to 450 MM tons of oil supposedly.
Mr. V. Putin has said also that if in 2003 Russia exported 228 MM tons of oil in the current year it plans achieve a rate of 255 MM.
From his hand, the Chancellor of Germany Mr. Gerhard Shreder has emphasized that the decision of Rusisa on increasing of production and export of oil is very important. "We have had certain fears for perspectives that in opposite case this will affect negatively on the world economy.
THE RUSSIAN OIL COMPANIES HAVE RECEIVED OFFER OF REFUSAL OF USING OF THE BLACK SEA STRAITS FOR OIL TRANSPORTATION
BAKU.01.09.2004.MEDIA-PRESS: From point of view of safety of navigation and environmental impact a number of the Russian tankers passing through the Black Sea straits Bosphorus and Dardanelles has exceeded all possible limits, the Premier of Turkey Mr. Rejep Tayip Erdogan has said.
In connection with this it is obvious that the Black Sea straits in middle and long-term perspectives will not be reliable ways for oil transportation. With purposes of adjustment of this problem Turkey tries to adjust a dialog with oil companies.
As Mr. Erdogan has note in interview to the newspaper "Kommersant", Turkey hopes on that the Russian oil companies will show social responsibility and will refuse of using the Black Sea straits for oil transportation as oil companies of other countries and join to the initiative providing using of roundabout oil pipelines. The Turkish officials account that the Russian companies will show the positive approach to this issue. "We hope that the government of the RF will support this initiative and cooperate with us in solving our common problem", - the Premier of Turkey has added, the issue "RJD-partner" informs.
"UKRTRANSNAFTA" WOULD PAY OUT BY $7 MM MORE FOR OIL, WHICH WILL BE DELIVERED VIA "ODESSA - BRODI"
BAKU.01.09.2004.MEDIA-PRESS: The growth of prices for oil has played a bad joke with the Ukrainian pipeline monopoly "Ukrtransnafta", which prepares for reverse putting into operation of the oil pipeline "Odessa - Brodi". TNK-BP, which had obliged to deliver oil for filling up of the pipeline, has increased prices for crude by 19%.
The official of press-service of "Ukrtransnafta" recognizes that prices offered by TNK-BP are "entirely just". By hi words, the Urkrainian oil processing plants receive today oil for $330 per ton so this quite acceptable price and we are ready for taking credits on it". A single problem, as the official of the company says, is that TNK-BP is not ready for increasing of the total of the credit so it will deliver less volumes of oil. However this will not break the project.
By the words of the interlocutor of the Russian newspaper "Vedomosti", "Ukrtransnafta" uses inner reserves: the company has enough volumes of oil being kept in tanks without consumption.
Vladimir Demekhin, the Deputy Chief of the Parliament Committee on industrial policy thinks that there will not be a scandal for new prices for oil, being pumped to the pipeline. "In Ukraine everybody understands that a cost of crude grows, - he notes.
Ukraine will not refuse of reverse using of pipeline Odessa - Brodi in any circumstances. But TNK-BP is a single partner of "Ukrtransnafta". The expert notes that TNK-BP sell not only oil for a price, which is lower than market one, but also allocated credit on payment for crude in favorable conditions. Mr. Kudas reminds that annual rate of it makes 7% meanwhile the Ukrainian commercial banks offer analogous goods credits under 12 - 14%.
IRAN MAKES 17% OF OIL IMPORT OF JAPAN
BAKU.01.09.2004.MEDIA-PRESS: Iran makes about 17% of oil import of Japan. The Ambassador of the IRI in Japan Mr. Ali Majedi has informed about this and noted that Iran is the third largest deliverer of energy resources to Japan.
In the interview to the agency to the IRNA, the diplomat has noted that since 2000 Japan is the largest trade partner of the IRI and in 2003 a volume of goods turnover between both the countries made unprecedented level of $8.570 bn".
By the words of Mr. A. Majedi, owing to availability of common economic interests of both the countries, participation of Japan is not limited by only projects in oil and gas and oil and chemical fields; Japanese also share the Iranian projects in motor construction industry, production, steel-welding industries and construction of electric power stations, Iran.ru informs.
"The total cost of projects, which were financed by Japan in different ways during last four years, has exceeded $10 bn", - the diplomat has said.
CHINA CREATES INTENSIVELY OIL RESERVES
BAKU.01.09.2004.MEDIA-PRESS: China intensively creates strategic oil reserves. "The creation of the strategic oil reserve has especial actuality and importance for China for increasing prices for oil on the world market", - the expert of the Chinese National Oil and Gas Corporation (CNOGC) Mr. Shan Veygo has noted. And he does not think at the same time that a growth in the world prices affects on creation of the reserve. By opinion of the expert, the oil import for increasing of reserves should be realized in moment of lower prices.
China has become the oil importer in 1996. Now China occupies the second place in the world on oil consumption after the USA. By forecasts of the CNOGC oil demands of China in 2010 will make 310 MM and 350 MM tons in 2015; 400 MM tons in 2020.
MEXICO CAN STAND IN ONE ROW WITH THE SAUDI ARABIA, IRAQ AND KUWAIT
BAKU.01.09.2004.MEDIA-PRESS: The oil filed with potential of 54 bn bbl has been revealed in the Mexico Gulf. As the Director of Exploration and Production Detachment of the State Oil corporation "Pemex" Mr. Luis Ramires Korso has declared, the new field will allow Mexico increasing daily production from 4 up to 7 MM bbl.
"The opening of this field increases explored supplies of the Mexico oil up to 102 bn bbl and this puts Mexico in the row with such oil countries as Iraq, Saudi Arabia and Kuwait", - Mr. Ramires Korso has emphasized.
The new field is far enough from the shore and is deepwater: so this requires applying special technologies and significant investments, RusEnergy informs.
CREDITS BY A TOTAL OF 3.851 TRLN MANATS ($785.11 MM) WERE ALLOCATED TO THE ECONOMY OF AZERBAIJAN
BAKU.01.09.2004.MEDIA-PRESS: By data of the National Bank of Azerbaijan (NBA) a total of credits allocated to the economy of the country has made 3.851 trln manats (4905 manats - $1).
As Media-Press has been informed in the NBA, credits by a total of 2.758 trln manats are short-term and long-term by 1.093 trln manats. A share of the state banks made 1.65 trln manats of credit allocations; means of private banks made 1.790 trln manats and means of the nonblank credit organizations made 411.3 bn manats. Only a third part of credits was allocated in national currency and the rest - in the national.
A volume of credits to different fields of economy looks as follows: 22.86% of credits have been allocated to trade and services field: 15.18% - the development of transport and communications; 5.87% - energy and development of natural resources; 4.72% - agricultural sector. 8.36% have been allocated to heavy and light industry; the construction - 6.59%; credits to the physical persons made 31.8% and 0.33% - to the sphere of the state administration.
78.44% of all allocated credits were directed to the private sector of economy.
THE AUTHORIZED CAPITAL OF BANKS IN AZERBAIJAN HAS MADE 835.2 BN MANATS ($170.2 MM)
BAKU.01.09.2004.MEDIA-PRESS: The AC of banks operating in Azerbaijan made 835.2 bn manats (4905 manats - $1). As it has been informed in the National Bank of Azerbaijan, a share of the state banks makes 134.3 bn manats and 700.9 bn manats - private banks.
The AC with sharing of the foreign capital has made 298 bn manats or 35.7% from the AC of all banks. Banks with 100% foreign capital have the authorized fund by a total of 100.6 bn manats and this makes 12% from the AC of all banks. In average a share of each bank makes 19.4 bn manats.
By August 1, 2004 43 banks operated in Azerbaijan. 15 of them are with foreign sharing and in 4 banks a share of the foreign capital varies within 50 - 100% and in 10 - less than 50% and one branch of the bank-nonresident.
BY AUGUST 1 THE BANKS OF AZERBAIJAN ATTRACTED 4.03 TRLN MANATS
BAKU.01.09.2004.MEDIA-PRESS: A volume of means and deposits attracted by the Azerbaijan banks made 4.03 by the state of August 1, 2004 (4905 - $1). In comprison with January of the current year this rate grew by 19.4%.
857.4 bn manats of this total make deposits in the national currency; 3.172 trln manats (78.7%) - in foreign one.
Deposits of the physical persons in the banks made 1.672 trln manats and 1.542 trln manats - in foreign currency. Deposits of the juridical persons made 2.358 trln manats (1.63 trln in the foreign currency).
IN TURKEY PUTIN SHOULD NEGOTIATE ON FUTURE OF "BLUE STREAM"
BAKU.01.09.2004.MEDIA-PRESS: Russia and Turkey have not real conflict points. The President of Prussia Vladimir Putin has declared this before his visit to this country. "Today we have not practical points of conflicts. We have not objects, which make us rivals", - Mr. Putin has said in answer to officials of leading Turkish mass media issues after completion of the TV interview for the Turkish TV company.
The President of Russia has noted that he likes Premier of Turkey Mr. Rejep Tayip Erdogan. "I like him because he keeps his word. He has executed always his works, however it was very difficult. He has not promised, when he kept some position, everything was realized. He has realized everything he has said even on the most complex problems, moreover there were difficulties inside the country. This helps in life and relations", - Mr. Putin has said.
"The Blue Stream", which delivers the Russian gas to Turkey is one of the problems, which is not loaded completely and Putin should negotiate on it with Erdogan. As "Gazeta" issued in Moscow reminds, a capacity of the pipeline of 4 bn cubic meters is used only by a quarter. The President of "Gazprom" A. Miller has not concluded agreement on increasing of deliveries. And Vladimir Putin would do this instead him.
The Russian gas deliveries to Turkey have started in 1987. Up to 2003 onshore TransBalkan gas pipeline laying through the territory of Romania and Bulgaria was single export routes in this direction. Turkey has had this crude in the new century. In accordance with forecasts of the Turkish economists, by 2010 the industry of of the country is able to increase gas consumption in several times. Gas companies of Iran, Algeria an Nigeria must fill up this niche partially. However, Russia has taken the major share of obligation for itself.
For enlarging of deliveries of fuel the gas pipeline "The Blue Stream" crossing the Black Sea bottom was buit. In accordance with the agreement concluded with the Russian and Turkish Cabinets, "Gazprom" should export 365 bn cubic meters via the new pipeline during 25 years. A volume of the first deliveries was established at a level of 4 bn cubic meters in 2004 with its increase up to 16 cubic meters in 2010.
By January of 2003 "The Blue Stream", a cost of which has exceeded $3bn dollars was put into operation and contractor companies have executed conditions of "Gazprom" a year later. However, as it appeared in the past summer, Turkey overdone when forecasted increasing of consumption of gas. By the information of the newspaper Gazeta, each thousand cubic meters cost 115 - 120 and "Gazprom" will earn $42 bn on total deliveries for 25 years. Besides Turkey has insisted on reduction of annual deliveries.
Negotiations, which were conducted during several months have completed on behalf of Ankar. By Turkey have received discount and reduction of delivery volumes. Moreover, in 2003 "Gazprom" has agreed to delvier slightly more than 1 bn cubic meters of gas via "The Blue Stream".
A future of this gas pipeline should be determined at the meetings of managers of "Gazprom" and Turkish officials. The last visit of officials of "Gazprom" to Ankara took place in the end of July. The Managing Director of the company Mr. Alexey Miller met with the Minister of Energy and Natural Resources of Turkey Mr. Khilmi Guler. By official version, consideration of possibility of the Russian investments to gas field of this country was main matter of negotiations. By unofficial version, Miller and Guler took decision on future of "The Blue Stream". As the information of "Gazprom" published after this meeting, both sides were satisfied by the negotiations. However, in accordance with that officials of the company prefer to inform about details of this visit, there are not real agreements achieved on "The Blue Stream".
Now Vladimir Putin should make Turkey to execute duties of the Russian gas importer. He will depart to Ankara in the beginning of September. Signing of new agreement on gas cooperation is one points in the visit protocol.
