THE ELECTRIC ENERGY PRODUCTION HAS GROWN UP BY 13.9% IN AZERBAIJAN

On September the electric power production made 1.47 kVt/hours. The part of the heating electric power stations made 1.376 bn kVt/hours, hydro electric power stations - 93.843 MM kVt/hours of the electric power.
For the past month the production of the heating energy made 37567 Gkal. By the information of the Central Dispatching Service of the JC "Azerenerji", on September 2003 the production of the electric power has increased by 15.5% in comparison with the analogous period of the past year.
SINCE THE BEGINNING OF THE YEAR "AZENERJI" HAS SAVED ALMOST 352 THOU TONS OF THE CONDITIONAL FUEL
The most economy of the fuel was achieved by the SREPS "Azerbaijan", the Ali-Bayramly SREPS and the SREPS "Severnaya".
Totally since the beginning of the year the JC "Azenerji" spent by 27.83 g of the conditional fuel less than for the analogous period of the past year. In result 351.97 thou of the conditional fuel were saved.
THE SHARE OF THE OIL SECTOR IN THE STATE BUDGET EARNINGS IS IN REGRESS
By his words, reduction of the dependence of the state budget earnings on the oil sector is on of the priory goals of the Government of Azerbaijan. In 1997 the share of the earnings from the oil sector exceeded 50% within frameworks of total incomes, he has informed.
The state budget earnings should be at a level 6.957 in accordance the plan for the next year and the tax earnings will make about 4.635 trln manats by forecasts.
IT IS PLANNED TO PROVIDE THE PROJECT OF THE STATE BUDGET-2004 OF AZERBAIJAN FOR CONSIDERATION OF PARLIAMENT NO LATER THAN OCTOBER 15

By his words, in accordance with the Law "About the budget system", the Parliament should approve the state budget for the next finance year no later than December 26.
As Media-Press has informed, by 2004 the incomes of the budget are forecasted in a volume of 6.957 trln. Manats, expenditures - 7.272 trln manats, the defficiency - 315 bn manats, or 0.8% of the GDP.
FOR NINE MONTHS EARNINGS OF THE AZERBAIJAN SOCIAL PROTECTION FUND MADE 1.332 TRLN. MANATS
The duties on the certain social insurance made 805.2 bn manats from the total earnings and the means of the state budget made 525.3 bn manats. The duties of the budget organizations on the certain social insurance made 238.3 bn manats, of out-of-budget ones made 566.9 bn manats (a growth 142.9 bn manats). Due this the fund received a possibility of paying out timely pensions and outher social payments.
Totally for nine months 1.34 bn manats of the fund means were transferred for these purposes and this is by 225.8 bn manats or 20.2% higher than for nine months of the past year. 77.6 bn manats were sent for payments of the social pensions, 127 bn manats were paid out to not working pensioners, the children's allowances for poor families made 134 bn manats, paymens for compensations for communal and transport services made 80.2 bn manats, other allowances made 168.2 bn manats.
The officials of the Fund also noted that on September 20 in compliance with the Edict of the President of the Azerbaijan Republic on increasing of pensions, the process of their recalculating in the country has been completed.
THE EXPERT OF THE WORLD BANK FAMILIARIZE WITH THE REALIZATION OF THE PROJECT "THE CULTURAL LEGACY OF AZERBAIJAN"
The representatives of the Bank will familiarize with the restoration works and also conduct consultations with the Azerbaijan experts on the restoration and protection of the monuments of culture, meet with the leaders of the working group of the project. The visit of the Mission will prolong up to October, 17.
Within frameworks of this project the restoration of the historical-architectural complex construction "Palace of the Shirvanshakhs" in Baku, the Sheki Khans' Palace, Mausoleums of Momine Khatun and Garabakhlar in Nakhchivan. Meanwhile, he continued, other situations are known, when "talks about multivector pipelines hide promotion of the projects persuading rather determined political goals". And this, Mr V. Kalyuzni has emphasized, damages to economical profitable relations formed many years ago. "So this comes to that Ceyhan and Erzurum are single light in the window", - Mr. Kaluyzni has said. And he has added at once that only states and companies may decide on sharing in either project.
The ancient jealousy of Mr. Kalyuzni to the Azerbaijan exporting oil and gas pipelines is known long ago as well as his contradictory and inconsequence in his statements on this issue. Sometimes oratory of the Russian Special Envoy on the Caspian problems obscure even such recognized "orator" as Mr. Victor Chernomirdin. However this does not affect on the results.
Just in the end of September, Mr. V. Kalyuzni has declared to ITAR-TASS that "wide development of the fuel-energetic complex is dangerous for the ecology of the Caspian Sea". However the Russian diplomat forgot that his country is one of the large participants of development of the oil and gas fields.
The further, the more. "The construction of the TransCaspian pipelines should not be forbidden. However strict ecological regulations should be applied to this projects and agreed between five Caspian states. Agreeing the regulation on damages in a case of emergency is important. It is especially real now as the development of hydrosulfide fields on the Caspian shelf starts". "Any accident will become irreparable catastrophe for the Caspian biosphere", - the high-ranked diplomat has noted.
In connection with this we should ask Mr. Kalyuzni, What the Black Sea country did Russia agree on the construction underwater gas pipeline "The Blue Stream" for the Russian gas deliveries to Turkey? But this gas pipeline was laid at the largest depth - more 2 km in some places, and moreover in rather aggressive hydrosulfide medium, which corrode metals.
And has the principle on damages to the Black Sea countries in a case of emergency on the "Blue Stream" worked out - just the same principle, which the Special Envoy of the President of Russian told about?
Meanwhile "the box" of Mr. Victor Kalyuzni is simply is opened. Here to else some his words, which undoubtedly show real cause of his "troubles". "Russia is interested in becoming the transit country for transportation of the energy resources of the states of the CIS. Mr. Kalyuzni declared this at the international exhibition-conference "Caspian Oil &Gas-2003" held on June in Baku.
"We have not hidden our interests in laying the export corridors of the Caspian hydrocarbonates exporting through the territory of the RF", - the Russian diplomat has said and noted that his country constantly enlarge and improve the pipeline system.
Just then in Baku Mr.V. Kalyuzni has offered else one "remarkable" idea. "Russia offers to Azerbaijan" the using the gas pipeline "Blue Stream" for its gas transportation from the field "Shakh-Deniz" to Europe. Azerbaijan has his ways to this pipeline, a project capacity of which makes 16 bn cubic meters per a year, and the gas will be delivered to Europe through Turkey, the Russian diplomat has said. However he did not tell, by this time "The Blue Stream" stopped for disagreements with Turkey on a price and volumes of the Russian gas. As well Mr. Kalyuzni forgot that the next operation of "Blue Stream" was under question then - the pipeline might appear empty, however it is not loaded entirely even now. And scarcely it will operate in full capacity in the next future. But he could not recognize that the Russian "Gazprom" had mistaken in its predictions of long-term gas demands of Turkey and there is an urgent necessity of crude materials for the Black Sea pipeline.
"What has been allowed to Jupiter is forbidden for bull". Just this Latin proverb was a guidance for the Russian diplomat, when he told about the routes of the Caspian hydrocarbonates transportation.
SINCE THE BEGINNING OF A YEAR THE OIL PRODUCTION ON "CHIRAQ" WILL INCREASE BY 1.8%
As the Agency "Interfax-Azerbaijan has been informed in the press-service of the AIOC, on September of the current year 530 thou tons of oil have been produced in the field. During the nine months the international consortium exported 4 MM 662 thou tons of oil by the pipeline Baku-Supsa including 526 thou tons on September.
At the present time 18 wells operate on the stationary platform "Chiraq-1" (15 working and 3 water pressure ones). The maximum productivity of the technical installations on the platform "Chiraq-1" allows to produce up to 146 thou barrels of oil daily. By the mid of 2004 the capacity of the platform would be increased up to 165 thou barrels per a day by plans.
Totally, since November 1997, the start of the oil production on the field "Chiraq" about 29.4 MM tons of oil have been produced. At the present time the following companies are shareholders of the project on development of the fields "Azeri", "Chiraq", and deep-water part of "Guneshli": the British BP (34.1367% - the operator of the project), the American Unocal (10.2814%), ExxonMobil (8.0006%), Devon Energy (5.6262%) and Amerada Hess (1.0413%), the State Oil Company of Azerbaijan (10%), the Japanese Inpex Corp. (10%) and ITOCHU Oil (3.9205%), Norwegian Statoil (8.5633%), Turkish TPAO (6.75%) and the Saudian Delta Oil (1.68).
THE CONSTRUCTION OF THE UNDERWATER GAS PIPELINE BAKHAR-NEFT DASHLARI (OIL ROCKS) HAS BEEN COMPLETED
The trust "Kasmorneftestroy" conducts the construction of the gas pipeline. The pipe-layer ship "Suleyman Vesirov" conducted the pipeline laying. The total length of the gas pipeline is 68 km, the capacity - 5.5 MM cubic meters, a cost is $32 MM.
The gas pipeline will connect two main gas-compressing stations of the SOCAR in the Caspian Sea, which are located on the fields "Neft Dashlari" and "Bakhar". As Media-Press has been informed in the Ministry of Fuel and Energy, the new gas pipeline provides reduction of pressure at the 20-inches pipeline, which operates parallel, but not for increasing the gas transportation volumes. The new pipeline will give a possibility of redistribute gas transportation volumes. Nevertheless, the officials of the Ministry of the Fuel and Energy has emphasized that the new pipeline will allow some enlarging oil transportation volumes - approximately by 250 thou cubic meters per a day.
However, if significant increasing the oil transportation from "Guneshli" is required, the construction of the supplementary pipeline will be required. The similar project is in planning stage now.
THE DRILLING OF THE SECOND WELL STARTED FROM THE OFFSHORE PLATFORM N14 ON THE FIELD "GUNESHLI"
We shall remind that the first well was drilled on August from the OSP. Now it produces 200 t of oil and 30 thou cubic meters of gas per a day.
It is planned to drill 12 wells from the OSP, and two of them will be gas ones, the rest - oil ones. The geologists account that their debit will be no less if no more than of the first one.
Supplies of the shallow part of "Guneshli" are estimated by 100 - 135 MM tons of oil. Today about 80% of the offshore oil are produced here by the SOCAR or 65% of the total production of the SOCAR.
THE GEO-TECHNICAL WORKS ON CLEARING UP CAUSES OF THE DRILLING STRINGS SHIFT HAVE BEEN COMPLETED IN THE "WESTERN AZERI"
We shall remind that still on August the bag drilling of 9 wells was conducted on the field "Western Azeri". Totally 4 thou meters were drilled. However, a shift of the drilling strings has been emerged for unknown causes. By confirmation of BP-Azerbaijan there were not a blame of the drilling contractor in this and any problems of the drilling tecnique. The main cause is the geolocigal factor.
Two - three months would be required for analyse of data received in result of the geotechnical researches as well for working out of the new further works schedule on the "Western Azeri".
Meanwhile, the SSDR "Dede Gorgud", which conducted advanced drilling on the "Western Azeri" was redistributed to the field "The Central Azeri". The works on the istallation of gravel paddings in the open holes are conducted there. Earlier it was supposed that these works would be conducted after installation of the production platform there, however for the SSDR "Dede Gorgud" is not engaged in any operations, the decision on conduction of the works now was taken. Thus, the realization of the project on the "Central Azeri" goes in advance of the schedule.
IN 2006 - 2007 THE AZERBAIJAN INTERNATIONAL OPERATING COMPANY WOULD BE ABLE TO PAY OUT INCOME TAXES
"If the high prices for oil are saved during several years (withing ranges $23 - 24 for a barrel), the AIOC will begin to pay out income taxes since 2006. If the average anual price for petroleum makes $20, the income tax payments will start since 2007", - the Agency "Interfax-Azerbaijan" quotes the words of Mr. A. Bayramov.
By his words, in accordance with the contract on the development of the fields "Azeri-Chiraq-Guneshli", the income tax will be raised from the AIOC only after covering all operation and capital expenditures. At the present time 50% of incomes received from the sales of oil produced by this contract are transferred on covering these expenditures. The second half of means is transferred to covering of capital expenditures and divided in the next proportion:
70% is earned by AIOC, 30% - the SOFA. Only after covering all capital expenditures the AIOC will begin income tax payments.
"At the present time the AIOC pays the turnover tax instead of income one. Totally in 2002 the tax payments of the Consortium including as well the income worker's taxes made 415 bn manats" (about $85 MM), - Mr. A. Bayramov ha noted.
In 1997 the AIOC started oil production on the field Chiraq. THE GOVERNMENT OF AZERBAIJAN STARTED THE DEVELOPMENT OF THE PROJECT OF THE LAW ON THE STATE OIL FUND
By the words of the Executive Director of the Fund Mr. Samir Sharifov, "There should not be a hurry in the acceptance of the Law regulating the Oil Fund activities. It would be necessary learn both positive and negative experiences". By his opinion, the acceptance of the Law will be possible during next several years.
An issue on terms of the Law acceptance is a matter of disagreements between the Government of Azerbaijan and the International Monetary Fund (IMF), Mr. S. Sharifov has noted. By his words, the Law should be accepted in several years since the SOFA will get firmly established as an independent structure and the state adheres this position. However, the SOFA supports the soonest acceptance of such law.
The Chief of the Parliament Economic Policy Commission Mr. Sattar Safarov as well considers that the State Oil Fund administration should be carried out on a base of special law. "The acceptance of such law would provide trancparency of the Fund operations", - he believes.
The State Oil Fund was founded on December 1999 by the President's Edict. A volume of means accumulated in the Fund grew up by 13.6% in the first half a year of 2003 and made $780 MM by July 1.
KAZAKHSTAN WILL CONDUCT EXPLORATION OF 6 PIECES WITH THE FORECASTED SUPPLIES BY 2.12 BN TONS IN THE CASPIAN SEA
By the information of the company the geological works should be conducted and rights on mineral resources consumption should be got on the units "Darkhan" (the northern part of the Kazakhstan sector), "Tyub-Karagan", "Kazakhstan" (the central part of the sector), "Nursultan", "Rakushechnoe-More" and "Ulitau" (the southern part of the sector).
The Offshore Oil Company "KazMunayTeniz" - special branch of the National Oil and Gas Company "KazMunayGaz", founded for realization of the oil and gas projects in the Kazakhstan sectors of the Caspian and Aral Seas.
"KazMunayGaz" plans to increase the oil production volume up to 9.7 MM tons in 2006. The President of the Company Mr. Uzakbay Karabalin has informed about this. By his words, "KazMunayGaz" puts a task of oil and gas transportation enlarging in 2006 - up to 42.7 MM tons and up to 137.9 MM cubic meters per a year correspondingly.
As Media-Press has informed, the branches of "KazMunayGas" produced 7.43 MM tons of oil in 2002, and it is planned to produce about 7.7 MM tons.
In the next year the oil exportation from Kazakhstan will reach 1 MM barrels per a day - by the words of the Minister of Energy of the country Mr. V.Shkolnik. The production volume in 2003 will make 52 MM tons and 58 MM tons in the next year. 50 MM ton from them will be delivered for export.
ON NOVEMBER THE EUROPEAN COMMISSION WILL ORGANIZE THE ENERGETIC CONFERENCE WITH PARTICIPATION OF THE CASPIAN COUNTRIES
By his words, the European Commission and Parliament already have sent invitations to the heads of the states and governments of the Caspian regional countries for participation in this conference.
