LUKOIL HAS PRESENTED ITS OFFERS ON THE ONSHORE FIELDS "G0VSANI-ZIKH" UNIT REHABILITATION TO THE S0CAR
By his words, the realization of the project in its present state is considered impossible for LUKoil. "LUKoil" as other company either American or Japan, British ones it the first turn provide reception of profits in development or rehabilitation of the oil fields. Our suggestions generally are related to both sides would effectively work in this project", - Mr. R. Bagmanov has said. In relation to a possibility of increasing sharing of "LUKoil" in the project, Mr. R. Bagmanov has noted that such version may be considered as one of possible methods of the project efficiency improvement.
The contract on the project "Govsani-Zikh" still has not put into operation for unsolved problems, connected with ecology and the environmental protection. By estimates of the specialists of the Russian company, only for carrying out the ecological obligations of LUKoil provided by the contract, about $100 MM are required. Allocation of such investments to the ecology, by opinion of the company management, would be able to bring to zero or even minus project profitability, a total cost of which makes $250 MM.
A share of the SOCAR and LUKOIL make 50% for each of them. The total contract area makes 128 sq.km, a volume of the remained oil supplies makes up to 20 MM tons.
SINCE THE BEGINNING OF THE YEAR THE MEOM OF THE SOCAR HAS EXPORTED 530.936 THOU TONS OF THE OIL PRODUCTS
In the next months up to December monthly pumping will make 220 thou tons of oil and 140 thou tons on December. This is connected with that in this period problems on weather conditions may appear again and more petroleum should be delivered to the local OPP.
In the past year 2.5 MM of the Azerbaijan oil passed through the Novorossiysk terminal. In the current year pumping volumes by this route will remain almost as before. We shall note that tariff on the Azerbaijan oil pumping by the "northern route" makes $15.67 per a ton. (For comparison: the tariff for transit of the Azerbaijan oil by the pipeline Baku - Tbilisi - Supsa makes $2.7 per a ton)
TODAY IN GYANJA THE FIRST PUBLIC DISCUSSIONS IN AZERBAIJAN ON THE PROJECT OF THE CONSTRUCTION OF THE MEP BAKU - TBILISI - CEYHAN
As Media-Press has been informed earlier, totally the IFC and ERDB will conduct six relevant meetings. Two will take place in Turkey, one as it has been mentioned above will be held in Erzurum on August 26 and the second one in Adan on August 28, on September 1 and 4 in the Azerbaijan cities Gyanja and Baku and on September 8 and 11 in the Georgian cities Borjomy and Tbilisi. In 120 days by the results of the discussions these international finance institutes will decide to allocate $150 MM credit by each of them for the construction of the pipeline BTC and approximately else by $100 MM for financing the "Phase-1" of the development of the fields "Azeri - Chiraq - Guneshli".
We shall remind that the pipeline consortium BTC Co. (Baku - Tbilisi - Ceyhan) had made available the necessary documentation on the project BTC, in particular, on the environmental impact assessment and social aspects of the pipeline construction for the consideration of the IFC and ERDB. These documents reflect, as damages to environment and social medium would be minimized during the construction and operation of the MEP. All documentation numbers 11 thou pages. This is the largest document of similar kind, which was ever presented to the finance institutes for the consideration.
While a question on credit allocation is solved, the international pipeline consortium would require $700 - 800 MM. A share of the State Oil Company of Azerbaijan will make about $200 MM. A number of the companies of the consortium BTC Co. have already decided to allocate means to the SOCAR for financing its share in the project of the pipeline construction.
As Media-Press informed earlier, by the end of June 30% of the finance means of the companies-shareholders of the consortium BTC Co, transferred to the realization of BTC were exhausted. All shareholders of the project continue to invest their inner means in the realization of the project.
FOR SIX MONTHS OF 2003 "LUKOIL" PRODUCED 39.8 MM TONS OF OIL
The processing of the petroleum on the plants of the company made 20.5 MM tons and this is by 4% higher than in the first half of 2002. 16.6 MM tons were processed on the Rusian OPP and 3.9 MM tons of oil on the foreign ones and this by 3.1% and 8.3% correspondingly exceeds a level of 2002.
The oil export in the first half of 2003 increased by 9.7% in comparison with the analogous period of 2002 and made 18 MM tons.
It has been noted on the sitting of the Board of the Directors that optimization of the cooperative structure, going out of non-profile business, assets sale, continuation of the restructuring the enterprises, acceptance of the strategic development program up to 2013 remain actual tasks in 2003.

Iran will develop the fields situated only in the sectors of the Caspian Sea, which are not disputable. The precise sizes of the Iranian fields as well as of the other littoral states have not determined for the present, though after several years of planning and geological researches some officials tell about that oil supplies of Iran exceed 10 bn bbl. Nevertheless, Mr. M. Dana emphasizes, that more wide geological exploration works are required for precise determination of the available oil determinmation.
Mr. M. Dana made a reference to results of researches made in the other Caspian states and expressed a hope that the production of the most part of the Iranian supplies will bring the economic effect. By his words, the Iranian authorities for the present have not determined volumes of the Caspian oil, which would be produced by the country.
Iran starts to carry out not only plans of the own Caspian oil production, but in complement it intends to popularize change operation practice with the neighbouring countries. In accordance with conditions of such kind deals, Iran delivers the own petroleum from the Persian Gulf in exchange with the Caspian oil from Russia and states of the Middle East. Soon Iran will put into operation 300 km pipeline "Neka - Teheran", owing to which the volume of barter deals will increase in three times and reach 150 thou bbl per a day. By the opinion of the experts, finally Iran is able to improve the capacity of the pipeline "Neka - Tehran" up to 350 thou bbl per a day, including supplementary pumping stations along the route. The oil barter between Iran and its Caspian neighbors, especially Russian and Kazakhstan may exceed a level of 100 thou bbl per a day by the end of 2003, the Iranian officials confirm. Such exchanges attract the regional authorities by that they allow significantly reduce a cost of the oil transportation.
It is considered that the constructed pipeline Baku - Tbilisi - Ceyhan will operate the most oil export within the Caspian basin. Nevertheless, Mr. Kh. Peymani notes, Iran will consider the Pipeline "Neka - Teheran" as profitable supplementary route. The oil field Kashagan, the start of development of which is planned by 2007 will become the main oil source for it.
UKRAINE HAS AGREED TO REDEEM ALL DEBTS TO TURKMENISTAN ($281.7 MM) UP TO APRIL 2007
The Turkmen-Ukrainian agreement on the restructuring was signed on February 10, 2003 in Ashgabad. As it has been told in the press-serviced of the Government of Ukraine, the agreement provides the restructuring of the debt up to 2007. Ukraine will redeem to Turkmenistan by equal parts in each half a year (October 31 and April 30), beginning from October 31 of this year. The last redemption should take place on April 2007.
The debt total includes $574 thou of the penny sanctions for delayed payments for December 2000 and not redeemed. At the same time the penny rates are not added to for the period after December 2000.
The agreement on restructuring the debt enters into force after its approval by the Government of Ukraine.
ON SEPTEMBER THE TRANSFORMER FOR THE SANGACHAL SUBSTATION WILL BE DELIVERED TO AZERBAIJAN
The reconstruction of the substation is carried out in purposes of amplifying the reliability of the energy supplying the oil terminal in Sangachal, which is a strategic object of the Main Exporting Pipeline (MEP) Baku - Tbilisi - Ceyhan.
The transformer has been made at the Ukrainian plant "Zaporojtransformator". The Acceptance Commission of "Azerenerji" has signed already the acceptance certificate and soon the transformer will be delivered by railway to Baku.
We shall note that on the territory of the Sangachal terminal new substation of 110 kV is also built. "Azerenerji" and German Siemens carry out its construction.
FOR SEVEN MONTHA VOLUME OF THE CARGO TRANSPORTATION IN AZERBAIJAN HAS MADE 62 MM TONS
In accordance with the data of the State Statistic Department, 52.9% of transported cargo make a share of the car transport, 16.4% - the pipeline, 18.4% - the railway, 12.3% - marine transport.
528.7 MM passengers were transported for seven months of 2003, and this is by 2.5% higher than the rates for the analogous period of 2002.

BUSINESS WEEK: THE TURKISH ECONOMY - ONE OF THE MOST DYNAMICALLY DEVELOPING ONES
As the author of the article "Turkey's Delight: A Growing Economy", the reforms carried out by Ankara have become a base for start of successful negotiations on joining of Turkey in the zone of the united Europe. Moreover, the issue emphasizes, that the negotiations should start already up to the end of this year.
The "Business Week" emphasizes that else 18 months ago the Turkish economy experienced serious problems and private companies could not stand on feet. The situation changed by the present time. Private companies and state pick up their heads at last. This gives a base to the Journal a base to consider the Turkish economy one of the most dynamically developing in Europe.
The Journal notes that there is a production growth in Turkey. For the first half of this year the export has grown by 34% and inflation, which the "Business Week" called the "Achilles Heel of Turkey" is on the least level for the last 30 years. The journal believes, the reforms, carried out by the Government of Mr. Tayip Erdogan are cause of these successes.
Nevertheless, by estimate of the Business Week, the Turkish finance system still has not improved since the crisis of 2001. The debt of the Government is on the terrible level: 85% of the GDP. The journal emphasizes, that strengthening of the Turkish lira and growth of the state debt are dangerous for the economy of the country.
THE BRITISH ADVISOR OF THE MINISTRY OF DEFENSE OF GEORGIA WILL ASSIST TO TRASFORM IT INTO THE CIVIL STRUCTURE
As the RIA "Novosty" was informed in the press-center of the Ministry of Defense of Georgia, the main task of Mrs P. Shering is concluded in rendering an assistance to the Georgian militaries for transforming the military Ministry into the civil structure.
Her obligations also include communications with the Ministry of Finance of Georgia to improve the material state of the Ministry of Defense of the country. The process of the transformations will complete by the beginning of 2004.
